Hidden River Staff Report Packet.pdf DISCUSSION ADJOURN REMINDERS - November 1st - Village Board Meeting at 7:00 p.m. November 2nd - Plan Commission at 7:00 p.m. 2 Plan Commission Record of Minutes Date: October 5, 2021 Location: Village Hall CALL TO ORDER, PLEDGE, & ROLL CALL Chairman Kiefer called the Plan Commission meeting to order at 7:00 p.m. and led the pledge to the flag. ROLL CALL: Commissioners Minnis, Renzi, Seggebruch, and Chairman Kiefer were present. Commissioners Heinen and Womack were absent. OTHERS PRESENT: Jessica Gal, Associate Planner; and Yuchen Ding, Associate Planner. APPROVAL OF MINUTES The Minutes of the Plan Commission meeting held on September 21, 2021 were approved as amended. PUBLIC COMMENTS No Public Comments. DEVELOPMENT REPORT No Development Report. OLD BUSINESS 1940-080921.FP CHATHAM SQUARE PHASE 7 M/I HOMES OF CHICAGO LLC – GREG COLLINS Mr. Ding stated the applicant is seeking final plat approval for Phase 7 of the Chatham Square residential subdivision. Phase 7 will include thirty-three (33) single-family units, Outlot U, and the construction of W. Red Apple Road connecting to S. Cherry Blossom Boulevard. The total area of Phase 7 is 8.972 acres. Mr. Ding reviewed the staff report dated October 5, 2021. Mr. Ding concluded Staff finds that the proposed Phase 7 final plat is consistent with the 2016 Preliminary Plat, as well as the approved Annexation Agreement and its amendments. Subject to discussion by the Plan Commission, staff recommends approval of the final plat subject to noted stipulations. Chairman Kiefer swore in Greg Collins, applicant. Mr. Collins stated this will be the last plated phase of Chatham Square subdivision. Chairman Kiefer asked for public comments. There was no response. Commissioner Minnis asked if the proposed homes will be in harmony with the existing homes and if there will be buffering from the vacant land to the north or west of this phase. Mr. Collins confirmed that the proposed homes will be compatible with the existing home and that there are no plans for buffering with the adjacent vacant land. Commissioner Renzi asked if staff has verified if the spacing of the parkway trees will be planted to code. Mr. Ding confirmed the trees will be planted per code. Chairman Kiefer asked if staff is comfortable with the proposed landscape plan. Mr. Ding confirmed. Commissioner Renzi is concerned about sideloaded garages for the lots that are along Cherry Blossom Blvd. Mr. Collins stated there will be no driveway access on Cherry Blossom Blvd. Commissioner Renzi asked if the key lots have been identified on the plat. Mr. Ding confirmed. Commissioner Seggebruch asked how the key lots were determined. Mr. Ding indicated that the key lots were identified on the plat update in 2016 and the key lots comply with the Village key lot definition. 3 Plan Commission Minutes October 5, 2021 Page 2 of 3 Commissioner Seggebruch asked if there are fence restrictions in the HOA covenants. Mr. Collins explained the HOA fence restrictions. Chairman Kiefer asked if Phase 7 will be part of the existing HOA. Mr. Collins confirmed. Commissioner Renzi made a motion to recommend approval of the Chatham Square Phase 7 Final Plat of Subdivision, subject to the following two (2) stipulations: 1. Compliance with the requirements of the Village Engineer; and 2. Compliance with the requirements of the Plainfield Fire Protection Districts. Second by Commissioner Minnis. Vote by roll call: Minnis, yes; Renzi, yes; Seggebruch, yes; and Kiefer, yes. Motion carried 4-0. NEW BUSINESS 1945-092321.PP.FP CASE NUMBER 1945- 092321.PP.FP CARLOS G. GUTIERREZ Ms. Gal stated the applicant is seeking approval of a preliminary/final plat of subdivision in order to consolidate Lots 14 and 15 in River Point Estates. The applicant owns both properties and would like to combine them to form a larger lot. Lot 15 (12,486 square feet) is vacant, and Lot 14 (12,555 square feet) is improved with a single-family residence. Ms. Gal reviewed the staff report dated October 5, 2021. Ms. Gal concluded based on the foregoing analysis, staff recommends approval of the preliminary/final plat of subdivision to consolidate Lot 14 and Lot 15 within the River Point Estates subdivision. Chairman Kiefer swore in Mansel Arango, representing the applicant. Ms. Arango had nothing further to add. Chairman Kiefer asked for public comments. There was no response. Commissioner Seggebruch asked if the applicant will be allowed a second driveway. Ms. Gal explained what would be allowed per Village Code regarding a second driveway and added the HOA rules could be more restrictive. Commissioner Seggebruch asked the applicant if they have plans for the additional lot. Ms. Mansel indicated they have no set plan at this time but there could possible be a pool in the future. Commissioner Renzi asked staff if there is anything in the pending text amendment changes that would restrict the size of an additional accessory structure. Ms. Gal indicated there would be language that will prevent an accessory structure from being larger than the primary residence. Commission Minnis asked staff how many lots in the subdivision have lot consolidations. Ms. Gal stated that there have been three (3) lots that have come through this process but there could be more that have not consolidated. Ms. Gal indicated that the HOA is very involved in the process to ensure that there is cohesiveness in the subdivision. Commissioner Minnis asked the applicant if there are immediate plans to make improvements to the lot such as landscaping. Ms. Mansel stated they would like to install a fence. Commissioner Minnis made a motion to adopt the findings of fact of staff as the findings of fact of the Plan Commission and, furthermore, recommend approval of the special use permit for a hotel at 15112 S. Fox River Street subject to the following two (2) stipulations: 4 Plan Commission Minutes October 5, 2021 Page 3 of 3 1. Compliance with the requirements of the Village Engineer; and 2. Compliance with the requirements of the Plainfield Fire Protection District. Second by Commissioner Seggebruch. Vote by roll call Minnis, yes; Renzi, yes; Seggebruch, yes; and Kiefer, yes. Motion carried 4-0. DISCUSSION Commissioner Renzi advised staff he will not be able to attend the next Plan Commission meeting. Commissioner Minnis asked if there is an update on the Plan Commissioner vacancy. Ms. Gal stated interviews have been conducted and should be an appointment soon. Chairman Kiefer read the reminders. All new landscape plant materials shall be grown in a nursery located in Plant Hardiness Zone 4 (as defined by the Department of Agriculture) and shall conform to the applicable requirements as specified in current edition of American Standard for Nursery Stock as approved by American National Standards Institute, Inc. and sponsored by the American Association of Nurserymen, Inc. Synthetic burlap and rope products shall not be used. Stock shall be free from any deformities, diseases or insect damage. Any materials with damaged or crooked/disfigured leaders, bark abrasion, sunscald, insect damage, etc. are not acceptable and will be rejected. Trees with multiple leaders will be rejected unless called out in the plant schedule as multi-stem. All Landscape improvements shall meet municipality requirements and guidelines,which shall be verified by municipal authorities. All planting operations shall be completed in accordance with standard horticultural practices. This may include, but not limited to, proper planting bed and tree pit preparation, planting mix, pruning, staking and guying, spraying fertilization, planting and adequate maintenance of material during construction activities. All plant materials shall be inspected and approved by the landscape architect prior to installation. Any material installed without approval may be rejected. The contractor shall guarantee plant materials for a period of one year from date of acceptance by owner. The contractor shall outline prior maintenance procedures to the owner at the time of acceptance. During the guarantee period, dead or diseased materials shall be replaced at no cost to the owner. At the end of the guarantee period the contractor shall obtain final acceptance from the owner. Any existing trees to be retained shall be protected from soil compaction and other damages that may occur during construction activities by erecting fencing around such materials at a distance of 8.5' from trunk. All grass, clumps, other vegetation, debris, stones, etc. shall be raked or otherwise removed from planting and lawn areas prior to initiation of installation procedures. Any areas to be loamed and seeded which have not been disturbed by construction activities shall receive 1"-2" of loam over scarified existing soils. Care should be given to not place greater then 1" soil over exposed roots of existing trees in such areas. The contractor shall verify the locations of all underground utilities prior to initiating planting operations. The contractor shall repair/ replace and utility, paving, curbing. etc. which is damaged during planting operations. Refer to survey for legal description, boundary dimensions and existing conditions. All plant material on this planting plan represents the intention and intensity of the proposed landscape material. The exact species and species and locations may vary in the field do to modifications in the site improvements and the availability of plant material at the time of installation, such as changes must be first be approved by the village in writing. All plant material shall be planted with a minimum of six inches of organic soil and mulched with a shredded bark material to a minimum 3" depth. All beds shall be edged, have weed preemergents applied at the recommended rate, All parkways and parking lot islands shall have sod as a groundcover, unless otherwise noted. All lawn area on this plan shall be graded smooth and topped with at least 4" of topsoil. All lawn areas to be established using sod unless othweerwise noted.
