BJECT: USE AGREEMENTS, LEASES, AND
CONCESSION AGREEMENT
:1 OBJECTIVE:
Provide representation of the City of Orlando in negotiating certain use agreements,
leases, and concession agreements for the Venues under the management of Orlando
Venues.
:2 AUTHORITY:
This procedure amended by City Council June 11, 2018, Item A -1.
:3 DIRECTION:
Chief Venues Officer (CVO) or Designee, as an appointed official, serves at the
pleasure of, and receives direction from the Mayor.
:4 METHOD OF OPERATION:
A. General
1. The CVO or Designee shall represent the City in negotiating all use
agreements, leases, novelty and concession agreements with users, tenants,
concessionaires, and prospective users at the Amway Center, Camping
World Stadium, Tinker Field, Mennello Museum of American Arts, and
Harry P. Leu Gardens, hereinafter referred to as those facilities comprising
the Orlando Venues
2. The CVO or Designee shall execute on behalf of the City, facility use
agreements in accordance with City Policy & Procedure 161.3 and for rates
approved by City Council for use of the facilities comprising the Orlando
Venues. Rates shall be in accordance with standard schedules approved by
City Council. When it is deemed to be in the overall best interest of the City,
deviations from the rate schedule may be approved by the CVO and subject to
annual auditing. The CVO may establish internal operating policies and
procedures to facilitate the operation of the venues facilities.
3. Leases, novelty, concessions, and other agreements related to the facilities,
comprising Orlando Venues shall be executed by the CVO or designee in
accordance with applicable provisions of the City Code and City Policies and
Procedures. All such leases and agreements with durations in excess of three
years must be approved by City Council.
