Call to Order:
Vice Chair Jane Moore called the meeting to order at 5:35 pm.
Approval of Agenda:
Terri Rademan moved the agenda be approved as printed. Kevin Kelly seconded the motion.
Motion carried.
Approval of Minutes:
Kevin Kelly moved the minutes be approved. Terri Rademan seconded the motion. Motion
carried.
Demolition Applications
a. 1511 Hayselton: The property owner, David Patton, was present and explained to the
Commission the reasons for the application to demolish. The Patton’s love the
neighborhood and looked into remodeling and repairing the current structure.
Unfortunately the amount of work needed made remodeling/repairing unfeasible. The
construction plans for the new home, to be located on the same property were viewed by
the Commission. The Patton’s plan includes an architectural design that will blend in
with the neighborhood. Mary Schantz moved that there will be no historic properties
affected by the demolition and that the application for demolition be approved. Doug
Record seconded the motion. Motion carried.
b. 1409 E. Miller – This property was destroyed by fire and is considered a dangerous
building. No action is necessary by the Commission. The information is being
presented as informational.
President Art Hernandez assumed the chair.
Old Business
Historic City of Jefferson Proposed Demolition Ordinance: Chairman Hernandez began the
review process by utilizing the spread sheet prepared for the prior meeting of the Commission
and the new document prepared by city staff that outlined comments from the Commission, staff
and HCJ using different colors to distinguish.
a. Terri Rademan moved that language be added to 8-32 C 1 b that will allow the property
owner to not submit interior photographs if the owner provides a statement outlining the
reasons why the interior photographs cannot be obtained and further that the city staff
will verify the owners allegations as to why the photos are not being submitted. Doug
Record seconded the motion. Motion carried.
b. Mary Schantz moved that the language in 8-32 C 1 b (ii) be changed to: “a statement of
the intended future use of the property”. Jane Moore seconded. Motion carried.
c. Doug Record moved that language be added to 8-32 C 1 b (iii) to utilize appraised and
property values determined from public records unless alternate information is provided
by the property owner. Jane Moore seconded the motion. Motion carried.
d. Mary Schantz moved that language be added to the beginning of section 8-32 C 1 b (iii)
“No other ordinance withstanding”. Doug Record seconded the motion. Motion carried.
e. Terri Rademan moved that stricken language in the sections a, b, and c from the
“Standards of Review for a Permit to Demolish” be added back in the appropriate
placement in the new ordinance. Mary Schantz seconded the motion. Motion carried.
f. Terri Rademan moved that language in the section 8-32 C 2 be changed to allow for
electronic notifications and for the registry to be established as an electronic registry.
Further that staff would draft the language in the appropriate section(s) for the
Commission to review at the next meeting. Jane seconded the motion. Motion carried
with one nay vote cast by Art Hernandez.
g. Mary Schantz moved that section 8-32 C 2 d be changed to: “the City of Jefferson
Historic Preservation Commission shall recommend the application be granted or
recommend the application be granted with conditions or recommend the application be
denied. Kevin Kelly seconded. Motion carried.
Mary Schantz moved that the proposal be tabled until next meeting. Doug Record seconded
the motion. Motion carried. A general discussion about the exact wording and placement of
sections occurred. Staff agreed to take the motions approved by the Commission and rework
the wording of the proposal to achieve appropriate structure. This version will then be
presented to the Commission for their continued review at the next meeting.
HPC Business:
Landmark Designation Applications. Jayme reported that the application deadline is February
26, 2016.
Dates to Remember:
Next Regular Meeting February 9, 2016. Terri Rademan moved that the meeting begin at 5:30
pm. Jane Moore seconded the motion. Motion carried.
Adjournment:
Kevin Kelly moved the meeting be adjourned. Terri Rademan seconded the motion. Motion
carried. Meeting adjourned at 8:30 pm.
