SE~ING A PUBLIC HEARING FOR THEIMPOS1TION OF NEWWATERAND
SEWER FEES
WHEREAS, on February 27, 1991, the town entered into a contract with the consulting firm of
Deloitte and Touche for the purpose of conducting a comprehensive water and wastewater cost of service
study and rate design for the town's utility system; and
V~IE~, on August 6, 1991, the Council received a draft report of the utility rate study conducted
by Deloitte and Touche which recommends rate increases in water and sewer user fees, avai]abil~ty fees
and other utility system fees and charges beginning in fiscal year 1992 through 1996; and
WHEREAS, in accordance with Virginia Code Section 15.1-29.14 before the fees recommended in
the Deloitte and Touche rate study can be implemented a public hearing must frost be held; and
WHEREAS, September 10, 1991, at 7:30 P.M. in the Town Council chambers h~s been desi~ated
as the date, time and place for such public hearing.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that a public hearing
w~l be held on September 10, 1991, at 7:30 P.M. in the Town Council chambers for the purpose of
hearing testimony on the report of the town's water and sewer rate study prepared by Deloitte and
Touche and the recommended user fee increases contained therein.
