A RESOLUTION DECLARING MOAB'S INTEREST IN TAKING A LEADERSHIP
ROLE IN PROMOTION OF SUSTAINABLE ENERGY BY PROMOTING BOTH
ENERGY EFFICIENCY AND RENEWABLE ENERGY FOR MOAB MUNICIPAL AND
THE COMMUNITY.
WHEREAS, a sustainable energy supply is critical to well-being of our society;
WHEREAS, energy efficient technology and renewable energy electricity sources are
viable and readily available;
WHEREAS, the Moab community has already demonstrated its support for clean
energy by becoming the first EPA Green Power Community in the Nation;
WHEREAS, electricity generation is the largest source of industrial air pollution in the
Nation, is a major contributor to global warming and fossil fuel resources used to
generate electricity are finite resources.
WHEREAS, There exists a general consensus that electricity generated using "zero
emissions" sources such as solar, wind, and certain small low -impact hydroelectric
sources is clean, renewable, and has fewer environmental consequences than fossil
fuel generated power.
WHEREAS, Moab is an EPA Green Power Partner purchasing 50% of the electricity for
the city hall office
WHEREAS, Energy efficiency is the cornerstone of a sustainable energy system and
energy efficiency not only reduces energy consumption but also saves money, but
creates jobs, prevents pollution and preserves resources for future generations.
WHEREAS, Moab will promote a policy to "Continually improve the efficient use of all
energy resources in order to ensure a future with a secure and sustainable energy
supply" and to "look to increase the amount of clean and renewable energy purchased"
WHEREAS, Moab expects to be able to offset the cost associated with a price premium
for clean renewable energy by improving energy efficiency and conservation;
NOW THEREFORE, be it resolved by the City Council of Moab as follows:
SECTION 1. PURCHASE CLEAN RENEWABLE ENERGY.
Continue to purchase renewable energy from voluntary renewable energy programs,
such as Utah Power's Blue Sky program. purchase of clean renewable energy
generated power will begin at the earliest date practicable, and will continue through
future electricity procurements.
SECTION 2. PROMOTE PURCHASES OF WIND POWER BY LOCAL BUSINESSES
AND RESIDENTS.

Moab will continue to partner with the Utah Clean Energy and Utah Power to actively
promote community participation in Utah Power's Blue Sky wind program through a
Community Clean Energy Challenge.
SECTION 3. PROMOTION OF USE OF ENERGY EFFICIENT TECHNOLOGY AND
CONSERVATION EFFORTS.
Moab City will work to increase the deployment of energy efficiency in City facilities;
thereby saving taxpayer dollars and while simultaneously reducing the city's impact on
the environment. Additionally, Moab City will promote and investigate venues for
increased energy efficiency for commercial, industrial, and residential sectors; thereby
helping to bring these same benefits to the entire community.
Moab will work to ensure that existing building codes for energy efficiency are effectively
implemented and enforced. This may include additional training for planning and zoning
staff and building inspectors.
Moab will distribute energy efficiency educational and energy efficiency incentive
information through the building and zoning department.
Moab will become an Environmental Protection Agency Energy Star Partner.
The Moab Clean Energy Community Challenge will include promotion of Utah Power's
incentives for electricity energy efficiency and other energy efficiency information, such
as the benefits of compact fluorescents. Moab will help promote of EPA energy star
equipment, appliances and homes, efficient cooling, and the benefits of prioritizing
energy efficiency in building design, construction and renovation.
SECTION 4. INVESTIGATING DISTRIBUTED RENEWABLE ENERGY SOURCES
Moab will investigate distributed renewable energy sources that can be installed in our
community; these include photovoltaic systems, solar hot water systems and small-
scale wind generation. Additionally, although not strictly renewable, fuel cells and
combined heat and power systems are net fuel savers and therefore, should also be
investigated.
SECTION 5. EFFECTIVE DATE. This resolution shall become effective upon
adoption.
