IONA COMMUNITY CENTER
PRESENT: Mayor Brad Andersen, Council President Bruce Case, Council Member Rob
Geray, Council Member Dan Gubler, Public Works Director Zech Prouse, Police Chief Shannon
Basaraba, Building Inspector Allen Eldridge, City Clerk Julie Hammond, and Treasurer Amy
Sullivan.
ABSENT: None.
VISITORS: Sharlee Andersen and Alex Gibbons.
MYAC Report
Sharlee Andersen and Alex Gibbons reported on the Mayor's Youth Advisory Council's
(MYAC) activities. Ms. Andersen stated that four members of MYAC were interested in going
to the Annual Association of Idaho Cities (AIC) Conference in June in Boise. She reported that
the group would be holding a dinner auction on June 6, 2013 to help raise funds to send the
youth to the conference. Secretary Gibbons stated that MYAC had just completed the
membership application process for the 2013/2014 school year and has three new members.
Council Member Geray asked if the membership drive was publicized. Secretary Gibbons stated
that announcements had been made at Bonneville and applications had been dropped off at
Rocky Mountain Middle School, Hillcrest and Taylor's Crossing. She also reported that they
would set up a table at Bonneville High School during Freshman Orientation.
Council Member Discussion
Mayor Andersen reminded everyone that Council Member Price had accepted a position in
Knoxville, Tennessee and his council seat needed to be appointed. The Mayor stated that he had
been looking at two candidates: Planning & Zoning (P&Z) Chairman Dan Garren and P&Z
Member Robyn Keyes. President Case had also mentioned a candidate but it was suggested that
the candidate get their feet wet in Planning & Zoning prior to serving on the Council. Mayor
Andersen reported that Chairman Garren declined at this time. He suggested that Council offer
the seat to P&Z Member Keyes. Council Member Gubler stated last time a Council Member had
to be appointed they reviewed the election ballot. He thought this sent the wrong message.
Mayor Andersen disagreed and said, "Just because they were on the election ballot doesn't mean
they are the best person."
Employee Reports
Public Works: Director Prouse reported that the specified improvements required of Rockwell
Development on the Sawmill Circle Development (Mountain Ridge) have been completed
except for the seal coating of the road. He suggested they hold off until the end of the season
while they are using heavy equipment to build the houses. Director Prouse reported on the cost
of extending Denning. He stated that the ballpark figure of $55,185 was still good for water,
sewer mains and one fire hydrant but this was not engineered. Director Prouse did not
recommend the extension at this time. Mayor Andersen stated that people are worked up about
not finishing Denning. Director Prouse stated the walking path around Iona Square needs some
patch work but could be striped and seal coated for $3,700. Director Prouse had received a bid
for $7,500 to patch, seal, and restripe the parking area to the north and to the west of the
building. He stated he would like to get another bid before proceeding. Council Member Gubler

thought the south side of the building needed to be acid washed prior to Iona Days. Director
Prouse met with BMPO and L Tech. BMPO is sponsoring an Asset Management Program in
Iona and Ucon where they input data for asphalt roadways and street signs. The program would
rate and track the road, show repairs that have been made, and repairs that need to be done.
BMPO stated that this would be helpful when applying for Federal Grants. Director Prouse
reported on corner fencing at Pioneer Park. He stated that vinyl fencing was very expensive and
suggested dog-eared cedar. President Case agreed as long as it was kept up. He also reminded
everyone that Evan Mann wanted to be kept in the loop so he could do his fencing at the same
time. Director Prouse reported that Arco Electric would complete the tennis court light pole this
week. He stated that construction had begun on the sand and salt storage shed. Director Prouse
thanked everyone who had helped with Spring Clean-up. President Case inquired about the
school crossing sign that had been hit last month. Director Prouse stated that the claim had been
filed and he is checking on a barricade.
Building: Inspector Eldridge reported that we had budgeted eleven new single family dwellings
and are currently at eighteen. He stated that the only thing that might hold us up is locations to
build. Inspector Eldridge reported that Frank Perez is working with Mr. Vandersloot to be the
sole contractor in Country Haven. He stated that HUD Housing is using ICC Inspectors now and
will take a webinar to learn more about it and the financial backing it might bring. Inspector
Eldridge expressed to Greg Hansen the City's interest in annexing the Green Valley Subdivision.
Mayor Andersen stated that Neilis' and Taylor's were a no go as far as annexing their properties
into Iona to make the land contiguous. He indicated the house near the railroad tracks on
Crowley, owned by Mr. Coombs, might be an option and is trying to contact him.
Police: Chief Basaraba reported he would be cruising on his bike tomorrow. Mayor Andersen
reminded him to stop and talk with people working in their yards. Chief Basaraba stated he is
also running a program to let kids register their bikes. Chief Basaraba reported that Attorney
Storer is cleaning up the Commercial Kennel License Ordinance which will help explain the
kennel process.
Office: Clerk Hammond recognized birthdays. Council Member Gubler on May 3rd and Chief
Basaraba on May 27tn
Council Reports
Historical Committee: Council Member Geray reported that the Historical Committee has
postponed and cancelled meetings. He would be meeting with them tomorrow and would talk
with Blair Simmons as his point of contact. Council Member Geray stated he gave the $60 from
the historical book sales to Mr. Simmons and told him to contact the Sewer District for the sewer
services at the museum.
Iona Days: Council Member Case stated people are going other places because they have great
activities, like carnivals, going on. Mayor Andersen spoke with Susan Stucki and she is trying to
help get volunteers because the Stake Presidency stated they were not going to ask members to
volunteer. They will still do the Saturday Night Dinner. Mayor Andersen stated the Fiddle
Contest fell through and would try to contact he All 's.

PARK COMMITTEE MEETING
MARCH 30, 2013 — 12:38 P.M.
PIONEER PARK
PRESENT: Mayor Brad Andersen, Council President Bruce Case, P&Z Member Robyn Keyes,
P&Z Member Mike Taylor and Melanie Powell.
ABSENT: Council Member Rob Geray, Council Member Thane Price, Public Works Director
Zech Prouse and P&Z Member Bette Lovinus.
Council Member Geray, Council Member Price, Director Prouse and P&Z Member Lovinus
could not make the meeting on 3-30-13, so they gave me their input before the meeting.
1. Southwest corner will be made into a grove for a quiet and secluded place, but mainly for
weddings or for picture taking. There will be a 6 foot high fence appx. 65' on both sides
(e.g., south and west). The grove will have more trees and bushes. The bushes will be
mainly lilac's and privet bushes. Over the stone part, an open shelter (like a gazebo) will
be built.
2. The west side of the park will have a 3 or 4 wooden rail fence built.
3. North side is fine the way it is with the pine trees.
4. The splash pad will be built from the center of the parking lot. A bench will be on the
South and North side. On the west side there will be a small shelter with a picnic table
underneath it. The benches will have trees around them to provide shade and around the
splash pad it will be landscaped with bushes and trees, but open enough so the splash pad
has sun.
5. A self-contained (like the one in the Square) bathroom will be built by the Northeast of
the parking lot and splash pad.
6. Down the line we would like to put a shelter in the Southeast corner and Northwest
corner.
7. We want to keep the park open so people can play, but we would like to plant a tree that
grows "huge" (can't remember the name) in the middle of the park.
8. Nothing will be done on the south side until we see what the homeowners are going to
do.
9. In front of the parking area there will be a two rail fence.
10. We decided to combine the tree committee and park committee into one committee.

PLANNING AND ZONING MEETING
IONA COMMUNITY CENTER
MAY 8, 2013 6:30 P.M.
PRESENT: Chairman Dan Garren, Members - Robyn Keyes, Roy Hobbs, Bette Lovinus, Mike
Taylor, Clerk Julie Hammond.
ABSENT: None.
VISITORS: Jolyn Louk, Roger Hill.
The Pledge of Allegiance was led by Member Keyes. Chairman Garren recognized citizens from
the floor.
Minutes Approved: Member Keyes motioned to approve the minutes. Chairman Garren
seconded the motion. A11 were in favor, motion carried.
Bonneville Joint School District (BJSD) #93 Public Hearing: Chairman Garren explained the
Public Hearing Process to everyone. He explained that School District #93 was applying for a
conditional use permit to allow placement of a modular classroom at Iona Elementary "Exhibit
A." At this time Member Keyes recused herself from the hearing process.
Roger Hill, Director of Plant Facilities for District #93 took the floor. He stated that District #93
was requesting a two classroom modular unit be placed behind Iona Elementary. This would
alleviate overcrowding at the school. He stated that the unit would stay for approximately two to
three years while other schools were being built. The dry unit would have power, intercom and
fire systems. Mr. Hill indicated that the modular is more cost effective than adding on to the
existing school.
Jolyn Louk of 5428 Rockwood stated she was neutral. She asked why they were bussing
students from Mobile Homes Estates to Iona and passing four other schools in the process. Mr.
Hill replied that some of the schools have overcrowding issues and some have special needs
units. Ms. Louk also asked how safety was setup for students in the modular unit. Mr. Hill
stated that safety was provided through cameras, intercoms, and fire systems.
Lori Nelson sent in a written record which addressed the same issues as Ms. Louk "Exhibit B."
Chairman Garren closed the public portion of the hearing at 6:52 p.m. Member Hobbs suggested
we move ahead with the conditional use permit. Member Taylor motioned to recommend to City
Council approval of BJSD #93 Conditional Use Permit with an annual renewal of $10 while the
modular is in place. If the modular is removed and needed again the process for a conditional
use permit would begin again. Member Lovinus seconded the motion. All were in favor, motion
carried.
Impact Area Updates: After discussion Chairman Garren recommended to wait for Attorney
Storer to revise Ordinance #84 before approaching Bonneville County.
Reports:
Green Valley Subdivision: Chairman Garren stated that he and Mayor Andersen attended the
April 22, 2013 Bonneville County Public Hearing on the Green Valley Subdivision. He reported
that Mayor Andersen asked the Commissioners to revisit the approval of R-1.5 Zone for the
subdivision because it is in Iona's Impact Area and the zone is not allowed in the Bonneville
County/Iona Impact Area Agreement (Ordinance #84).
