Call to Order:
Chair Art Hernandez called the meeting to order at 5:35 pm. The meeting was moved
from the Boone Bancroft conference room to the Small conference room in the lower
level.
Approval of Agenda:
Art Hernandez asked the Commissioners to review the agenda and to recommend any
changes needed. Brent Hemphill moved the agenda be approved as printed. Doug
Record seconded the motion. Motion carried.
Approval of Minutes:
Art Hernandez asked the Commissioners to review the minutes and offer corrections if
needed. Brent Hemphill moved the minutes be approved. Bill Case seconded the
motion. Motion carried.
Demolition Applications
a. 1119 Jefferson St: This is a re-review of the application denied at the last meeting of the
Historic Preservation Commission. The representatives of the Memorial Baptist Church,
owners of subject property, came to provide additional information about the property
and the reason that demolition was needed. This is the middle of 3 lots and the other
two on either side have already been demolished. This home had an approved
demolition application at the time the other two were destroyed. However, the owners
had decided to attempt to use the house as an association office. Now the house needs
major repairs beyond the value and their ability to afford. The house is unsafe, has mold
and is empty with no plans to reoccupy. After discussion with the owners Bill Case
moved that the demolition application be approved as no historic property will be
effected by the demolition. Doug Record seconded the motion. Motion carried.
Art Hernandez asked for a motion to suspend the meeting while the Commissioners ate dinner.
Jane Moore made the motion. Bill Case Seconded. Motion carried.
At the appropriate time and on the motion of Art Hernandez the Historic Preservation
Commission reconvened the meeting.
Old Business
a. Historic City of Jefferson Proposed Demolition Ordinance: The Commissioners
discussed the best way to proceed to review the proposal. Art asked for the comments
received by the Commissioners to be discussed first. Mary Schantz outlined the
comments she had submitted prior to the last meeting and Doug Record did the same.
After these comments were discussed the Commissioners decided by mutual consent to
review the comments from city staff provided on an excel spreadsheet. Brent Hemphill
moved that 8-32 A (1) and (2) be deleted. Doug Record seconded the motion. Motion
carried.
To clarify the starting point for the clock to begin, a clarification needed to be made
about the application being received and what that meant. After discussion Doug
Record moved that the word “completed” be placed in front of “application” throughout
the document as appropriate. Completed meant when the Director of Planning and
Protective Services certifies that the application is complete. Mary Schantz seconded
the motion. Motion carried.
Doug Record moved for a demolition application to be considered by the Historic
Preservation Commission it must be certified as complete 10 business days prior to the
next regularly scheduled meeting of the Historic Preservation Commission. Mary
Schantz seconded the motion. Motion carried.
Next the Commission discussed the staff’s opinion that the Historic Preservation
Commission was established as an Advisory Commission and did not have the authority
to be more than that without changes to other chapters of the City Code and to the City
Charter. Doug Record moved that the Historic Preservation Commission remain
advisory only. Brent Hemphill seconded the motion. Motion carried.
Commission deliberated the proposed 90 day review period. Bill Case moved that the
review period remain at 60 days. Jane Moore seconded the motion. Motion carried.
After further discussion the Commissioners decided that the process of review would be
better served if the city staff would take the recommendations approved by the
Commission and their comments and put them into one combined document using
different colors. To proceed without this consolidation would be difficult and time
consuming. Kevin Kelly moved that the Commission allow city staff to edit the proposed
ordinance to satisfy their comments with the changes approved thus far by the
Commission. Doug Record seconded the motion. Motion carried.
HPC Business:
a. Missouri 2016 Statewide Preservation Honor Award Nominations. Jayme described the
history of the award. Art Hernandez moved to nominate the Moreau Drive Historic
District for the Preserve Missouri Award. Jane Moore seconded the motion. Motion
carried.
