HomeMy Public PortalAbout2013-2014 Parks & Recreation Annual Report2013-2014 Year in Review Annual Report City of Jefferson Parks and Recreation Commission Mission It is the mission and responsibility of the City of Jefferson Parks & Recreation Commission and the staff of the Department of Parks & Recreation to improve quality of life and place by promoting and providing opportunities for fun and en- joyment for present and future generations in the Jefferson City area. The Commission is charged with acquisition, management, preservation, and im- provement of a quality system of parklands, open space and recreation facilities and the development and supervision of a broad program of quality educational and recreational activities for all ages. Far: (573)634-64'89 On behalf of the members of the Parks and Recreation Commission, I present to you the Annual Report of the Commission as stipulated in the City Charter as follows: Section 6.2 subsection (c) Annual Report. The commission shall make an annual report to the council stating the condition of their trust, the various sums of money deposited to the park fund and how much moneys have been expended from the fund and for what purposes, with such other statistics, information, and suggestions as they may deem of general interest. All portions of the report relating to the receipt and expenditure of money shall be verified by affidavit. The members of the commission are dedicated to the service of our community. It is our responsibility as Park and Recreation Commissioners to honor the foresight and sacrifices of generations of our predecessors and to maintain and improve upon the rich legacy of a brighter future for our great city and all its residents. Our mission, and that of our staff, is to continue to acquire, manage, preserve, maintain and improve a high quality system of parklands, open space greenways and recreation facilities as well as develop and supervise a broad program of quality educational and recreation activities promoting the health and wellbeing of both present and future citizens. We accomplish these goals by seeking the input of our customers, by developing and nurturing collaborative partnerships with our constituents, by providing quality affordable services and by practicing sustainable long-term stewardship. can gladly state that the overall condition of our trust is good and that the services we provide are appreciated by our many visitors and citizens who take daily advantage of the parks and recreation services our city has to offer. The past year has once again seen the continued successful operations of dozens of programs, advances in facilities and grounds maintenance, and significant improvements throughout our parks system. However, with ever-increasing costs of doing business, a continually aging infrastructure, heavy use, and a stagnant economy, stewardship of our city's many Parks and Recreation assets will remain a difficuIt challenge. The next playground replacement is scheduled for McClung Park in Spring/Summer 2015. Memorial Park Playground The new Memorial Park playground opened early summer 2014 with great anticipation and excitement from kids and parents alike. The new playground replaces a highly used, but worn out, wooden structure built in the mid 1980’s. The tree house/nature theme play- ground meets the current safety and ADA accessibility guidelines providing fun for kids of all ages and abilities. There is a fully accessible playstructure designed to challenge kids from 5 – 12 years old, as well as, a separate tot lot for the younger explorers ages 2 – 5. In addition to the playstructure, the playground site contains swing sets, improved safety sur- facing, accessible trail connections, tree plantings and landscaping. Along with the tot lot located near the outdoor shelter, both playground areas provide fun, safe, and challenging opportunities for all the children who visit Memorial Park. Memorial Park Playground Dedication McKay Park Greenway Trail Connector Business Hwy 50 West Greenway Trail Expansion Frog Hollow Greenway Trail Expansion - Phase 1 West Edgewood Nature Area Pedestrian/Bicycle Bridge Groundbreaking Ceremony Greenway Users West Edgewood Nature Trail Pedestrian/Bicycle Bridge Rehabilitation Greenway Users The Growing Greenway The Greenway Trail System continues to grow and expand with a little over 15 miles of trail through- out the community. Here is the progress during the last year:  Completed construction of the .16 mile extension of greenway trail from Southwest Boulevard through Our Savior’s Lutheran Church property connecting with McKay Park’s fitness loop trail. The project was made possible through a generous donation from Our Savior’s Lutheran Church and Recreation Trails Program outdoor recreation grant.  A greenway trail is being constructed along the new Creek Trail Drive roadway improvements. This section of trail is the first phase to connect the greenway from the West Edgewood Drive parking lot, south under Hwy 179 eventually connecting back to West Edgewood Drive.  Better access to the West Edgewood Drive Nature Area will soon be possible with the rehabilita- tion and installation of a pedestrian/bicycle bridge over the Frog Hollow branch of Wears Creek. The new bridge will connect the greenway trail at the West Edgewood Drive parking lot and the mountain bike and hiking trails located in the West Edgewood Nature Area. The project made possible through a generous donation from the Jefferson City Host Lions Club and a Land and Water Conservation Fund outdoor recreation grant.  In cooperation with Cole County Public Works, approximately 1.2 miles of greenway trail is being constructed along the new Business Hwy. 50/Apache Flats roadway improvements. Once com- pleted, the greenway trail will run along the north side of the roadway improvements connecting South Country Club Drive to Binder Park. A series of sidewalks will connect to the greenway trail offering pedestrians safe access to local businesses, residential neighborhoods and Pioneer Trail Elementary School. This project is scheduled to be completed in December 2014. Art Schaupeter, golf course architect, completed the design and construction plans for the project. The golf course crew began work March 2013. The latest capital improvement project included the construction of a new green complex, re-shaping the fairway, adding two sand bunkers, adding a new tee complex, upgrading the irrigation system on the entire hole and installing a concrete cart path. In conjunction with the work on new #10, staff built a new tee complex for adjacent hole #1. Rolling Hills Neighborhood Park Development The newest park in the system was dedicated and open for public use on May 16, 2014. The neighborhood park, located at the corner of Rolling Hills Road and Southridge Drive, offers a playground for kids ages 2 – 12 years old, new sidewalks, accessible trail to the playground, entrance sign, tree planting and open field space. Continue implementation and adjustments of the Parks and Recreation Long Range Stew- ardship Plan based on low/no growth in the Local Parks Sales Tax. 2. Continue the planning process for a Multipurpose Building including funding, site evalua- tions, and building design. 3. Complete the Washington Park Ice Arena Warming House HVAC, ceiling and lighting re- placements. 4. Complete West Edgewood Nature Area pedestrian/bicycle bridge rehabilitation and in- stallation. 5. Complete McClung Park playground replacement. 6. Complete construction of a restroom as Phase I of the Community Park Renovation and Improvement Plan. 7. Complete Washington Park tennis courts and access improvements. 8. Complete construction of Phase II greenway extension in the Frog Hollow/Creektrail area. 9. Continue implementation of the Oak Hills Golf Center Masterplan by completing design and initiating improvements to hole #9. 10.Continue rehabilitation and stabilization of aging buildings at Binder Park. 11.Implement fuel monitoring system as part of vehicle and equipment maintenance man- agement and replacement program. 12.Incorporate enhanced program evaluation and public feedback as a performance meas- urement tool within the Commission’s budgeting process. 13.Develop a new day camp program to eliminate waiting list de- mand. 14.Complete transition to new improved department website. 15.Develop park improvements priority listing for extension of the city-wide Capital Improvements Sales Tax renewal vote. 16.Continue planning and exploration of partnerships to access Adrian’s Island along the Jefferson City River- front. 17.Continue implementation of the North Jefferson Rec- reation Area Masterplan as funding is raised. 18.Construct pump station and force main connection to City sewer system on west side of Binder Lake to replace failed septic system. 19.Continue to build partnership relations and support throughout the community to enhance programs, special events, and facilities including tennis and Miracle League facilities.
