HomeMy Public PortalAbout02-11-2021 HPC Minutes Meeting of the Historic Preservation Commission Record of Minutes Date: February 11, 2021 Location: Village Hall (Zoom Meeting) CALL TO ORDER, ROLL CALL, PLEDGE Chairman Bortel called the meeting to order at 7:00 p.m. Roll call was taken: Commissioners Barvian, Hagen, Hendricksen, Lucas, Olsen and Chairman Bortel were present. Commissioners Derrick, Rapp, and Schmidt were absent. Also, in attendance: Jonathan Proulx, Director of Planning; and Yuchen Ding, Associate Planner. Chairman Bortel led the pledge to the flag. APPROVAL OF AGENDA Commissioner Hendricksen made a motion to approve the agenda. Seconded by Commissioner Hagen. Voice Vote. All in favor. 0 opposed. Motion carried 6-0. APPROVAL OF MINUTES Commissioner Barvian made a motion approve the to the Historic Preservation Commission minutes dated December 10, 2020 as presented. Seconded by Commissioner Olsen. Voice Vote. All in favor. 0 opposed. Motion carried 6-0. CHAIR’S COMMENTS Chairman Bortel stated the mayor will not be seeking re-election. COMMISSIONERS COMMENTS No Comments. PUBLIC COMMENT No Public Comments received via email. OLD BUSINESS No Old Business. NEW BUSINESS 1896-092520.HPC 15124 S. Route 59 John Argoudelis Mr. Ding stated the applicant is requesting landmark designation for the two-story residence located at 15124 South Route 59. The Side Hall plan home is an excellent example of Greek Revival and Italianate architecture. Thus, the Village’s 2006 survey of the urban core identifies the structure as a contributing structure to the heritage of Plainfield and recommends the former home for local landmark status. Pursuant to the Village’s Historic Preservation ordinance, due notice was published, and adjacent property owners were given written notice. No public comments were received via email. Mr. Ding reviewed the staff report dated February 11, 2021. Mr. Ding concluded based on the information available prior to the public hearing and discussion by the HPC, staff believes the subject property qualifies for landmark designation. Approved May 13, 2021 Historic Preservation Commission Minutes February 11, 2021 Page 2 of 3 Chairman Bortel stated the applicant was not able to be present for the meeting and explained that the Village Board will not review the application until the second meeting in April. Commissioner Hagen asked why the Village Board will not review the application until after the election. Chairman Bortel indicated that the applicant wanted the application considered by the Village Board after the election. Commissioner Hagen made a motion to recommend approval of the landmark designation for the property, located at 15124 S. Route 59, based on the criteria outlined in the staff report and landmark nomination form. Seconded by Commissioner Hendericksen. Vote by roll call: Barvian, yes; Lucas, yes; Olsen, yes; Hagen, yes; Hendricksen, yes; Bortel, yes. Motion carried 6-0. 1911-020421.COA 14907 S. Bartlett Ave. Michelle Kelly Mr. Ding stated the applicant, Michelle A. Kelly, and property owner of 14907 S. Bartlett Avenue, has submitted a COA application to request to install fences and gates in the front and side yards. Because the property is located in the East Side Historic District and the property is identified as a historic landmark, this work requires approval of a Certificate of Appropriateness. Mr. Ding reviewed the staff report dated February 11, 2021. Mr. Ding concluded staff supports the request for a Certificate of Appropriateness and believes that the proposed fences are appropriate. Chairman Bortel asked if the applicant has anything to add. Ms. Kelly stated she does not. Commissioner Olsen asked if the neighbor has the same fence and if they are meeting up to theirs. Ms. Kelly confirmed. Commissioner Hendricksen made a motion to recommend approval of the requested Certificate of Appropriateness for 14907 S. Bartlett Avenue, subject to execution of a Letter of Agreement with the HPC and the applicant. Seconded by Commissioner Olsen. Vote by roll call: Barvian, yes; Hagen, yes; Lucas, yes; Olsen, yes; Hendricksen, yes; Bortel, yes. Motion carried 6-0 DISCUSSION Chairman Bortel asked if the commission received the graphic for the proposed plaque for the house on Route 59. The commission confirmed. Chairman Bortel stated he is working on landmark nominations for the house on the corner Fox River and Chicago, and the house at the corner of Des Plaines and Ottawa. Chairman Bortel stated he would also like to discuss a new historic district. Commissioner Hendricksen left the meeting at 7:28 p.m. The commission discussed the proposed landmark at the corner of Fox River and Chicago.
