Call to Order:
Chair Art Hernandez called the meeting to order at 6:00 pm.
Approval of Agenda:
Kevin Kelly moved the agenda be approved as printed. Doug Record seconded the motion.
Motion carried.
Approval of Minutes:
Doug Record moved the March 8, 2016 minutes be approved. Bill Case seconded the motion.
Motion carried.
New Business
Capitol Avenue and East High Street Rezoning and Overlay District Neighborhood Meeting
information was distributed out. The city will be holding three separate meetings to gain input
for the area.
Old Business
a. Gregory Stockard Award – Jayme reviewed the history and criteria for this award. Terri
Rademan made a motion to nominate Jenny Smith for the 2016 Gregory Stockard
Award. Bill Case seconded the motion. Motion carried.
b. Review of Historic City of Jefferson Proposed Demolition Ordinance
The commission discussed the editing changes suggested by Mary Schantz’s email. Jayme
Abbott spoke with City co-counsel about the terms “willfull” or “intentional”. The attorney prefers
intentional. Steve Viele suggested a change to page 822 Sec. 8-32, 2(b). Doug Record made
the motion to change the language to “10 business days following publication”. Kevin Kelly
second the motion. Motion carried.
Doug Record made a motion to approve the proposed ordinance with changes “debated and
approved” and to move the ordinance on to the Public Works and Planning Committee. Kevin
Kelly second the motion. Motion carried.

a. Next meeting, Tuesday, May 10, 2016, at 6:00 pm.
a. CLG Forum, Friday, May 13, 2016.
b. Heritage Day Celebration, Tuesday, May 17, 2016. Bill Case has volunteered to be a
judge of the artwork.

adjourned at 6:48 p.m.
