REGULAR COUNCIL MEETING, MAY 2, 2016
CALL TO ORDER
The Regular Council Meeting of May 2, 2016, was convened at 6:00 P.M. by Mayor
Carrie Tergin.
ROLL CALL
The following Council Members were present for the roll call:
Present: Branch, Graham, Henry, Hussey, Mihalevich, Prather, Schreiber,
Ward, and Wiseman
Absent: Costales
A quorum was declared present.
ADOPTION OF THE AGENDA
A motion was made by Councilman Henry for adoption of the agenda as published,
seconded by Councilman Graham, and approved unanimously.
MISCELLANEOUS AGENDA ITEMS
Mayor Tergin recognized a Boy Scout and a Girl Scout in the audience and asked them
to come forward to state their Troop and badge on which they are working. The Boy
Scout and Girl Scout were both from the South School Elementary Troops.
Mayor Tergin presented a Proclamation in observation of “Silver Star Service Banner
Day” to Mr. Jeremy Amick, who, in turn, presented the City with a Silver Star Service
Banner to be displayed at City Hall.
Mayor Tergin read a proclamation honoring “Public Service Appreciation Week” and
thanked and recognized all City employees for their dedication and hard work to make
our City great.
Mayor Tergin read, then presented, a proclamation for “Warren Krech Day” in honor of
his 30+ years of service to the City as a radio personality, and was considered the
“Voice of Jefferson City.” Mayor Tergin congratulated Mr. Krech on his retirement
effective on April 29, and wished him well on behalf of the City. Mr. Krech was present

to accept the proclamation and made comments to thank the Mayor and City for their
support during his career in radio.
City Administrator Steve Crowell and Finance and I.T. Director Margie Mueller made a
joint presentation in recognition of Chief Accountant Shiela Pearre and Senior
Accountant Cara Sankey for receiving the Government Finance Officers Association
(“GFOA”) “Distinguished Budget Presentation Award.” They also thanked former
Finance staff Bill Betts and Joan Imhoff who played a large role in preparing and
submitting the budget receiving the award.
Mayor Tergin introduced former Councilman Rich Koon who made brief comments
about this year’s South School Essay Contest, and stated that the two w inners were
present to share their essays tonight on the assigned topic “Ideas to Improve Parks and
Recreation.” Mayor Tergin invited first JoAnna Tiethoff, then David Golden, to come to
the Mayor’s Chair to read their essays. At the conclusion, the Mayor presented each
with a City Coin, and they were congratulated for their essays and the ir creative ideas
about improving the City’s parks.
PUBLIC HEARINGS
There were no public hearings scheduled at this time.

A motion was made by Councilman Prather for approval of the appointments as
recommended, seconded by Councilwoman Ward, and approved unanimously.
PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS
Ms. Joy Sweeney from the Council for Drug Free Youth made a joint presentation with
high school students, some of whom read prepared statements regarding the legal age
for tobacco use. Those introduced were Alisha Theroff, Ciara Middleton, Alyssa
Stegeman; those who made presentations were Jenn Hassler, Aubrielle Maginness,
Kara Bernskoetter, and Ginny Chadwick.
At the conclusion of the presentations, Ms. Sweeney and the students asked the City
Council to enact an ordinance to raise the legal age of tobacco use in the City from 18
to 21.
Ms. Jo Moore of Evers & Company summarized the annual Audit Report to the Council.
Following her report, she answered questions asked by the Council.

City Counselor Drew Hilpert presented the annual Charter Review report. Mayor Tergin
recognized Charter Commissioner and former City Councilwoman, Carolyn McDowell,
who was present to hear the review. Mr. Hilpert’s review included both the history and
current status of the Charter following the amendments approved by the voters since its
origin.
ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF
Mayor Tergin and City Council Members made announcements regarding the following
topics:
Missouri River Bridge traffic during closure for construction
Opening of the Ken Lanning Golf Course, with information about the facility found
at www.GolfForeAll.org.
Councilman Branch announced that crew members from the USS Jefferson City
Submarine would be making a visit to the City on Tuesday, May 10, and the
public are invited to meet and, at their own expense, have lunch or dinner with
the crew. Details would be available on the City website on the pages dedicated
to the USS Jefferson City Submarine.
Councilman Hussey announced that the www.ColeCountyYouthDay.org event
held on April 30 was a great success, as well as the recent ServeJeffCity and
MissionJC events.
This year’s “Shelbyfest” event would be held May 5-7 in the City. Citizens were
invited to participate and view the hundreds of vehicles wh ich would come to the
City for the event. See www.ShelbyFest.org for details.
Planning & Protective Services Director Janice McMillan announced the following
two events:
o Heritage Week, May 17
o Cemetery Walking Tour and Dedication of Carrie Crittenden Monument, June 4
LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE
Lincoln University student / City Council liaison Jonathan Jackson made a report on
events scheduled at Lincoln University. He stated that there would b e more students on
campus throughout the summer months this year than in years past, and also reported
that progress of the wellness facility can be followed as it changes daily on Lincoln’s
website.

Mayor Tergin stated that, pursuant to Sec. 610.021 of the Revised Statutes of Missouri,
the Chair will entertain a motion to go into Closed Session to discuss the fol lowing:
a. Contract Negotiations [Sec. 610.021(12)]
A motion was made by Councilman Mihalevich to go into Closed Session at this time for
the above-stated purpose, seconded by Councilwoman Wiseman, and approved
unanimously by the following roll-call vote at 7:34 P.M.
