Call to Order:
The meeting was called to order by Ed Meyers at 6:38 pm, May 12, 2015.
Approval of Agenda
Ed Meyers moved that without objection the agenda was approved as printed.
Approval of Minutes
The minutes were presented. Bill Case moved the minutes of the April 14, 2015 meeting
be approved as printed. Art Hernandez seconded. Motion carried.
Council Issues
Ed Meyers introduced the new City Council liaison to the HPC, Laura Ward. Laura is a
2nd Ward Councilwoman. Ms. Ward spoke to the HPC members describing her work on
historic preservation issues. She had been a member of the HPC for six years. In
addition, has restored two historic homes in Jefferson City and helped form the first
Conservation District in the City. She has been an active member of HCJ and is
currently serving as Chairwoman of the Golden Hammer Award Committee. She
reported that the Council met on Monday and reviewed the city charter. She is looking
forward to being the liaison between the City Council and HPC.
Section 106
a. Demolition of 1405 E. High – The funding to demolish this structure is a CDBG
project. The project is a joint one with River City Habitat for Humanity (RCHFH).
Once the structure is demolished RCHFH will construct a new Habitat home. Bill
Case moved that the HPC has reviewed the information submitted on the application
and based on this review have determined that adequate documentation has been
provided. There will be “no historic properties affected” by the current project and is
approved by the Commission. Kevin Kelly seconded the motion. Motion carried.
b. 819 Western Air – This is a CDBG Energy Efficiency project. The funds of up to
$5,000 will be used for energy efficiencies to the home. Bill Case moved that the
HPC has reviewed the information submitted on the application and based on this
review have determined that adequate documentation has been provided. There will
be “no historic properties affected” by the current project and is approved by the
Commission. Mary Schantz seconded the motion. Motion carried.
New Business
a. Jefferson City Heritage Council (JCHC) Update – Mary Schantz reported on the meeting
held Thursday, May 7th. The JCHC has met a number of times over the past 18 months.
Members include representatives from various organizations including, but not limited to,
HCJ and their Foundation, Cole County Historical Society, the City of Jefferson, Old
Munichburg, Old Town Revitalization Company, JC Convention and Visitor’s Bureau,
Chamber of Commerce, Downtown Association, MO State Museum, MO River Bluffs
Association, Capital Arts Council and HPC. Members reported on activities of their
organizations. In addition the City staff reported on a potential grant from the National
Endowment for Humanities Digital Projects for the Public. The City is currently looking
at their option, including tying this grant into the Wayfinding Project. Ideas discussed
include an app for phones that alerts you when you are close to a historic site, walking
tour/maps that would include a narrative, and a digital kiosk with interactive information.
The City or any 501C3 non-profit can apply for the grant. Member organizations of the
JCHC were encouraged to consider taking a lead role in the process of applying for and
administering the grant. Staff gave an update on the Wayfinding Project. Early summer
of 2016 is the anticipated date to have the initial round of signs up. The Project will
begin with signage in the downtown area and expand outward.
Old Business
a. MSP National Register Nomination. The Proposal which the HPC voted on at the April
meeting will be before the MO Advisory Council on Historical Preservation on Friday,
May 15th in Joplin MO. The recommendations from HPC to add criterion B and D to the
original nomination was not acted upon due to the fact that adding those would slow the
process down and the Nomination could be amended later to add those criterion. Jayme
encouraged anyone who could attend the meeting in Joplin to do so.
b. CLG Forum. Jayme, Art Hernandez, Doug Record and Janice McMillan attend the
meeting on April 17th.
