1. DEVELOPMENT AND GROWTH IN CITY
Tom Caswell, Metropolitan Council - 6:10 p.m. - Development and Growth in the city
Tom stated that he was 1 of 4 sector representatives - he was responsible for all of
Hennepin county except Minneapolis - he put up an overhead of how region will grow
1995-2000 - 330,000 additional households - there is a reduced demand for large single
family lots - the met council encourages development where sewer is available -
planning issues - account for new growth - use land more efficiently - try to avoid
unplanned growth in adjacent counties - went over moneys available for various grants -
at least 2/3 growth inside current MUSA
Susie Mackay asked if there were plans for mass transit
Tom Caswell - yes there is some - St. Paul- Shepherd Road - rail line - Hyland Park
area - Mpls - Hiawatha at the corridor to the airport and mega mall - lowest in top 3 of
density urbanized area - cannot support lite rail - possible in future but things have to
change such as prices, etc. - mass transit - rail does not seem viable - expect results of
2020 - livable communities - Medina forecasts:

Anne Heideman - Hope met council is more attentive to city's wants - Tom C. - yes
Susie - is money available to help cities inventory areas for saving
Tom - $1 million available in grants - have to be tied to the comprehensive plan
Phil Zietlow asked about the latest on the Elm Creek Interceptor
Tom - 1st leg to 494/694 - plan shows continuing to Medina by 2000-2001
Phil - what happens in Medina besides what happened in Plymouth
2. 6:50 P.M. - ELWELL PROPERTY

320 acres - Elwell - county moving forward for selling it - talk of `urban estates' -
minimum of 2 1/2 acres - sewered and possibly water - catering to upscale resident - 80
units of sewer needed for 2 1/2 acre lots - 65 needed for 3 1/2 acre - zoning to control
density and not where sewer is available
Discussion of `cluster' housing
John Ferris - how we allocate sewer to this property - - -
Discussion of the best way to develop/zone the `Elwell' property - consensus - leave RR
and work with whoever wants to develop it
Sewer west of Hamel - 7:32 p.m.
Along Highway 55 - C/I area - some requests for the area
John Ferris - logical and best use is sewer
364 units available after Lundgren development
Staff will come in with recommendation of property staging RC/RI or rezone to UC/UI
3. FLAG LOTS
Anne Heideman - fire safety - snow plowing - current zoning requires 100' frontage -
concern not only with flag, but length of flag
Talk of 60' width
Look at changing minimum width for lot and also number of driveways on cul de sac -
width and structure of driveway
4. WETLAND MITIGATION
Shawn Gustafson - frontage road Arrowhead and Highway 55 - has to fill 1 acre of
wetland - county has asked city to mitigate it (non DNR wetlands) - mitigate 2:1 basis -
city can create a wetland with an easement to protect it - city should look at potential
sites for mitigation purposes - example - Bud Eisinger property
Cost of creating a 1 acre wetland - Shawn said could be as high as $20,000
Chaska identified areas of forests, etc. = plans to protect potential wetland banking
areas - more talk of cost of creating wetlands - key - owning land or agreement with
landowners -

Lenny Leuer - copies of maps - comp plan
Phil Zietlow - tree ordinance is on line
Carolyn Smith, Anne Heideman - should have joint meeting several times a year
Phil - next one in September
Carolyn - process re -doing the comprehensive plan - send special letter to residents to
be involved
John Ferris, Ann Thies - put in newsletter
Also let residents know when talking of expanding sewer
