CALL TO ORDER, PLEDGE, & ROLL CALL
Chairman Kiefer called the Plan Commission meeting to order at 7:00 p.m. and led the pledge to the flag.
ROLL CALL: Commissioners Heinen, Renzi, Seggebruch, Womack, and Chairman Kiefer were present.
Commissioner Minnis was absent.
OTHERS PRESENT: Jessica Gal, Associate Planner; and Yuchen Ding, Associate Planner.
APPROVAL OF MINUTES
The Minutes of the Plan Commission meeting held on August 3, 2021 were approved as presented.
PUBLIC COMMENTS
No Public Comments.
DEVELOPMENT REPORT
Ms. Gal provided an update on the following cases: Greenbriar Subdivision, Text Amendments, Cindy’s
Massage, LLC, 14926 S. RT 59, McMicken Assemblage Ryan Home development, and 23824 W.
Andrew Rd. Will County Case.
Chairman Kiefer asked for a status on Chatham Square Phase 7. Mr. Ding explained that the applicant
was not ready to present this evening and asked to present at the October 5th Plan Commission meeting.

Commissioner Renzi made a motion to continue case number 1940-08921.FP for a final plat for Chatham
Square Phase 7 to the October 5, 2021 Plan Commission meeting.
Second by Commissioner Heinen. Vote by roll call: Renzi, yes; Seggebruch, yes; Womack, yes; Heinen,
yes; and Kiefer, yes. Motion carried 5-0.
NEW BUSINESS
1942-082331.SU 15112 S. FOX RIVER ST. THE PLAINFIELD INN –
JUSTIN MYERS
Mr. Ding stated the applicant, The Plainfield Inn, LLC, is seeking special use approval in order to expand
the hotel business to the adjacent two-story residential building with five (5) new suites at 15112 S. Fox
River Street. Plainfield Inn, LLC, which was established in January of 2018, runs a two-story residential
house in downtown as a local home and a three-suite inn at 15106 S. Fox River Street. The business
received a special use permit for the hotel business on December 7, 2015. The applicant plans to expand
his hotel business to the subject two-story residential house at 15112 S. Fox River Street and has
purchased the house on June 26, 2021. In accordance with Section 9-13 of the Zoning Ordinance, a hotel
business requires approval of a special use permit in the B-5 zoning district.
Mr. Ding reviewed the staff report dated September 21, 2021. Mr. Ding concluded staff submits that the
proposed special use request for a hotel is appropriate at the subject location, does not negatively impact
nearby property, and is a welcome addition to the Village of Plainfield. Prior to public comments and
discussion by the Plan Commission, staff recommends approval of the requested special use permit.
Chairman Kiefer swore in Cindy Mui and Billy Wo, applicant. Ms. Mui had nothing further to add.

Chairman Kiefer swore in Justin Myers, applicant. Mr. Myers commented on the parking for the guest.
Chairman Kiefer asked for public comments. There was no response, public comments were closed.
Commissioner Heinen stated he has no comments or questions.
Commissioner Renzi asked if the applicant has determined what color the property will be painted. Mr.
Myers explained the colors selected are the same as the current hotel. Commissioner Renzi asked for
clarification regarding the on-street parking. Mr. Ding suggests the applicant work with the Police
Department regarding the on-street parking regulations. Mr. Myer explained that he has contacted the
Police Department and is on a wait list for paid parking available downtown. Commissioner Renzi
suggested the applicant receive clarification on how many on-street parking space would be permitted.
Commissioner Renzi asked the applicant if limited on-street parking was available would it be enoguht
parking. Mr. Myers explained the options he offers for parking to his guest and how that is
communicated to the guest, he also added on street parking is a last resort. Commissioner Renzi asked if
there is handicap parking available. Mr. Myers indicated per State law a bed and breakfast is not required
to have handicap parking and provided a copy of the law to staff. Commissioner Renzi asked how the
applicant will keep a safe and nonsense feel environment. Mr. Myers explained what measures he has in
place and what he is doing to the new building to ensure safety.
Commissioner Seggebruch asked the applicant if his intent is to landmark the properties. Mr. Myers
confirmed. Commissioner Seggebruch suggested the applicant speak to Historic Preservation
Commission before he completes anymore work to the building because some of the renovations could
affect receiving a landmark designation. Mr. Myers indicated landmarking the properties is not his main
objective of renovating the properties. Mr. Myers stated he will consider using complimenting colors to
the existing Inn and not matching the existing the current Inn. Commissioner Seggebruch asked if
generally parking is not a problem. Mr. Myers confirmed.
Commissioner Womack asked if there have been any complaints or public comments from the neighbors.
Mr. Myers indicated no neighbor complaints. Mr. Ding confirmed no public comments have been
received. Commissioner Womack asked for clarification if there are 8 suites and 8 parking spaces. Mr.
Myers confirmed and added he would be able to add one more parking space for over follow.
Commissioner Womack asked since the parking for the hotels are based on parking on two different
properties is there a need to add something to protect the parking in case the owner decides to sell or
disconnect the hotel on either property. Mr. Ding stated he will check with the Planning Director.
Commissioner Womack asked if the carriage houses are included in the hotel use. Mr. Myers stated the
carriage houses are for private use and not part of the hotels. Commissioner Womack suggested flagging
the utility pole between the two properties for guest to see and agreed with the applicant talking the HPC.
Commissioner Renzi made a motion to adopt the findings of fact of staff as the findings of fact of the
Plan Commission and, furthermore, recommend approval of the special use permit for a hotel at 15112 S.
Fox River Street subject to the following two (2) stipulations:
1. Compliance with the requirements of the Village Engineer; and
2. Compliance with the requirements of the Plainfield Fire Protection District.
Second by Commissioner Womack. Vote by roll call: Renzi, yes; Seggebruch, yes; Womack, yes;
Heinen, yes; and Kiefer, yes. Motion carried 5-0.

Rock & Rose – Mind, Body & Business Suites
Ms. Gal stated applicant is seeking approval of a special use for massage therapy at 15105 S. James
Street. The applicant currently operates their business within one of the salon suites at 24016 West Main
Street in Plainfield, commonly known as “Salon Suites Plainfield.” In addition to the massage therapy
use, the applicant intends to lease suites within the subject building for other users including massage
therapists, aestheticians, nail technicians, and other beauty and wellness professionals. In accordance with
Section 9-13 of the Zoning Ordinance, massage therapy requires approval of a special use permit in the B-
5 zoning district.
Ms Gal reviewed the staff report dated September 21, 2021. Mr. Ding concluded staff submits that the
proposed special use request for massage therapy is an appropriate use at the subject location. The
applicant has been practicing massage therapy as a licensed massage therapist for 6 years and hopes to
provide a similar opportunity to self-starting businesses by opening this location in downtown.
Furthermore, the site is improved with existing commercial space and a private parking lot which
accommodates the proposed operations and does not negatively impact nearby properties. Based on the
foregoing analysis, prior to public comments and direction from the Plan Commission, staff recommends
approval of the requested special use permit.
Chairman Kiefer swore in Laura Wong, applicant. Ms. Wong had nothing further to add.
Chairman Kiefer asked for public comments. There was no response, public comments were closed.
Commissioner Minnis has no comments but wanted the applicant to be aware that this property is in the
central sign district.
Commissioner Seggebruch asked if her business will operate like the Salon Suites of Plainfield. Ms.
Wong confirmed and explained her vision for her business. Commission Seggebruch asked if there will
be set business hours. Ms. Wong explained that her tenants will always have access to their suite, but the
business hours will be 8:00 a.m. to 10:00 p.m. seven days a week. Commissioner Seggebruch asked if
there will be extensive interior remodeling. Ms. Wong explained the interior renovations. Commissioner
Seggebruch asked if there will be an accessible ramp into the building. Ms. Wong confirmed.
Commissioner Renzi asked if the pole sign that is not conforming will need to be removed. Ms. Gal
stated the sign would need to be removed if the sign was not in use for a period of time, she also added
Ms. Wong is interested in a new ground sign, since only one ground sign is allowed the pole sign would
need to be removed. Commissioner Renzi suggested making the existing pole sign compatible with the
building. Commissioner Renzi asked if every massage business in the building will require a special use.
Ms. Gal explained the special use will cover all massage therapy businesses that rent from Ms. Wong, just
like the special use for Salon Suites of Plainfield. Commissioner Renzi asked if the Planning Department
will evaluate all the uses renting from the applicant and if the use is not allowed the Planning Department
would deny the business. Ms. Gal explained the Planning Department reviews the change of occupancy
permits and if the use is not permitted the Planning Department would notify the applicant.
Commissioner Renzi asked if the applicant sells the property will the special use terminate at that time.
Ms. Gal stated she will need clarification from the Planning Director.
Commissioner Heinen asked if the applicant is required to have onsite parking. Ms. Gal explained that
the applicant is exempt from the parking requirements because it is located downtown. Commissioner
Heinen asked if the applicant could do an expansion to the building and remove the parking and if an
expansion were to happen would it be reviewed by the Plan Commission. Ms. Gal explained what would

be reviewed by the Plan Commission for site plan review. Commissioner Heinen asked if the parking
configuration has been reviewed since it is an odd configuration. Ms. Gal stated they will work with the
applicant regarding the parking lot configuration since there will be some changes with the ramp
improvement. Commissioner Heinen suggested the applicant add some landscaping.
Commissioner Seggebruch made a motion to adopt the findings of fact of staff as the findings of fact of
the Plan Commission and, furthermore, recommend approval of the special use permit for massage
therapy at 15105 S. James Street for the business commonly known as Rock & Rose – Mind, Body &
Business Suites.
Second by Commissioner Heinen. Vote by roll call: Renzi, yes; Seggebruch, yes; Womack, yes; Heinen,
yes; and Kiefer, yes. Motion carried 5-0.
