Approval of Agenda: Bill Case asked the Commissioners to review the agenda and to recommend any changes needed. Kevin Kelly moved the agenda be approved as printed. Terri Rademan seconded the motion. Motion carried. Approval of Minutes: Bill Case asked the Commissioners to review the minutes and offer corrections if needed. Terri Rademan indicated that the vote on the Demolition Application for 323 Lafayette Street she was recorded as an abstention while she actually voted no. Kevin Kelly moved the minutes be approved as amended. Brent Hemphill seconded the motion. Motion carried. Council Issues: Laura Ward reported that the City Council has been engaged in the budget process. Of particular interest to the HPC is additional funding request for an Old Town Residential Program. Laura introduced Steve Viele with the Historic City of Jefferson (HCJ) to give an overview of the recently revised Demolition Ordinance that the HCJ has worked on. Steve and/or attorney Paul Graham will be invited to another meeting of the HPC to give a detailed review, however, Steve provided a general overview of the major points in the revised ordinance. Of primary interest to the Commissioners is the expanded role and authority of the HPC in approving or rejecting demolition applications. After discussion, the Commissioners determined that a special meeting was needed for a complete and detailed discussion of the proposed ordinance by HCJ and subsequent review of current HPC policies and procedures to assure that if the revised ordinance were passed the HPC would be in a position to assume the additional duties and respond fairly to petitioners given the enhanced authority that will be given to the HPC to deny demolition applications. Jayme will be following up with members to set a date. Demolition Applications: a. 213 Fulkerson – The Commissioners reviewed the application. After review it was determined that the property is in disrepair or structurally unsound. Brent Hemphill moved that the HPC has reviewed this property and has determined that there will be “no historic properties affected” by the demolition and the permit is approved. Kevin Kelly seconded the motion. Motion carried. b. 1405 E. High St – This is a demolition that is being requested by Habitat. Once demolished Habitat will construct a low income single-family home on the site. After review it was determined that the property is in disrepair or structurally unsound. Mary Schantz moved that the HPC has reviewed this property and has determined that there will be “no historic properties affected” by the demolition and the permit is approved. Brent Hemphill seconded the motion. Motion carried. c. 1130 E. Dunklin St – This property has both a demolition application and a Section 106 Application. The two requests were handled together by the Commissioners. This is a demolition that is being requested by Habitat. Once demolished Habitat will construct a low income single-family home on the site. After review it was determined that the property is in disrepair or structurally unsound. Kevin Kelly moved that the HPC has reviewed this property and has determined that there will be “no historic properties affected” by the demolition and the permit is approved. Brent Hemphill seconded the motion. Motion carried. Section 106 Reviews: a. 1130 E. Dunklin – This is the Habitat property that has a demolition application. After review of the Section 106 application Brent Hemphill moved that adequate documentation was provided and ho “historic property will be affected” by the request and is therefore approved by the Commission. Kevin Kelly seconded the motion. Motion carried. b. 412 Cherry – The application is for “Code Deficiency” Repairs. The application was reviewed by the Commissioners. Mary Schantz moved that after review of the Section 106 application it was determined that adequate documentation was provided and “no historic property will be affected” by the request and is therefore approved by the Commission. Terri Rademan seconded the motion. Motion carried. c. 712 Monroe St. - The application is for “Energy Efficiency” Repairs. The application was reviewed by the Commissioners. Terri Rademan moved that after review of the Section 106 application it was determined that adequate documentation was provided and “no historic property will be affected” by the request and is therefore approved by the Commission. Mary Schantz seconded the motion. Motion carried. d. 903 Montana - The application is for “Code Deficiency” Repairs. The application was reviewed by the Commissioners. Mary Schantz moved that after review of the Section 106 application it was determined that adequate documentation was provided and “no historic property will be affected” by the request and is therefore approved by the Commission. Terri Rademan seconded the motion. Motion carried. e. 413 Lark - The application is for “Energy Efficiency” Repairs. The application was reviewed by the Commissioners. Mary Schantz moved that after review of the Section 106 application it was determined that adequate documentation was provided and “no historic property will be affected” by the request and is therefore approved by the Commission. Terri Rademan seconded the motion. Motion carried. New Business: None Other Business: a. Marshall Street Sidewalk Improvements – Jayme gave the Commissioners an update on this project funded through Community Development Block Grant (CDBG) Federal funds. In this project the sidewalks will be replaced due to the amount of deterioration. b. Roland Street Sidewalk Improvements - Jayme gave the Commissioners an update on this project funded through Community Development Block Grant (CDBG) Federal funds. In this project the sidewalks will be patch and repaired as needed. Dates to Remember: a. Next Meeting September 8, 2015 – this may change if a joint regular and special meeting is called to hear the HCJ presentation on the proposed demolition ordinance. b. Historic City of Jefferson, Homes Tours September 20, 2015 c. Missouri Preservation Conference, Cape Girardeau, October 21-23, 2015. Jayme has received funds to help cover the cost of her attending this meeting. Jayme reported that the application to add the MSP site to the National Historic Register has been scaled back to the original re-development boundaries from the master plan. The application has been resubmitted to SHPO and will be reviewed at the MOACHP November meeting. Adjournment: Brent Hemphill moved the meeting be adjourned at 8:13 pm.
