HomeMy Public PortalAbout2016-04-18-1 current council1 REGULAR COUNCIL MEETING, APRIL 18, 2016 FIRST MEETING – CURRENT COUNCIL CALL TO ORDER The Regular Council Meeting of April 18, 2016, was convened at 6:00 P.M. by President Pro Tempore Bob Scrivner in the absence of Mayor Carrie Tergin. ROLL CALL The following Council Members were present for the roll call: Present: Branch, Costales, Graham, Henry, Hussey, Mihalevich, Prather, Schreiber, Scrivner, and Ward Absent: None A quorum was declared present. MAYOR’S “NON-VETO” STATEMENT President Scrivner read the statement written by Mayor Tergin which stated she did not plan to veto Bills 2015-124 (Ordinance 15507), 2015-125 (Ordinance 15512), and 2015-126 (Ordinance 15513) passed by the City Council at the April 4, 2016, City Council meeting. The ordinances became effective, without the Mayor’s signature, with the convening of this Regular Meeting in accordance with Sec. 3-11(g) of the Charter. President Scrivner then read the section in the Charter prescribing how ordinances go into effect without a Mayoral signature. ADOPTION OF THE AGENDA A motion for adoption of the agenda was made by Councilman Mihalevich, and seconded by Councilman Prather. Councilman Costales made a motion to amend the agenda by the addition of a presentation by Mr. Dave Silvester of MoDOT at item 7 (c), the motion was seconded by Councilman Graham. The motion to amend was approved unanimously. The motion to adopt the agenda, as amended, was then approved unanimously. MISCELLANEOUS AGENDA ITEMS 2 REGULAR COUNCIL MEETING, APRIL 18, 2016 FIRST MEETING – CURRENT COUNCIL (a) Resolution RS2015-45 Recognizing Lincoln University Women’s Track Team NCAA Division II National Championship The Track Team and Coaches came forward as President Scrivner read, and presented, the resolution which would be adopted later in the meeting. Following the reading of the resolution, he also recognized Coach John Mosely on his outs tanding 16-14 basketball season as well. Coach Thomas was invited to come forward to make comments. (b) City Administrator Steve Crowell presented the Outstanding Employee Award for April to Sarah Trittler, Human Resources Specialist. President Scrivner congratulated Ms. Trittler, who introduced her husband and three sons who were at the meeting. Human Resources Director Gail Strope also thanked Ms. Trittler for her commitment to excellence and to the City of Jefferson. PUBLIC HEARINGS There were no public hearings scheduled at this time. The motion was approved unanimously. 3 REGULAR COUNCIL MEETING, APRIL 18, 2016 FIRST MEETING – CURRENT COUNCIL PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS a. Mr. Charlie Palmer presented the Annual Report of the Lewis & Clark Monument Task Force. b. Cole County Deputy John Wheeler announced that the Cole County Sheriff’s Department and Missouri Rural Water Association would host a “Drug Takeback Program” from 10:00 a.m. to 2:00 p.m. on Saturday, April 30, at the Public Water Supply District #4, 7712 Route M in Taos. c. Mr. Dave Silvester, MoDOT made brief comments explaining details of MoDOT’s recent decision to postpone closing the Missouri River Bridge due to issues with some of the paint materials which had been discovered. ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF Planning & Protective Services Director Janice McMillan announced that the annual “bulky items” trash pickup would be held on the following schedule, which can also be found on the City’s website with a list of items that can and cannot be accepted in the pickup: April 18-22, West of Jefferson Street April 25-29, East of Jefferson Street Councilman Hussey announced that Serve Jeff City and Mission JC volunteer weekend would occur on April 23 and 24, and stated there are still slots available to sign up and volunteer to help clean up our City. LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE Councilman Carlos Graham made brief announcements in the absence of Lincoln University student / City Council liaison Jonathan Jackson. He thanked City Council Members and staff who had attended the Lincoln University President’s Gala on April 16. PRESENTATIONS FROM THE GALLERY ON SPECIFIC BILLS OR RESOLUTIONS 4 REGULAR COUNCIL MEETING, APRIL 18, 2016 FIRST MEETING – CURRENT COUNCIL There were no presentations made at this time. CONSENT AGENDA The following items were brought before the Council for approval by Consent: a. Minutes of City Council Meetings: April 4, 2016 b. Renewal (Year 2) Bid in the amount of $14,552.00 of Engineering Surveys & Services for Influent / Effluent Sampling, Wastewater Plant – Public Works Dept. A motion was made by Councilman Mihalevich to approve the Consent Agenda as presented, seconded by Councilman Graham, and approved unanimously. BILLS PENDING 2015-133 sponsored by Councilman Prather, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING THE 2015 - 2016 BUDGET OF THE CITY OF JEFFERSON, MISSOURI, BY APPROPRIATING $300,000.00 IN ADDITIONAL FUNDS WITHIN THE GENERAL FUND. Councilman Costales requested that Bill 2015-129 be removed from the Informal Calendar and placed on final passage at this time. Bill 2015-129 was read third time by title, placed on final passage , and after discussion, was passed by the following roll-call vote as Ordinance 15522: Aye: Branch, Costales, Graham, Henry, Hussey, Mihalevich, Prather, Schreiber, Scrivner, and Ward Nay: None RESOLUTIONS 6 REGULAR COUNCIL MEETING, APRIL 18, 2016 FIRST MEETING – CURRENT COUNCIL RS2015-45 sponsored by Councilman Graham, entitled: A RESOLUTION RECOGNIZING THE LINCOLN UNIVERSITY WOMEN’S TRACK TEAM AS WINNERS OF THE 2016 NCAA DIVISION II NATIONAL CHAMPIONSHIP. A motion was made by Councilman Prather for adoption of Resolution RS2015-45 as presented, seconded by Councilman Graham, and approved unanimously by the following roll-call vote: Aye: Branch, Costales, Graham, Henry, Hussey, Mihalevich, Prather, Schreiber, Scrivner, and Ward Nay: None RS2015-46 sponsored by Councilman Branch, entitled: A RESOLUTION AUTHORIZING THE CITY OF JEFFERSON PARKS AND RECREATION COMMISSION TO APPLY FOR THE RECREATION TRAILS PROGRAM GRANT. A motion was made by Councilman Branch for adoption of Resolution RS2015-46 as presented, seconded by Councilman Hussey, and approved unanimously by the following roll-call vote: Aye: Branch, Costales, Graham, Henry, Hussey, Mihalevich, Prather, Schreiber, Scrivner, and Ward Nay: None PRESENTATIONS FROM THE GALLERY ON OTHER TOPICS There were no presentations made at this time. COUNCIL AND STAFF RESPONSE TO PRESENTATIONS FROM THE GALLERY No comments were made at this time. NEW BUSINESS There was no New Business brought forward. 7 REGULAR COUNCIL MEETING, APRIL 18, 2016 FIRST MEETING – CURRENT COUNCIL UNFINISHED BUSINESS City Administrator Steve Crowell read a statement from Mayor Tergin thanking and commending outgoing Councilman Bob Scrivner for his service on the City Council. Following his comments, a plaque containing a key to the City was presented to Councilman Scrivner, and comments were made by all other City Councilmen thanking him for his service to the City. Councilman Scrivner read a statement he had written to thank the people with whom he had worked during his tenure on the City Council, which included City staff. ADJOURNMENT As no further business was brought before the Council, President Pro Tempore Scrivner declared the meeting adjourned Sine Die at 7:16 P.M.
