COUNCIL “PRE-MEETING” WORK SESSION, APRIL 18, 2016
CALL TO ORDER
The April 18, 2016, City Council “Pre-Meeting” was convened at 5:45 P.M. by
President Pro Tempore Bob Scrivner in the absence of Mayor Carrie Tergin.
ATTENDANCE
The following Council Members were present when the meeting convened:
Present: Branch, Costales, Graham, Henry, Hussey, Mihalevich,
Prather, Schreiber, Scrivner, and Ward
Absent: None
A quorum was present.
DISCUSSION OF AGENDA ITEMS
Addition of Agenda Item – President Scrivner stated that Mr. Dave Silvester
from MoDOT would be present tonight to give a brief update on MoDOT’s
announcement about delaying the closure of the Missouri River Bridge. He would
entertain a motion in the Regular Meeting to amend the agenda to allow Mr.
Silvester to make that presentation.
River Bluff Estates Ordinances – President Scrivner announced he would read
the Mayor’s statement at the beginning of the regular meeting which stated she
did not plan to veto Bills 2015-124 (Ordinance 15507), 2015-125 (Ordinance
15512), and 2015-126 (Ordinance 15513). The ordinances would become
effective without her signature with the convening of the Regular Meeting
following the April 4 meeting at which they were approved by the Council (April
18, 2016), in accordance with the Charter.
Bill 2015-129 (Residency Requirements for Employees) – Councilman
Costales stated he intended to remove this from the informal calendar and bring
it before the Council for a vote at tonight’s meeting.
SECOND MEETING – NEW COUNCIL
City Counselor Drew Hilpert stated that Councilman Rick Prather had been
asked to convene tonight’s “Second Meeting - New Council” tonight. After the
Council has elected the President Pro Tempore for 2016 -2017, the President
could assume the Chair at that point and preside over the remainder of the
meeting.
