said Department of Planning & Protective Services did certify to said City Clerk that the above costs were accrued
by the City of Jefferson for the maintenance of the property located at 304 E Fillmore St
and that said costs were for the purpose of bringing the condition of the property into compliance with the Code
of the City of Jefferson. The work was performed on March 31, 2016
I further certify that this tax is a lien against the lot or piece of ground therein descnbed, and bears interest
at a rate of eight percent (8%) which shall begin accruing 30 days after the date of approval. and continue at
said rate until paid. If not paid, this lien shall be turned over to the Cole County Tax Collector for inclusion in
property taxes assessed to this property.

Subject: Tax Lien#16555 Release—304 Fillmore
Facts: 304 E Fillmore was originally noticed on 05/13/2013 regarding violations of windows,
doors, noxious weeds, etc. It's been the protocol for the property inspectors that once a property
has been noticed for being unsecured to re-board/re-secure immediately according to section
8-81(e) without sending notification to the property owner. However, that has changed.
Recently (April 7, 2016), the Law Department notified Planning & Protective Services that they
must re-notice property owners after additional maintenance work is performed. This re-notice
was not provided.
The owner is currently in talks with Habitat for Humanity about selling the property to them.
With the circumstances and the timing of the Law Department directing the property inspectors
to re-notify property owners on work completed after the original notification, Director
McMillan would like to request that tax lien#16555 in the amount of$225.00 be removed.
When the property owner is not at fault, there are no funds due the City. The Law Department's
review of the law finds that under 88.103 RSMo, the City Clerk is the necessary party to file a
lien release. Upon payment the City Clerk is to release the tax lien. In the facts noted above, the
City is due no funds above $225.00.
Because the City is not waiving money due it, the City Clerk may release the lien (Special Tax
Bill 16555)without City Council Approval.

Enclosed is Special Tax Bill No. 16000 which has been issued against your property located at:
304 E Fillmore St
in Jefferson City,Missouri. The City has placed this lien against your property to collect funds expended by the
City for nuisance abatement on this property. This lien must be paid in full before it will be released from our records.
Payment should be made payable to: "City of Jefferson,"and mailed to: Office of the City Clerk,320 E. McCarty
Street,Jefferson City MO 65101.
Tax liens which become delinquent are turned over to the Cole County Tax Collector's Office each year for inclusion
in your annual property tax assessment.After they have been turned over to the County,they can no longer be
paid to the City.
