The regular meeting of the HPC was to be held on June 9th. A quorum was not possible so the meeting was postponed until Monday, June 29th to be held as a special meeting. Approval of Agenda Mary Schantz asked the Commissioners to review the agenda and to recommend changes if needed. Doug Record moved the agenda be approved as printed. Kevin Kelly seconded the motion. Motion carried. Approval of Minutes The minutes were presented. Art Hernandez moved the minutes of the May 12, 2015 meeting be approved as printed. Kevin Kelly seconded. Motion carried. Council Issues Laura Ward reported that at the recent meeting of the City Council a proposal to increase the transportation fees was defeated. In addition she indicated that an area around the capitol mall was rezoned from Cl to C2 because the definition of Cl has changed and it was necessary to change the zoning to accommodate fast food restaurants. The Historic City of Jefferson (HCJ) will be giving the "Golden Hammer" award on July 11th for the property at 115 E. High for the façade improvements completed on the structure. Vice Chair Bill Case arrived and Mary Schantz turned the meeting over to him after the Council Issues were presented. Demolition Applications: a. 516 Boonville Rd. —The home was built in 1951. The home is unoccupied and the owner plans to demolish and rebuild a single family residence on the same property. Jayme presented the application and photos of the property. Mr. Littlefield, the owner, confirmed his intention to demolish the home. It is not on the National Register or designated a Landmark property. Mary Schantz moved that since there will be no historic properties affected by the demolition that the permit be approved by the Commission. Doug Record seconded the motion. Motion carried. b. 311 Lafayette St - Jayme reported that this house and the next three applications are on the abandoned/vacant building registry. All four demolition applications are being submitted by the same owner. Their demolition will clear an approximate one acre tract of land. The home has evidence of mold and other environmental issues. The home is not on the National Register nor is it a Landmark property. Jayme presented the application and photos of the property. Kevin Kelly moved that since there will be no historic properties affected by the demolition that the permit be approved by the Commission. Terri Rademan seconded the motion. Motion carried. c. 315 Lafayette St—Jayme presented the application and exterior photos of the property. Pictures of the inside were not provided by the owner due to concerns about the safety of the interior of the home, including the floors and stairs. The home has evidence of mold and other environmental issues. The home is not on the National Register nor is it a Landmark property. Mary Schantz moved that since there will be no historic properties affected by the demolition that the permit be approved by the Commission. Doug Record seconded the motion. Motion carried with one member abstaining due to the owner's not providing interior photos as is required. d. 323 Lafayette St—This home is located on the corner of Lafayette and E. McCarty. It was constructed in 1900. The home has evidence of mold and other environmental issues. The home is not on the National Register nor is it a Landmark property. Jayme presented the application and photos of the property. Doug Record moved that during its review of the application the HPC noted that the home embodies the distinctive characteristics of a type, period or method of construction, and possesses high artistic values. However, the demolition will have no adverse affect and the permit is approved by the Commission. Mary Schantz seconded the motion. Motion carried with one member abstaining. e. 707 E. McCarty St. — Jayme presented the application and exterior photos of the property, which had been a business structure. The structure has evidence of mold and other environmental issues. The structure is not on the National Register nor is it a Landmark property. The HPC asked Jayme to suggest to the owner that he consider contacting a salvage contractor about some of the structures doors. Terri Rademan moved that since there will be no historic properties affected by the demolition that the permit be approved by the Commission. Mary Schantz seconded the motion. Motion carried with one member abstaining. Section 106 a. 500 E. Ashley— The application is for funding through the Community Development Block Grant program. The owner has applied for a Code Deficiency grant of up to $5,000. Doug Record moved that the Historic Preservation Commission has reviewed the information submitted on the application and based on this review have determined that adequate documentation has been provided. There will be "no historic properties affected" by the current project and is approved by the Commission. Art Hernandez seconded the motion. Motion carried. b. 118 N. Polk —The application is for funding through the Community Development Block Grant program. The owner has applied for a Code Deficiency grant of up to $5,000. The funds will be used to waterproof the basement. Doug Record moved that the Historic Preservation Commission has reviewed the information submitted on the application and based on this review believes that the property maybe eligible for the National Register but is not currently on the Register. Further that having determined that adequate documentation has been provided and that there will be "no historic properties affected" by the current project the application is approved by the Commission. Kevin Kelly seconded the motion. Motion carried. New Business a. Cathy Bordner thanked the HPC for giving her the Stockard award. b. Jayme reported that the City of Jefferson is in the final stages of development of a new website. The date for completion is next month. The HPC will have a new page. Old Business a. Jayme reported that the MSP nomination for the National Historic Register has been pulled. The city is talking with OA trying to get any issues resolved and the nomination back on track for the November Agenda of the MO Advisory Council on Historic Preservation. Dates to Remember a.
