HomeMy Public PortalAboutM1998-04-21-LRA~1 LYNWOOD REDEVELOPMENT AGENCY, APRIL 21,1998 The Redevelopment Agency of the City of Lynwood met in a Regulaz Session in the City Hall, 11330 Bullis Road, on the above date at 6:05 p.m. Chairman Rea presiding. Member Sanchez, Byrd, Reyes, Richards, and Rea answered the roll call. Also present were Executive Director Gonzales, Agency Counsel Thever, Deputy Secretary Manibusan and Department Heads. ~~ PUBLIC ORAL COMMUNICATIONS -AGENDA ITEMS ONLY None PUBLIC ORALS None ITEMS FOR CONSIDERATION It was moved by Member Reyes, seconded by Member Byrd and carried to approve the following minutes: a) Regular Meeting, April 7, 1998 [t was then moved by Member Reyes, seconded by Member Sanchez to adopt: LRA RESOLUTION NO. 98-11 ENTITLED: "A RESOLUTION OF THE RES. 911 REDEVELOPMENT AGENCY OF THE CITY OF LYNWOOD, CALIFORNIA, i ~D ALLOWING AND APPROVING THE DEMANDS AND WARRANTS v~Nls THEREFORE". Chairman Rea questioned warrant #5203. ROLL CALL: AYES: MEMBER SANCHEZ, BYRD, REYES, RICHARDS, REA NOES: NONE ABSENT: NONE REGULAR ITEMS Chairman Rea introduced the next item, Proposed Exclusive Negotiating Agreement ("ENA") between the Redevelopment Agency and David Kim, RD Restaurant Group. It was moved by Member Reyes, seconded by Member Byrd and carried to adopt: "A RESOLUTION OF THE LYNWOOD REDEVELOPMENT AGENCY APPROVING THE EXECUTION OF AN EXCLUSIVE NEGOTIATING AGREEMENT (ENA) WITH RD RESTAURANT GROUP (DEVELOPER) TO DEVELOP A DENNY'S RESTAURANT AT THE NORTHWEST CORNER OF LONG BEACH BOULEVARD AND BEECHWOOD AVENUE". and THE EXCLUSIVE NEGOTIATION AGREEMENT Member Richards stated he has several concerns that he feels should be dealt with in closed session. -t"'° ' A substitute Motion was as then made by Member Richards, seconded by Member Byrd to consider the item in Closed Session. E ~~ 18 It was moved by Member Reyes, seconded by Member Sanchez, to SELECT GRIFFIN WRITING & CONSULTANTS INC. AND DIRECT STAFF TO WORK ON A CONTRACT TO BE BROUGHT BACK TO THE AGENCY FOR CONSIDERATION. Member Richazds questioned whether or not this item will come back before the Agency. ~- Chairman Rea stated he would like the Agency Members to be included in the contract CIIVII27~.T negotiations. _ ~ Member Richards clazified the importance of tazgeting specific items and terms in the c~I' ~~ grant writing effort. Executive Director Gonzales stated this firm has specialist that meet the criteria in all fields. ~~• Member Richards discussed concerns with the terms of the agreement and recommended y~gLp the City Manager enter into negotiations with the firm, and conduct a workshop with the firm and the Agency to better establish a relationship between the two. ROLL CALL: AYES: MEMBER SANCHEZ, BYRD, REYES, RICHARDS, REA NOES: NONE ABSENT: NONE CLOSED SESSION It was moved by Chairman Rea, seconded by Member Reyes to consider a subsequent need item to hear a Counsel update on the Alameda Corridor. ROLL CALL: (on the subsequent need item) AYES: MEMBER SANCHEZ, BYRD, REYES, RICHARDS, REA NOES: NONE ABSENT: NONE It was then moved by Member Reyes, seconded by Member Byrd and carried to recess to Closed Session at 6:28 p.m. Agency reconvened at 7:15 p.m. Agency Counsel Thever stated the members of the Redevelopment Agency had met in Closed Session to discuss item #3, Proposed Exclusive Negotiating Agreement, and direction was given to staff on a 4 to 1 vote, the one vote being that of Member Sanchez to enter into a Exclusive Negotiating Agreement for ninety days with Mr. David Kim. With regard to the ACTA item the Agency is in agreement with the settlement and the MOU, a special meeting will be called for 9:00 a.m. on April 23, 1998, for approval of the contract. Having no further discussion, it was moved by Member Richazds, seconded by Member Reyes and carried to recess at 7:18 p.m. to April 23, 1998 at 9:00 a.m. CHA MAN ARMANDO REA SECRETARY ANDREA L.
