The Common Council of the City of Richmond, Indiana held a meeting of the Committee of the
Whole Tuesday, August 25, 2009, in the Council Chambers in said City. Council President
Parker presided with the following Councilors present: Howard "Jack" Elstro, Bruce Wissel, J.
Clayton Miller, Bing Welch, Larry Parker, Bob Goodwin and Phil Quinn. Absent was Kelley
Cruse - Nicholson.
