HomeMy Public PortalAboutResolution 2019-09, Declaring Retired Riverdale Volunteer Fire Department Portable Breathing Apparatus (SCBA) As Surplus Equipment, Contributing Them To United Township School District, February 26, 2019 RESOLUTION NO. 2019-09 RESOLUTION DECLARING RETIRED RIVERDALE VOLUNTEER FIRE DEPARTMENT PORTABLE BREATHING APPARATUS (SCBA)AS SURPLUS EQUIPMENT AND CONTRIBUTING THEM TO THE UNITED TOWNSHIP SCHOOL DISTRICT WHEREAS,the City Council of the City of Riverdale("City")may dispose of equipment it deems to be surplus by auction, listed sale or donation to other units of government or not-for-profit entities; and, WHEREAS,the City Council,on recommendation of its Fire Chief,did authorize the replacement of the portable breathing apparatus units("SCBA")of its Fire Department due to their age, diminished serviceability and being at or near their accepted service life; and, WHEREAS,the Area Career Center Fire Science Program of the United Township School District does provide training for area students desiring to become firefighters, and that program relies upon donations of firefighting equipment for the training of its students,given the limitations of their budget to purchase such equipment; and, WHEREAS,Area Career Center—Fire Science Program instructors did request in writing, in a letter dated February 4, 2019,consideration of the donation by the City of the Riverdale Fire Department's out-of-service SCBA units;and, WHEREAS,the Riverdale Fire Chief does recommend the donation of the out-of-service units given that the units have no more than scrap value and that the training provided by the United Township Career Center—Fire Science Program is beneficial for the community-at-large. NOW THEREFORE,BE IT RESOLVED,BY THE CITY COUNCIL OF THE CITY OF RIVERDALE, SCOTT COUNTY, IN THE STATE OF IOWA: Section 1. That the City Council declares the SCBA units taken out of service are deemed to be surplus and have little to no saleable value other than scrap,and that the liability of attempting to sell for active use for other than training purposes exceeds any benefit accrued in a sale. Section 2. That with approval of Council,the SCBA units deemed out of service by the Fire Chief may be donated to the United Township Area Career Center—Fire Science Program,East Moline, Illinois. If it is at all possible, I would request that UTHS-ACC Fire Science Program be considered for acquiring your soon to be replaced Air Packs. The ACC-Fire Science Program has been holding class for the last 11 years. During this time, we have depended on the generous donations from area businesses and Fire Dept's for equipment, bunker gear and even 2 old Engines (East Moline and Andalusia) to help with teaching. Our program runs on a very limited budget ($400 /yr.), and without the donations and assistance we have been provided over the years, our program would not be able to continue in its current form. During the past years, we have had students and explorers from all over the Quad City areas including the Bettendorf Fire Dept. Of the students who have graduated from our program, nearly 3 dozen young men and women have continued in the Fire/EMS professions including both Professional and Volunteer. PHONE(563)355-2511 -{ `� Memorandum Date: March 26,2019 To: Chris Elliott,UT High School Fire Science Instructors C: Floyd Bruns,Riverdale Fire Chief From: Tim Long,City Administrator Subject: Donation of Riverdale Fire Department Scott Air Packs Dear Chris, Pardon the lateness of our acknowledgement of the Riverdale Council's donation of its old Scott Air Packs to United Township School District for your use in training exercises. The City Council did consider donating them to the School District,and by passage declare them as surplus due to their age and diminishing serviceability. By passage of Resolution 2019-09(copy enclosed)at their February 26, 2019 meeting,the Council affirmed that the units were surplus,and approved donating them to the School District. To reiterate the relevant point,the Riverdale Fire Department recommended and the City Council affirmed that the Scott Air Packs were surplus and of no value. The Council is donating them to the School District with the understanding that they are to be used for familiarity training purposes only, and not in actual service in a fire situation. We are pleased that your students can gain from training with these units,and trust that they will help you better prepare future firefighters for the important work they plan to undertake. Thank you for the training you provide,and for the opportunity for Riverdale to retire these units into your trust. Please also express our appreciation to Chief Bruns, and the City of Riverdale officials, who were responsible for approving the donation. As director of the Area Career Center, I appreciate your support of the Fire Science program. We received twenty SCBA cylinders, twelve SCBA masks, ten SCBA harnesses with regulators, and several boxes of EMS supplies. Our instructors, Chris Elliott, Chad Jacobs, and Daren LeBeau, appreciate having the extra equipment available as they work with the students. Next school year, based on student applications already received, we anticipate having more than 30 first year students in the ACC's two year Fire Science program. Again, thank you for the donation and support of the ACC's Fire Science program.
