F.2.2022-2023 DRAFT FISCAL YEAR BUDGET Village Staff will give a status update on the Village’s current and proposed capital projects. REMINDERS - •November 1 Village Board Meeting – 7:00 p.m. •November 2 Plan Commission – 7:00 p.m. •November 8 Next Committee of the Whole Workshop – 7:00 p.m. •November 10 Coffee with the Mayor – 9:00 a.m. (at Village Hall) 1 Committee of the Whole Workshop of the President and the Board of Trustees Page - 2 2 Minutes of the Committee of the Whole Workshop of the President and the Board of Trustees Held on October 11, 2021 In the Boardroom Mayor Argoudelis called the meeting to order at 7:00 p.m. Board Present: Mayor Argoudelis, Trustee Ruane, Trustee Wojowski, Trustee Benton, Trustee Calkins, Trustee Kalkanis, and Trustee Larson. Others Present: Traci Pleckham, Interim Village Administrator; Michelle Gibas, Village Clerk; Jon Proulx, Planning Director; Lonnie Spires, Building Official; Dan Biermann, Water Superintendent; and, Ken Ruggles, Police Commander. There was 1 person in the audience. Trustee Wojowski moved to approve the Minutes of the Committee of the Whole Workshop and Executive Session held on September 27, 2021. Second by Trustee Benton. Voice Vote. All in favor, 0 opposed. Motion carried. PRESIDENTIAL COMMENTS Mayor Argoudelis: Commented on the interviews for Village Administrator. Stated that he received positive feedback from the Old Town Project Meeting last Wednesday. Commented about the potentially bad weather this evening. TRUSTEE COMMENTS Trustee Benton: Thanked staff for the outreach efforts for the Old Town Project. Commented on the renovations to Fieldbrook Drive. Suggested putting up Gold ribbons for Childhood Cancer Awareness. PUBLIC COMMENTS No Comments. WORKSHOP 1)2021 AUDIT Jim Savio, Sikich LLP, reviewed the 2021 Fiscal Year Audit and Single Audit. Mr. Savio stated that they have issued an unmodified opinion which is the highest level of assurance that they can provide to the Village. Interim Administrator Pleckham stated the acceptance of the audit will be placed on the next Village Board Agenda and staff will be preparing for budget presentations and the tax levy for upcoming Workshop A gendas. Mayor Argoudelis thanked Mr. Savio for the presentation. 2)PROPOSED CODE UPDATES Lonnie Spires, Building Official, gave a presentation highlighting the proposed Building Code updates. Mr. Spires stated that the Building Department routinely requests the adoption of codes every six years so that residents, contractors and stake holders can become familiar with the code changes. With this code cycle change, the Building Department is recommending the 2021 International Code Council (ICC) codes. Mr. Spires stated that the State of Illinois mandates the adoption of the Illinois Plumbing Code and International Energy Conservation Codes. Staff proposes 3 Village of Plainfield Committee of the Whole Meeting Minutes – October 11, 2021 Page 2 no modifications except for the year. Mr. Spires pointed out that staff is also proposing to adopt the International Fire Code with modifications as identified by the Plainfield and Oswego Fire Protection Districts. Mr. Spires stated that the Village of Plainfield Code regarding swimming pools will be replaced with the International Code. Mr. Spires stated that the Building Department is requesting fee changes to the improvement permits. This is to maintain the costs of permit administration and to keep the costs to homeowners to a minimum. If approved, the proposed changes go into effect January 1, 2022, except for businesses licenses, that fee change will go into effect in January 2023. Interim Administrator Pleckham stated pursuant to Board discussion last year, staff will bring the water restoration fee forward as well. There was some general discussion regarding the proposed changes. Trustee Ruane inquired about allowing materials such as romex cable and pex pipe. There was no consensus to support the alternate materials. Mayor Argoudelis thanked staff and read the reminders. Trustee Benton moved to adjourn. Second by Trustee Calkins. Voice Vote. All in favor, 0 opposed. Motion carried. The meeting adjourned at 8:02 p.m. Michelle Gibas, Village Clerk 4
