SCOTT HARRINGTONei/f DATE: March 21, 1997 TO: Architectural Review & Planning Board Members RE: ARBP File #97 -06: Bedroom Wing Addition at the Templeton Residence; 7 Driftwood Landing The applicant, Everett Jenner as agent for Mark and Yvonne Templeton, is seeking approval to construct a two bedroom, one bath addition at the residence located on a parcel of property described as Lot 4 of the Driftwood Landing subdivision. The nature of the request requires final action by the Board for a Level 2 Architectural/ Site Plan Review. No other Board actions are necessary. Project Description The proposed addition consists of two bedrooms, one bath, a large closet and hallway at the southwest corner of the existing house. The addition consists of 859 square feet, bringing the gross floor area of the home to a total of 6,233 square feet. The lot has an effective lot area (platted lot area minus the private road easements and a 10 foot simulated right-of- way) of 22,266 square feet. Under the sliding scale floor area ratio, the maximum floor area permitted on the lot is 7,053, or about 820 square feet more than what is proposed. According to the applicant, the design of the addition will match the existing house in terms of architectural style and use of materials. The architecture of the existing home is best described as eclectic with some Spanish influences. Primary exterior elements include: brown pan tiles on the sloped roof areas and parapet walls with protruding timbers on the flat deck areas; white stucco walls; prairie -style casement windows in the front; and a decorative chimney cap. The addition will have a sloped roof with tiles that match the existing tiles. Architectural Review & Planning Board Members ARPB File #97 -06 March 21, 1997 Page 2 Level 2 Architectural/Site Plan Review C Chapter 66, Article V.1., Sec. 66- 144(b) of the Zoning Code enumerates the 12 standards applicable to applications for a Level 2 Architectural /Site Plan Review. Based on the materials submitted by the applicant, staff finds the project; as proposed, to be consistent with all applicable standards. This finding includes all applicable portions of the Gulf Stream Design Manual as well. Please note that the location of private roads on two sides of the property affects not only the effective lot area calculation, but the setback calculations as well. In the front (the side facing south), the platted property line is located in the middle of the pavement of the private road, but the front property line for setback purposes is located 10 feet from the edge of the pavement. A 25 -foot setback is required from this new line, and the applicant has proposed more than 30 feet of setback to the addition. On the east side of the property, the property line also is moved to 10 feet from the edge of the pavement, as opposed to the middle of the street as shown on the plat. This reduces the average lot width to 158 feet. The Manual requires that both side setbacks combined must equal 30% of the lot width, with no side having less than a 15 -foot setback. In this case, a total of 47.4 feet is required and 47.7 feet is provided (22 feet on the west to the new addition and 25.7 on the east to the existing house). The addition does not change the existing rear setbacks.
