BOARD OF DIRECTORS
May 9 , 1990
MINUTES
I . ROLL CALL
President Nonette Hanko called the meeting to order at 7 : 35 P .M.
Members Present : Katherine Duffy, Robert McKibbin , Nonette Hanko,
Betsy Crowder , and Richard Bishop.
Member Absent : Edward Shelley and Teena Henshaw.
Personnel- - Present : David Hansen, Jean Fiddes , Mary Hale , Del Woods ,
John Escobar , and Stanley Norton.
APPROVAL OF MINUTES
April__23 , 1990
Motion: R. Bishop moved that the Board approve the minutes of April
23 , 1990 . R. McKibbin seconded the motion . The motion
passed 5 to 0 .

Motion : R. Bishop moved that the Board approve the minutes of
April 25 , 1990 . R. McKibbin seconded the motion.
Discussion: B . Crowder noted that the last line on page
six was incomplete . J . Fiddes stated it should be amended
to read "He also said that he planned to attend the
dedication ceremony for the . . . " R. Bishop and R. McKibbin
stated that they would include the wording amendment in
their motion. The motion passed 5 to 0 .
WRITTEN COMMUNICATIONS
J. Fiddes stated that the Board had received the following written
communications :
1 . A letter dated April 23 , 1990 from Richard Izmirian of the
Northern California Council Federation of Fly Fishers , 2215
Eaton Avenue , San Carlos , requesting that float tube fishing be
allowed at Alpine and Horseshoe reservoirs ;
2 . A letter dated April 16 , 1990 from K. Newbold , P .O. Box 955 ,
Gilroy, regarding potential residential development of Devil ' s
Canyon;

3 . A letter dated April 11 , 1990 from Cornell Scanlan , 844 Santa
Paula Avenue , Sunnyvale , recommending progressive fines for
mountain bicyclists , as well as confiscation of a bicyclist ' s
front tire at the time of the violation; and
4 . A letter dated April 29 , 1990 from W. David Schwaderer , 976
Hurestone Lane , San Jose , clarifying his situation at Mt .
Umunhum in January, 1990 .
She said that draft responses prepared by staff were attached for
each of the written communications .
Discussion focused on Mr . Izmirian ' s letter concerning float tube
fishing at Alpine and Horseshoe Reservoirs . N. Hanko requested that
all Board members receive a copy of Dr . McGinnis ' report , The-Biology
of Alpine and Horseshoe Reservoirs . She also requested that the
report and Mr . Izmirian ' s letter be included in the Use and
Management Plan for Skyline Ridge Open Space Preserve when presented
to the Board. R. Bishop suggested that staff accept Mr . Izmirian ' s
float tube fishing demonstration invitation. R. Bishop and N. Hanko
expressed an interest in participating in the demonstration. R .
McKibbin noted that the Board first needed to address the question of
whether the District should change its policy to permit fishing.
N. Hanko stated that the draft responses were approved by Board
consensus .
IV. ORAL COMMUNICATIONS
There were no oral communications .
V. ADOPTION OF AGENDA
N. Hanko stated that the agenda was adopted by Board consensus .
VI . BOARD BUSINESS
A. Proposed Addlition, of- Bechtel- - -,-elt----al--. 1.1-Prop-erty-, to ,L_a Honda Creek
Open Space (Report-R-90-64 dated May 3 , 1990)
D. Hansen stated that the purchase price for the 1 . 95-acre
parcel was $225 , 000 , noting that the property was improved with
an 1 , 100 square foot residence . He said that the proposed
acquisition was the eastern portion of a five-acre parcel , that
the property still needed to be subdivided , and that separation
of the utilities was also necessary. He noted that staff was
recommending that the property be dedicated as public open space
because of its value as an addition to La Honda Creek Open Space
Preserve . K. Duffy questioned the dedication status in light of
the subdivision that still needed to occur . N. Hanko noted that
the Board was only indicating its intent to dedicate the
property at this time .

Horst Wolf , 86 Morse Lane , Woodside , an adjacent property owner ,
questioned what the District planned to do with Allen Road and
where future trails would be located at the Preserve . D . Hansen
responded that the road would be used for patrol , that the
District did not intend to change the road on the property at
this time , and that the District did not have specific locations
for future trails at this time .
Hertha Harrington , 78 Morse Lane , Woodside , an adjacent property
owner , expressed her concerns about what would happen to private
property in the area , the use and possible changes that could be
made on Allen Road, the lack of resolution of the litigation
regarding Allen Road , and business activities being conducted on
private property surrounded by the preserve . R. Bishop
responded that the District strives to maintain land it acquires
in as natural a state as possible and that the District does not
turn roads it acquires into freeways . N. Hanko stated that
there would be no changes on the property until a Use and
Management Plan was prepared for it and noted that the District
had recently acquired the MacDonald property that would provide
access for the preserve . N. Hanko requested that staff
investigate and report back to the Board on the business
activities being conducted on the private property surrounded by
the preserve , as well as how these activities impact Allen Road .
She noted that staff should make it clear to Mr . Paulin that lie
should not make any changes to sections of Allen Road that pass
through District property.
Motion: R . Bishop moved that the Board adopt Resolution 90-22 ,
a Resolution of the Board of Directors of the
Midpeninsula Regional Open Space District Authorizing
Acceptance of Purchase Agreement , Authorizing Officer
to Execute Certificate of Acceptance of Grant to
District , and Authorizing General Manager to Execute
Any and All Other Documents Necessary or Appropriate
to Closing of the Transaction (La Honda Creek Open
Space Preserve , Lands of Bechtel et al . ) . R. McKibbin
seconded the motion. The motion passed 5 to 0 .
Motion: R. Bishop moved that the Board tentatively adopt the
Preliminary Use and Management Plan for the Bechtel et
al . property , as contained in the staff report ,
including naming the property as an addition to La
Honda Creek Open Space Preserve , and indicate its
intention to dedicate the property as open space .
R. McKibbin seconded the motion. The motion passed 5
to 0 .

B . Review of Comprehensive Use and Management Plan for Stevens
Creek Nature Study Area (Report R-90-61 dated May 3_,_ 1990)
D. Woods reviewed the staff report and showed slides of the
area . Discussion focused on the City of Mountain View' s future
enterprise plans for Shoreline Park efforts to secure an

alignment through Moffett Field for the Bay Trail , and increased
recreational use of the levees in the area . D. Woods noted that
the City of Mountain View has a specific coordinated signing
program for Shoreline and it would not be possible to attach
District signs concerning the Stevens Creek Nature Study Area to
Shorelines ' signposts . In response to a question from K. Duffy
regarding the potential hazards to District visitors during j
hunting season, D . Hansen and J . Escobar stated that they did
not feel specific warning signs were necessary.
Motion: R. McKibbin moved that the Board tentatively adopt the
Revised Comprehensive Use and Management Plan for
Stevens Creek Nature Study Area as contained in the
staff report . B . Crowder seconded the motion . The
motion passed 5 to 0 .
C . Action Plan Program Evaluation for 1989 1990 Fiscal Year (Report

D. Hansen reviewed the evaluation material. for the Open Space
Acquisition and Open Space Management Programs . M. Hale
highlighted the year ' s activities in the Communications Program,
and J. Fiddes summarized the General Management and Program
Support section .

Motion: R. Bishop moved that the Board adopt the program
evaluation for the 1989-1990 fiscal year . R. McKibbin
seconded the motion. The motion passed 5 to 0 .

D . Public Service Recognition (Report R-90_-63 dated May 2 , 1990)
K. Duffy requested that the words "in this week of May 7 -13 , j
1990" in the lastt sentence be deleted to clarify that the Board
was recognizing the staff for fifty-two weeks of meritorious
efforts .
Motion: B . Crowder moved that the Board of Directors adopt
Resolution 90-23 , a Resolution of the Board of
Directors of the Midpeninsula Regional Open Space
District Supporting Public Service Recognition Week ,
May 7 -- 13 , 1990 . R. McKibbin seconded the motion.
The motion passed 5 to 0 .

VII . INFORMATIONAL REPORTS
In response to a question from N. Hanko , R. McKibbin stated that the
Budget Committee had not completed its assignments to review the Open
Space Management budget and Board appointee salary adjustments .
11. Hanko stated that the Trails Policy Committee would be meeting on
May 214 from 7 : 30 to 9 : 30 p.m. The meeting will be held at the former
Cubberly High School in Palo Alto . A second meeting of the committee
is scheduled for July 12 .
B . Crowder stated that the Board ' s docent recognition event would be
held on Saturday, June 23 at Thornewood Open Space Preserve beginning
at 11 : 00 a .m.
N. Hanko stated that she would be asking Board members to join her in
signing letters requesting support from cities and counties within
the District for the 1990 International Open Space Conference .
B . Crowder said that she and D. Hansen had attended earlier in the
day the meeting of the San Mateo County Planning Commission at which
the transfer of density credits was discussed. She reported that no
decision was reached and that the commission continued the matter to
allow for the preparation of another staff report .
R. McKibbin requested that the Board approve his attendance at the
Special District Forum to be held in Chicago in June .
Motion : R. Bishop moved that the Board approve funding for R .
McKibbin to attend the Special District Forum in Chicago.
K. Duffy seconded the motion. The motion passed 5 to 0 .
B . Crowder reported that the San Mateo County Board of Supervisors ,
Planning Commission , and Trails Committee would be holding a study
session with Brian O ' Neill of the Golden Gate National Recreation
Area to discuss San Francisco watershed lands in San Mateo County .
She also stated that the San Mateo County Board of Supervisors would
be considering whether to open or abandon Alpine Road at their May 15
meeting .
R. Bishop reported on the Legislative Committee ' s May 8 meeting,
noting that the committee had agreed unanimously to withdraw at this
time the District ' s bill proposing amendments to the Brown Act
relating to the procedure for discussing land negotiation matters in
closed session . N. Hanko stated that an item should be placed on a
future Board agenda to allow for Board discussion of how in-house
supervision of staff with respect to land negotiation matters should
be handled . R. Bishop reported on the District ' s density credit bill
and said that the committee had considered possible amendments to the
District ' s eminent domain policy. He said the possible amendments
concerned situations where there were disputes or claims against
property or road rights that had been acquired by the District .

D. Hansen stated that no members of the public had attended the April
28 Pulgas Ridge Open Space Preserve hike led by R. Bishop. He showed
the Board the plaque that had been presented to H. Grench at the
April 28 dedication ceremony for the Western Hemisphere Shorebird
Reserve Network , reported that President Bush had presented a
national award to the Ridge Trail project , and noted that there would
be an event at Fort Mason on Friday, May 11 to recognize all
volunteers who have worked on the Ridge Trail .
J . Escobar reported an injury accident involving a bicyclist at
Sierra Azul Open Space Preserve on April 24 .
VIII . CLAIMS
Mot-ion: R . McKibbin moved that the Board approve Revised Claims 90-
09 . B . Crowder seconded the motion. The motion passed 5
to 0 .
Ix. CLOSED - SESSION
The Board recessed to Closed Session to discuss two potential
litigation matters falling under Government Code Section 54956 . 9 (bl)
at 9 : 32 P .M.
X. ADJOURNMENT
The meeting was adjourned at 10 : 05 P .M.

II. APPROVAL OF MINUTES
May 9, 1990
B. Crowder noted that the San Mateo County Supervisors were
not present at the study session to discuss San Francisco
watershed lands in San Mateo County, as stated on page 5, in
paragraph 8 , of the minutes .
Motion: R. Bishop moved that the Board approve the minutes
of May 9 as corrected. R.McKibbin seconded the
motion. The motion passed 5 to 0 , with E. Shelley
and T. Henshaw abstaining because they had been
absent from the meeting.
