Stucki The City of Moab will hold a Special Workshop Visioning Meeting on Thursday, February 5 at 8:30 AM and Friday, February 6, 2015 at 8:30 AM. REC-M EM-15-02-001 First EPA Green Power Community in the Nation City of Moab Annual Report for 2014 Each year, the City of Moab engages in a Visioning process. During this process, we take stock of the previous year and then set a course for the next year. The City Council sets city-wide goals that guide the City's budgeting process and departmental activities for the year. Through this process, the City of Moab has been able to achieve both continuity and growth over the years. Visioning sessions will continue to concentrate on the future, rather than the past. To this end, we have put together an Annual Report for 2014 that highlights the City's accomplishments during the last year. This Annual Report will provide necessary information about the past, so that we can be ready to talk about the future in our visioning sessions. This City of Moab Annual Report contains annual reports from each department and major sub -department within the City. Each department has taken the time to highlight information about their activities, accomplishments and success in meeting goals and objectives set in the 2014 Visioning process. We hope that everyone will take a few moments to see what we've been up to for the last year. It is also important for the City to gauge its progress with its city-wide goals. Although measurable progress on many of the City's goals can take years to show, we have made significant progress on our 2014 goals, even with four months left in the fiscal year. On the following page, you will find a brief outline of the progress we have made on the city-wide goals that we set last year. 2014 City-wide Goals A Progress Report ✓Leadership and Teamwork — Promote the City's position as a leader within the community, along with an ethic of teamwork. The City of Moab continues to take a strong leadership role within the City organization, within the community, and in working with state and other organizations. ✓Asset Management — Focus on managing, maintaining and enhancing the full range of city and community assets. The City has made significant strides toward inventorying, mapping and assessing its infrastructure, and we have refined our banking and investment strategies. We continue to provide training and other resources for our employees, our greatest asset. ✓Communication —Enhance every aspect of communication with which the City of Moab is engaged. The City launched its new website, which will serve as a key mode of communication with citizens, employees and others who need information about the City. We have also made strides toward improving internal communication. ✓Community Design — Engage in community -wide efforts to improve connectivity, economic development and aesthetic features of our community, emphasizing our quality of life. The City has made major improvements to Rotary Park and has made significant process toward completing the landscaping on 500 West. The City completed its design for Lions Park, which will serve as a major aesthetic amenity, helping us reach our design goal of having attractive entrances to the community. ✓Financial Sustainability — Remain fiscally conservative and continue to operate within existing financial means, while being open to new opportunities and fiscal realities. The City continues to operate well within its budget and continues to seek after and acquire outside funding for infrastructure and community development projects. Administrative and Legal Departments Annual Report 2014 Accomplishments in 2014 • Facilitated 2014-2015 City Budget Process • Maintained favorable financial position of the City • Facilitated increased communication among city staff • Negotiated a number of subdivision improvements agreements, easements and other documents • Worked with city departments on development of new city website • Negotiated new City Prosecutor contract • Facilitated City Visioning Process • Participated in Utah State University Advisory Board and USU Campus Development Process • Participated in a number of multi -agency efforts with Grand County, USU, Grand County School District, Grand Water and Sewer, the State of Utah, and other agencies • Facilitated a number of employee recruitment efforts • Revised and/or created new job descriptions and reorganized various functions • Worked with staff and consulting engineers on several large scale engineering and planning efforts, including the water and sewer impact fee studies, the Waste Water Treatment Plant Facilities Analysis, the Water Tank Study and the Pavement Management Study Economic Development/Sustainability Annual Report for 2014 Accomplishment of Departmental Goals in 2014 • Worked closely with USU-Moab, USU-Logan and USU Extension to establish a part-time Small Business Development Center • Worked with USU-Moab and Department of Workforce Services to establish Career and Technical Education Program in Moab • Initiated and conducted Annual Moab Business Summit focused on the theme, "Moab on the Edge" and regular business seminars • Participated in and helped direct staff efforts to address affordable housing issues and completing the general plan update • Deepened our interaction with local businesses through regular collaboration with the Chamber of Commerce, Workforce Services and BEAR program Contributions toward the Accomplishment of City-wide Goals in 2014 • Increased partnership participation with the Chamber of Commerce • Participated in Quality of Life survey preparation with National Parks and Conservation Association, GOED and Utah Office of Tourism • Represented the City at business openings and events • Participated in Governor's Rural Partnership Board meetings and as member of SWIB and chair of regional Workforce Services Board • Worked with local print and radio media regarding the City's involvement in business, BEAR, DWS and USU activities and events Film Commission Annual Report for 2014 Studio Relationships • Strengthened the relationship with Warner Bros. & HBO • Encouraged more shuttling options to minimize impact on locations as well as utilizing water bottles (with the film commission logo) on set to minimize plastic water bottle waste • Began to focus on the TV Series Industry Office Projects • Worked on the new website • Built up our location library and collaborated with the Utah Film Commission for a consistent media library • Currently using MailChimp for an e-newsletter • Finalized and printed the spiral bound location booklet • Attended an industry training in New York • Attended a marketing trip with set and studio visits in New York • Attended NATPE for the first time in Miami, FL • Provided four Production Assistant trainings in Moab Film Festivals • Made sure our office had a presence, through materials, at Sundance 2015 • Engaged in discussions with surrounding communities to put together a Youth Film Festival held at Star Hall Part -Time Help • Recently started training, and utilizing the new MARC Assistant Director, Elizabeth Holland Recorder Department Annual Report 2014 Accomplishments in 2014 • Participated in a successful audit meeting all State Compliance Standards and Internal Control Standards • Conducted employee benefit open enrollment (twice) • Negotiated health insurance renewal • Negotiated new health insurance plan • Ensured Moab City compliance with the Affordable Care Act • Participated on the Special Event Review Committee • Facilitated the Website Redesign Project • Assisted in the city budget process for all departments • Completed Personnel Policies and Procedures Manual • Successful completion of telephone system and Property Insurance bids • Coordinated surplus property auction • Received continuing professional development through the University of Utah and the Society for Human Resource Management Contributions toward the Accomplishment of City-wide Goals in 2014 • Communication o The Recorder Department has made a concerted effort this year to educate employees on city -provided benefits using annual onsite seminars, one-on-one counseling and distribution of educational materials o We continue to maintain Transparent Moab for the community • Financial Sustainability o We have worked with the City Treasurer and City Manager to develop a banking strategy for the City that reduces fees and maximizes returns Treasurer Annual Report for 2014 Accomplishment of Department Goals in 2014 • Implemented the following rate increases: + Sewer Fees ❖ Finance charges on all accounts receivable • Attended all City Council meetings to keep up on issues • Attended special event meetings to coordinate applications, fees and management of large and small events • Coordinated with the Recorder's Office for Records Management Retention and Destruction • Obtained a higher level of participants in paperless billing • Attended training for new software/ equipment for meter reading • Handled all Park Reservations on the new website while the Public Works Department was in the transition of hiring a new Administrative Assistant • Compiled shop water data from 2009-2014 Contributions toward the Accomplishment of City-wide Goals in 2014 • Utilized our budget in a frugal and responsible manner • Attended Finance Committee meetings to further the financial interests of the City of Moab • Improved teamwork and communication with other departments Planning and Zoning Annual Report for 2014 Accomplishment of Departmental Goals in 2014 • Completed organization of departmental records and development of a record data base • Completed intensive staff work on the General Plan, which is nearing completion • Worked closely with other departments and the county on development and building permits • Examined staffing and other resource needs for Planning and Building Inspection functions Contributions toward the Accomplishment of City-wide Goals in 2014 • Drafted the adopted ordinances to greatly increase housing opportunities for developers and business owners • Partial development plan for 100 West has been created • Worked with the building department, health department, and fire department to address zoning, building, and health and safety violations • Attended training or participating in on line training to maintain or renew professional certifications • Worked on plans for 100 W and East Center Street • Worked with Complete Streets Committee • Worked on downtown enhancement plan Community Development Annual Report for 2014 Accomplishment of Departmental Goals in 2014 • Administered the Aspen Cove (Willows) Apartment Project and HASU Virginian Apartment HVAC and re -roofing grant. • Prepared and upgraded the Rotary Park musical playground for the Discovery Channel story. • Helped coordinate the Bee -Inspired Garden at Rotary Park. • Helped coordinate the Transit Hub ribbon cutting event. • Coordinated the development of the Moab Area Mountain Biking & Road Cycling map. • Led Bicycle Friendly Committee meetings. • Assisted with the development of Lions Park plans. • Planted 80+ trees and removed hazardous trees and branches along Mill Creek Parkway. • Obtained the Tree City USA Award & City Representative for Bee Inspired Gardens & Rainwater Harvesting. • Asset Management: Enhanced City and community assets at Rotary Park, 500 West, creeks, housing projects, and street trees. • Communication: Enhanced communication with most agencies. • Community Design: Improvements were made in the following areas: 500 West, Rotary Park, Lions Park, Dixie Park, and Mill Creek Parkway. We also planted a lot of trees and other plants. • Financial Sustainability: Twenty five year track record for controlling project expenditures. ENGINEERING DEPARTMENT ANNUAL REPORT FOR 2014 • Teamwork — Worked with other City departments to facilitate projects. • Asset Management — Assisted Public Works with implementing inspection and maintenance strategy. Worked toward inventorying asset quality, partly using information obtained from the downtown Questar project. • Preferred Engineering Firm Consultants — Chose and engaged three private engineering firms to perform specialized services. • GIS Database Development and Mapping — Produced and maintained the City's interactive website maps. Implemented regime for Public Works staff to locate features using GPS mobile units. Furthered progress on sewer model completion. Produced 2' contours from rim to rim for all of city limits. • Water Resource Protection and Storage — Attended the USGS regional groundwater study meetings. Attended the Moab Area Watershed Protection Meetings. Worked with Hansen, Allen & Luce Engineering to produce feasibility study for new two million gallon water tank. • Wastewater Treatment Facilities Plan — Worked with Public Works department to obtain feasibility study by Bowen Collins Engineering. • Communications: UDOT — Coordinated with UDOT to make pedestrian signals at 200 S and Uranium Avenue safer. • Communications: Grand County — Coordinated with Grand County on proposed motel development and Lions Park. • Lions Park Utility Extensions — Facilitated construction of water & sewer lines to service future Lions Park & Transit Hub restrooms. • Lions Park — Worked with UDOT representative firm, DFCM and Archiplex architects produce construction drawings. • 500 W Phase 3 — Worked with UDOT and Horrocks Engineering to produce construction drawings, dealing with major design changes at the Kane Creek Blvd. intersection. • 500 W Waterline - Worked with Horrocks Engineering to design & produce construction drawings • 400 E Waterline Repair — Facilitated construction of Bowen Collins design to place pipe under bridge • Impact Fee Study — Worked with consultant to update impact fees. • Economic/Business Enhancement/Expansi on — Participated in development reviews and/or inspections BUILDING DEPARTMENT Annual Report for 2014 Leadership and Teamwork ■ Participated in City's Community Development bi-monthly DRT meetings ■ Involved with Community Action Team (ACT) to create combined involvement to enforce code violations ■ Bill Hulse received accessibility certification and is now a member of the Exam Development Committee certification for International Code Council (ICC) accessibility exam ■ Jeff Whitney received Lifetime Honorary membership to ICC; Certification and Testing Committee member which governs all ICC certifications ■ Jeff Whitney and Mona Pompili received Certified Floodplain Manager certifications to work with Sommar Johnson for FEMA compliance Asset M anageme nt ■ Continued green office practices including recycling furnishings and paper, day lighting in our office, and digital plan review submittals ■ Encouragement of green construction practices in the community including researching proposed sustainable methods Communication ■ Updated webpage to inform Moab residents of current requirements ■ Linked City Community Development webpage to the Building Department's page as an added convenience for City property owners Financial Sustainability ■ City building permits issued in 2014: 133 Total Permits; $27,865,171 Total Valuation; $158,820 Total Fees ■ Waived fee amount: $4,257 (City projects, Aspen Cove Transitional) ■ Residential New Construction: 35 Permits; $7,365,766 Valuation; $61,469 Fees ■ Multi -Family New Construction: Two Permits (10-unit transitional housing; 24-unit employee housing) ■ Solar permits: 3 Community Design ▪ Provided four building code training opportunities for contractors Police Department Annual Report for 2014 The Police Department's most important activities and accomplishments for 2014 were as follows: • Citations Issued: 2013: 519. 2014: 881. This is a 69% increase. • Total reports taken: 2013: 3,561. 2014: 3,001. This is a 16% decrease. • Accident reports: 2013: 76. 2014: 89. This is a 17% increase. • 2013 DUI: 59. 2014 DUI: 67. This is a 13% increase. • Shift Log Entries for 2014 were 21,932. A Shift log entry is a daily log of on -duty activity. Some include a written report and other incidents that do not require a written report. Examples: medical calls, civil standby, telephone details, VIN inspections, physical training, case follow up, bike patrol, court, report writing, traffic stops, etc. • Training: Narcotics identification and the successful prosecution of those cases, DUI enforcement, child abuse interviewing, field sobriety, firearms, legal update, pharmaceutical, sexual harassment, drug testing, DARE training, bike patrol, hazardous material, domestic violence, internet crimes against children, computer and records management system, active shooter at schools, sexual offender registry, government release of records, and many more. • Special events: Jeep Safari, car show, numerous ATV rallies, numerous marathons, numerous bicycle events, parades and many other events • Public relations on a state level: Utah Narcotics Association,(immediate past President) Law Enforcement Legislative Review Committee on Communications, Utah Peace Officers Association, Utah Chiefs of Police • Merit increases through evaluation and cost of living adjustment 6 Three new cars were purchased Moab Area Narcotics Enforcement Team Annual Report for 2014 The Moab Area Narcotics Enforcement Team's most important activities and accomplishments for 2014 were as follows: • MANET is continually working on drug cases mostly derived by the patrol division. The person assigned to this division is and has been assigned to the investigations division. This department also receives and investigates information from sources concerning the distribution of illegal drugs in the community. • Merit increase through evaluation and Cost of Living Adjustment for one employee. • Training: Legal update, Utah Narcotics Officers Association and various other investigative trainings. Animal Control Annual Report for 2014 The most important activities and accomplishments for the Animal Control Division for 201 were as follows: • There were 11 citations issued in 2014 compared to 41 citations issued in 2013, a 73 % decrease. • There were 1,418 reports taken in 2014 compared to 493 reports taken in 2013, a 187% increase. • The Annual Animal Control Conference provided training for officers. • Animal Control employees received merit and Cost of Living salary increases. • Established a relationship with the new veterinarian. Animal Shelter Annual Report for 2014 The Animal Shelter's most important activities and accomplishments for 2014 were as follows: • Continued the shelter volunteer/dog walking program • Continued the community service program • Continued the school education program • Intake: 130 dogs from the city; 82 dogs from the county. Total: 212 • Intake: 46 cats from the city; 13 from the county. Total: 59 • Total dogs and cats received: 271. Of those, 70 were adopted, 182 went home,16 were transferred and three were euthanized due to medical issues • Maintained a good relationship with the Humane Society of Moab Valley • Employees received merit increase and Cost of Living Adjustments • Maintained a good relationship with the community Recreation Annual Report for 2014 Accomplishment of Departmental Goals in 2014 • Increased the number of certified coaches • Built a mutually beneficial fundraising relationship with Beacon After School Program • Re-established a working relationship with the Old Spanish Trail Arena for youth and adult soccer • Increased youth and adult participation • Improved recruiting of youth sports referees • Provided administrative support for MRAC, Teen Center and MARC Contributions Toward the Accomplishment of City -Wide Goals in 2014 • Provided conflict resolution training for key recreation staff • Supported a wide variety of private individuals and groups in the delivery of community recreation services • Improved promotion of recreation events by establishing better communication with local media outlets • Engaged the community in healthy activities that improved connectivity of our diverse population • Maintained a conservative approach to fiscal management Moab Arts & Recreation Center Annual Report for 2014 Accomplishment of Departmental Goals in 2014 • Improved communication. MARC staff participates in monthly Recreation Department meetings. • Developed a parking protocol and map that is distributed to any event expecting more than 75 people. • Engaged in professional development. MARC Director participated in the Utah Arts and Museums Change Leader program. • Enhanced facility security. New night security and special events person hired in November. Contributions toward the Accomplishment of City-wide Goals in 2014 • Remained fiscally conservative with all special events & classes Moab Recreation & Aquatic Center Annual Report for 2014 Accomplishment of Departmental Goals in 2014 • Ended FY 2013-14 with net positive of $70,000 without reducing usage hours or compromising safety or quality standards • Remained under the budget in YTD 2014-15 expenditures despite increasing maintenance salary hours for deep -cleaning and refurbishment • Maintained exemplary safety record with no major incidents • Maintained steady usage by SilverSneakers members despite withdrawal of two major insurance providers from geographical area • Continued work on cost ratio analysis for long-term maintenance, repair and replacement of all aspects of physical plant • Increased use of facility by school district, community support groups • Accommodated two competitive swim teams and noncompetitive swim club Contributions to the Accomplishment of City -Wide Goals • Increased tourist visitation to the facility, contributing to visitors' perception of the City as vacation destination offering a wide variety of activities • With addition of scoreboard and time clock, MRAC meets national standards as host facility for invitational competitions • Reduced costs and increased revenue, strengthening City's financial position • Accomplished most facility maintenance and repair in-house, protecting city assets while practicing fiscal conservatism • Provided wellness and recreational programming to a wide range of local users of all ages, promoting a healthy and happy community Teen Center Annual Report for 2014 • The Teen Center was not active in 2014 Public orks°.dministration Annual Report for 2014 Accomplishment of Departmental Goals in 2014 • Annual Maintenance — Coordination, planning and implementation of adequate preventive maintenance programs for the water and sewer department • Coordination & Construction Management of Capital Projects — North Area Water and Sewer, 500 West water line project (in progress) road maintenance projects, Updated striping plans for sections of 500 West, 400 East; Installed a new ADA accessible crosswalk at 200 South 400 East • Planning and Preparation for future projects — 500 West Waterline Replacement Project, 500 West Road Reconstruction Project; working toward upgrading the Public Works Buildings to include additional space for the Parks and Sewer Departments; water tank project and WWTP upgrade project • Human Resource Management and Assistance— Retirement, hiring several new positions, training, etc. Contributions toward the Accomplishment of City-wide Goals in 2014 • Asset Management Plan — We have procured a great amount of data that will help us determine priorities for the future Asset Management Plan • Interdepartmental and Interagency Coordination — Working with various departments and agencies for maintenance coordination and planning of future projects • Cooperation and team building — We have been and will continue working toward better coordinated, cooperation and customer service skills as well as more detailed planning with each department within Public Works Public orks - Streets Annual Report for 2014 Annual Roadway, Right -of- Way & Motor Pool Maintenance Programs • Applied fourteen tons of crack seal product • Applied forty tons of chip seal on city roads • Continued to update all city signs to engineer grade signs • Maintained all city vehicles and equipment in a safe and operable condition as well as preparing vehicles for auction • Completed all necessary right-of-way maintenance including roadway striping • Conducted regular street sweeping according to our regular schedule, which includes sweeping Main street weekly and all City streets on a monthly basis • Assisted with bi-annual inspection of dams with the State of Utah as well as regular maintenance of dams • Inspected and maintained storm drains and catch basins • Provided support for special events with traffic control and temporary traffic control structures • Responded to emergency callouts for snow removal, sign replacement, flood clean up from heavy storm flooding city-wide, as required • Safety & Training — Employees completed all required safety meetings including First Aid, CPR, Flagging, Equipment Safety & CDL certification as required Special Projects • Completed various sidewalk, curb and gutter replacement projects • Completed annual trip hazard mitigation program • On 400 E., restriped and added lanes to make the 300 S. intersection more traffic friendly and safe • On 500 W., restriped the road to add safer lanes for bicyclists Public orks — Facilities annual `report for 2014 • The Public Facilities Department performed routine maintenance for the following facilities: City Center, Public Works yard & grounds, the MARC, Center Street Gym/Teen Center, Sun Court, Girl Scout House, Moonstone Gallery, East and West Center Street Landscaping, the West Center Public Parking Lot, 500 West, West Hale Landscaping and the 400 East Medians • Assisted at MRAC, Animal Shelter and other areas as needed. • Performed seasonal duties as needed • Attended monthly safety meetings, training, workshops, seminars and continuing education • Completed special projects, including new paint and flooring at the gym, improvements at the MARC, repair of elevator and HVAC units at City Center and replacement of the heating system at the Scout House Public orks - Safety Annual Report for 2014 Safety Department Activities and Accomplishments in 2014 • Procured and maintained all safety equipment & Temporary Traffic Control equipment needed for the Public Works Department including speed monitoring trailer, GPS data input and management of the sign retro reflectivity program • Monitored and ensured all Construction Safety Zones are in place and comply with city and state safety policies as well as insuring compliance with the MUTCD as required for all projects • Managed the Public Works Department Safety Incentive program • Conducted safety inspections in coordination with the Utah Local Governments Trust (ULGT) on all facilities, City utilities & infrastructure, and schedule repairs and reported safety hazards with special attention to city playgrounds on a weekly basis and repair or facilitate repairs • Maintained the City's Occupational Safety and Health Administration (OSHA) 300/301; Logged, reviewed safety and injury records with ULGT and integrated results into our Safety and Training Programs • Scheduled and facilitated safety committee and city safety meetings as required to meet federal, state and local requirements • Participated and encouraged city employees to participate in the ULGT Excellence in Risk Management Program • Inspected all insured that all work being done on city right of ways by contractors was completed according to city policy • Facilitated and maintained moisture density gauge in proper operating condition including yearly certifications as required • Completed moisture and density testing and levels on all city projects to insure that all sub -grade material meets city requirements. Public Works - Parks Annual Report for 2014 PARKS DEPARTMENT ACTIVITIES/ACCOMPLISHMENTS IN 2014 • Performed routine maintenance in the following areas: Swanny City Park, Rotary Park, Center Street Ball field, Circle Park, Gonzo Area, Cross Trails Park, Dixie Park, Bark Park, Disc Golf Course, Grand County Family Support Center and the City Trail System, as well as limited maintenance at Anonymous Park • Performed Seasonal Duties include the following: o Parks Maintenance Responsibilities - mowing, weed control, tree trimming, planting, aerating, fertilizing, snow removal, frequent cleanup of leaves, sweeping, trash and weed cleanup o Restroom maintenance, cleaning and re -stocking of paper products o Trail maintenance - Weed control and garbage cleanup, erosion control, leaf blowing, snow removal, and storm damage repairs o Facilities repairs including park bench, fence, building and pavilion staining and finish, restroom painting, staining, graffiti removal, baseball park sun screen installation and repairs o Special event preparation and cleanup, Christmas lights and decoration maintenance, put- up and take -down of pole banners, decorations and lighting. Assistance with traffic control for various events o Maintenance of department equipment weekly or as recommended by manufacturer o Monthly safety meetings, training, workshops and seminars Public Works - Water Annual Report for 2014 Accomplishments • Water Connections - Installed eight new residential water connections and seven service lines, repaired ten water leaks, abandoned one waterline • Meter & Valve Replacements - Installed, replaced or repaired forty- three meters, seventy radios, forty dials, three meter valves and one large valve • Sewer Connections - Tapped and installed five sewer connections, repaired four service lines and one main line, abandoned septic tank on West Center Street • Interagency Coordination — Supported multiple city departments with various water, sewer and other unrelated issues • Water Sample Testing — Conducted monthly bacterial samples, as well as tests on all new water connections and fire lines Replaced Chlorine Rotameter at Skakel pump house, replaced sidewalks on Locust Lane • Training & Certifications - Sent two employees to the Annual WEAU Conference Preventive Maintenance • Flushed and tested 122 fire hydrants • Located, cleaned out and exercised one hundred fifty five water valves • Completed fire suppression survey and tested all city -owned backflow prevention devices Cold Weather Repairs & Damage • Only minor issues occurred this year relating to cold weather Public Works - Sewer Collections Annual Report for 2014 Accomplishments • Installed one new sewer connection • Replaced and repaired two sewer service lines • Conducted sewer line cleaning and video of approximately 6013/0 of the sanitary sewer system according to City Preventive Maintenance Plan • Completed Annual Sewer Manhole Inspection Plan and input GPS coordinates for all known manholes with pictures of each sewer manhole • Conducted all requested locates and camera inspection for plumbers and citizens • Began regular inspections of all grease and sand traps on the sanitary sewer system • Coordinated with the WWTP in cleaning debris from digesters, lines, pits and channels utilizing the Vac -Con truck • Helped with the EPA inspection of the WWTP Cold Weather Repairs & Damage • There were no significant cold weather issues with the sanitary sewer system due to cold weather this year Public Works - WWTP Annual Report for 2014 Activities and Accomplishments • Passed all quarterly WET(Whole Effluent Toxicity) tests • No lost time due to on the job injuries • Replaced pumps, valves, lines and equipment, including electrical as needed to keep plant operational; Sewer crew and mechanics assisted with several plugged lines, cleaned screw pump pits several times; cleaned troughs and assisted with repairs as needed • DWQ/DEQ and EPA Inspection — Provided all required documentation and insured that all additional information requested was submitted • Sludge dewatering press — Assisted with the installation and startup of the dewatering press and conveyor, insured that all preventive maintenance was completed; insured that press was operated as often as possible to reduce the amount of sludge in the drying beds • Shut down boiler and primary digester due to bad processing conditions and switched to using secondary digester • Coordination with Public Works Director to insure that all necessary plant upgrades needed are addressed in a timely manner • Certifications: All full time and part time Plant Operators maintain all required Waste Water Treatment Wastewater Operator certifications • Assisted with completion of the Draft Wastewater Treatment Plant Facilities Master Plan • Dealt with UUPDES permit violations. Although the plant violated the permit limits in BOD and TSS levels several times during 2014, the plant has since begun operating within the permitted levels. This has been accomplished through the intense efforts of the Plant Operator and other staff over the past several months. As a result of purchasing the dewatering press staff has been able to get ahead of the excessive amounts of sludge that have been building up over the last few years and the plant is running better. The plant is expected to stay under permit levels for approximately three years.
