PRESENT: Chairman James West (via telephone), Member Jason Cooper, Member Bill Koester, and Deputy City Clerk Heather Marley. ABSENT: Member Ray Hart and Member Clint Reading. VISITORS: Mark and Elizabeth Schaffer. Acting Chairman Cooper welcomed everyone and led the Pledge of Allegiance. A roll call was taken by Deputy Clerk Marley to open the meeting. CONSENT AGENDA: Acting Chairman Cooper entertained a motion. Member Koester made a motion to approve the consent agenda as presented . Chairman West seconded the motion. All in favor. Motion carried. PUBLIC COMMENT: None. ITEMS OF BUSINESS: Ordinance to Amend Iona City Code § 6-4-10, pertaining to the installation of mailboxes in Public Rights of Way (Ord. 298-12-23): Member Koester stated that the Ordinance must have <7 { at least some m<\sonry in it. Chairman West explained that masonry wasn't allowed before but ) \ the City Council!would like to add it because it looks nice and it breaks away easily when hit and • doesn't cause damage to the plow. Acting Chairman Cooper stated that if masonry is allowed, does it meet the Post Offices' requirements? Chairman West stated that the way it is written, that the post may not exceed four inches and may then be covered by masonry. Chairman West said there may need to be further discussion on how big the entire structure should be. Member Koester stated that it needs to be more specific on the materials that can be used. Chairman West stated that the word stone in the ordinance implies that the material would be manmade and therefore easily destroyed and not cause damage to the plow. He also stated that the mailbox structures have to be approved by the Public Works Director. Acting Chairman Cooper stated that the word cement should be changed to concrete. Chairman West stated that he would suggest they change the word from cement to concrete and also make a recommendation to further define what could be allowed if a masonry mailbox was built, as far as the dimensions. Chairman West moved to approve Ordinance No. 298-12-23 as written with the suggested changes of "cement" to "concrete" as defined and that the consideration of adding more definition to the dimensions of a masonry mailbox be elaborated upon within the code. Member Koester seconded the motion. All in favor, motion carried. Discussion of Iona Subdivision Ordinance § 10-1-17: Requirements for Public Ways; pertaining to updates to the City's Standard Specifications and Drawings: Acting Chairman Cooper stated that this addresses or clarifies the calculations for storm water storage above and below ground. Chairman West stated the only insight he has on this is the communication IONA PLANNING & ZONING COMMISSION MEETING -December 13 , 2023 between the City Attorney and the Public Works Director. Acting Chairman Cooper stated that the rational method is a formula for deciding the amount of water that will fall in a certain storm. He stated that it looked like they were deciding to follow the standard details or subdivision directives. Chairman West didn't have any issues of how it was written but wanted to make sure that the notes of changes from Public Works or the City Attorney are included in the final copy of the code. Discussion of 2024 Meeting Dates and Times: Chairman West explained the meeting day needs to be moved to a Tuesday so that the dance company won't be in the building and cause noise.
