REGULAR MEETING
BOARD OF DIRECTORS
June 13 , 1990
MINUTES
I . ROLL CALL
President Nonette Hanko called the meeting to order at 7 : 38 P.M.
Members Present: Teena Henshaw, Edward Shelley, Nonette Hanko, Betsy
Crowder , and Richard Bishop.
Member Absent : Katherine Duffy and Robert McKibbin.
Personnel Present: Craig Britton, David Hansen, Stanley Norton, Jean
Fiddes , and Annette Coleman.
II . APPROVAL OF MINUTES
May 23 , 1990
N. Hanko noted that revised minutes that included page three had been
distributed to the Board. D. Hansen stated that the last sentence in
the first informatonal report on page six should be amended to read
"D . Hansen said that San Mateo County Public Works Director, Bob
Sans , would report to the Board of Supervisors at the June 12
meeting. "
Motion: E. Shelley moved that the Board approve the minutes of May
_ 23 as corrected. T. Henshaw seconded the motion. The
motion passed 5 to 0 .
III . WRITTEN COMMUNICATIONS
N. Hanko stated that the Board had received a letter dated May 26 ,
1990 , from Scott Lieberman, 3200 Payne Avenue , Apt . 714 , San Jose ,
regarding access to the top of Mt . Umunhum.
J . Fiddes stated that a second letter dated May 16 , 1990 from Donna
Poy, 271 Crown Circle , South San Francisco, regarding trail usage at
Purisima Creek Redwoods Open Space Preserve and expressing her
concern regarding mountain bikes on District preserves had been
distributed to the Board.
N. Hanko stated that the draft responses for the two letters were
approved by Board consensus .
IV. ORAL COMMUNICATIONS
There were no oral communications .
V. ADOPTION OF AGENDA
N. Hanko stated that the agenda was adopted by Board consensus .

VI . BOARD BUSINESS
A. Final Adoption of the Amendment to the Use and Management Plan
for Monte Bello Open Space Preserve (KgPor_t_R-90-74 dated June
1 , 1990)
D. Hansen stated that he felt that concerns expressed by other
Black Mountain telecommunications tenants had been resolved.
Representatives from C & C Equipment Company discussed the
frequencies that would be used. R. Bishop stated that staff
should include a hold harmless clause in the lease to be
negotiated with C & C Equipment Company because of the potential
signal interruptions .
Motion: E. Shelley moved that the Board adopt the Negative
Declaration for the project . R. Bishop seconded the
motion. The motion passed 5 to 0 .
Motion: E. Shelley moved that the Board adopt the amendment to
the Use and Management Plan for Monte Bello Open Space
Preserve to allow an additional telecommunications
facility at Black Mountain as contained in report R-
90-58 . R. Bishop seconded the motion. The motion
passed 5 to 0 .
B . Property Tax Allocation 'from Las Pulgas Community Development
Project (Report R-90-73 dated June 1 , 1990)
Motion: R. Bishop moved that the Board adopt Resolution 90-27 ,
a Resolution of the Board of Directors of the
Midpeninsula Regional Open Space District Electing to
Receive Incremental Property Tax Revenues as Provided
for by Section 33676 of the California Health and
Safety Code . B. Crowder seconded the motion. The
motion passed 5 to 0 .
C . Authorization of Proposal Submission for Grant Support of 1990
International Open Space Conference (Report R-90-72 dated June
11 1990)
Motion: R. Bishop moved that the Board adopt Resolution 90-28 ,
a Resolution of the Board of Directors of the
Midpeninsula Regional Open Space District Authorizing
Submittal of Proposal to The San Francisco Foundation.
B . Crowder seconded the motion. The motion passed 5
to 0 .
D. Scheduling of Special Meeting for Long Ridge Open Space Preserve
On-Site Workshop (Report R-90-76 dated June 6 , 1990)
Motion: R. Bishop moved that the Board schedule a special

meeting for 6 : 00 p.m. on June 18 , at the former Bar-Y
Ranch property for the purpose of conducting an on-
site public workshop in connection with the
Comprehensive Use and Management Plan review for Long
Ridge Open Space Preserve . B . Crowder seconded the
motion. The motion passed 5 to 0 .
E . Shelley and T. Henshaw stated that they would not be able to
attend the June 18 meeting.
VII . INFORMATIONAL REPORTS
C . Britton reported to the Board on the question regarding access
across the former Chisholm property for timber harvesting. He said
that Mr . Chisholm did have an easement across District land for the
timber harvesting activities .
C . Britton stated that the East Bay Regional Park District had
submitted a legislative bill to increase the number of meetings for
which a director of the park district could receive compensation to
ten meetings per month. N. Hanko stated the Board ' s consensus that
the District would take a neutral position on this particular
legislation.
D. Hansen stated that he and B . Crowder had attended the meeting of
the San Mateo County Board of Supervisors earlier in the day at which
the board voted not to open Alpine Road to public vehicular traffic .
He stated that the county wanted to abandon the road, but maintain an
easement over it for emergency access road use . D. Hansen stated
that staff would be discussing the possibility of joint maintenance
for the road with the San Mateo County Parks and Recreation
Department and the California Division of Forestry.
D. Hansen distributed three letters to the Board: 1) a letter dated
June 8 , 1990 from D. Hansen to Muriel Fulford, Santa Clara County
Office of Advance Planning, commenting on the draft Environmental
Impact Report for the Lexington Quarry expansion; 2) a letter dated
June 9 , 1990 from Hermia James regarding the moonlight hike she led
at Long Ridge Open Space Preserve; and 3) a letter dated June 13 ,
1990 from D. Hansen to John M. Delong of the South Skyline
Association regarding District assistance on several matters of
interest to the association.
A. Coleman reported on two recent accidents on District preserves : 1)
one involving an equestrian and a jogger at Rancho San Antonio Open
Space Preserve , and 2) one involving a bicyclist at Fremont older
Open Space Preserve . She noted that District staff had also
participated in a major search operation at Coal Creek Open Space
Preserve and had provided assistance to a preserve user suffering a
reaction to a bee sting.

C . Britton reported that both the San Mateo County and Santa Clara
County Local Agency Formation Commissions had approved the annexation
of the former Smith property. He said that staff would return to the
Board to coomplete the annexation process . He stated that staff
would be working on the annexation of the former Bar-Y Ranch
property.
VIII . CLAIMS
Motion: B. Crowder moved that the Board approve Revised Claims 90-
11 . R. Bishop seconded the motion. The motion passed 5 to
0 .
IX. CLOSED SESSION
C. Britton announced that land negotiation matters to be discussed in
Closed Session involved Santa Clara County Assessor ' s Parcel Number
558-53-02 owned by Spectabilis Limited. The Board recessed to Closed
Session on land negotiation and labor negotiation matters at 8 : 10
P .M.
X. ADJOURNMENT
The meeting was adjourned at 9 : 25 P .M.

II . APPROVAL OF MINUTES
June 13 , 1990
J. Fiddes stated that M. Hale ' s name should be included in the
personnel present listing.
Motion: B. Crowder moved that the Board approve the minutes of June
13 as corrected. T. Henshaw seconded the motion. The
motion passed 4 to 0 with K. Duffy and R. McKibbin
abstaining from the vote since they were absent from the
meeting.
