LYNWOOD PUBLIC FINANCE AUTHORITY
The City Council of the City of Lynwood met for the purpose of conducting a Mid
Year Budget Review at City Hall, 11330 Bullis Road on the above date at 9:30
a.m.
Mayor Byrd presiding.
Councilmen Rea, Reyes, Richards, Sanchez, Byrd answered roll call.

Also present were City Manager Davis, City Attorney Thever, and Project
Manager Jackson.
City Clerk Hooper and City Treasurer Pygatt was absent.
Project Manger Jackson announced the Agenda had been posted in accordance
with The Brown Act.
Lynwood Redevelopment Item #2:
Councilman Richards discussed S6859 and asked what we have spent to date ~~'

maintaining the Cal Trans lots.
Public Works Director Joseph Wang reported he did not have that amount with
him but would report back to Council with dollar amount.
Council discussed issues with the Governors Office and suggestions on how to
address the issue of vacant Cal Trans properties in the City.
Councilman Rea said that it is important to tally the costs of maintaining Cal ~ ~s ~s
Trans lots. Stated Cal Trans is using the underpasses as dumping grounds.
CONSENT CALENDAR
Mid Year Budget Review
Department Presentations:
Jim Given -Director of Recreation and Community Services explained the overall ~ c~.vFrs.
structure of the Recreation Department and asked Council to consider a 1~.~Qr
reorganization of his department, eliminating one position to better facilitate ffi'Ar~rr
expansion in other areas.
Councilman Richards discussed strategic planning ie: what we did last year vs. x[a~rss.
next years programming. Would like presentations to tie staff functions to ~~
programs as well as goals and objectives. ~~
Council discussed other issues they would like addressed at the budget
workshops.
Councilman Richards discussed the schedule for presentations and a calendar ~~•
so that the Council can adjust their schedules accordingly. ~rrnF
City Manager Davis will set meetings up in two (2) hour increments and then
report back to Council.

It was moved by Councilman Reyes, seconded by Councilman Richards and
carried to recess to closed session at 11:00 a.m.
Council reconvened at 11:15 a.m.
It was moved by Councilman Richards, seconded by Mayor Byrd and carried to
continue closed session at the next meeting.
It was moved by Councilman Reyes, seconded by Councilman Richards and
carried that after today's budget presentations, the mid year budget review will
be recessed to 9:00 a.m. Thursday, December 23, 1999.
