AN ORDINANCE ANNEXING TERRITORY
TO THE CITY OF GREENCASTLE, INDIANA
AREA I (FRAZIER STREET)
WHEREAS, the Common Council of the City of Greencastle,
Indiana, has determined that it would be advantageous to the
citizens of the City of Greencastle, Indiana and to the citizens
of the proposed area sought to be annexed to annex such territory
and to include the same within the boundaries of the City of
Greencastle, Indiana, and;
WHEREAS, the Common Council of the City of Greencastle,
Indiana, has adopted by Resolution a written fiscal plan for such
area, pursuant to law,
NOW, THEREFORE, be it ordained by the Common Council of the
City of Greencastle, Indiana, as follows:
1. That the Common Council of the City of Greencastle,
Indiana hereby annexes the following described territory outside
the City of Greencastle, Indiana, but adjacent thereto, and
® within the County of Putnam and the same is declared to be a part
of the City of Greencastle, Indiana, and is described as follows:
Commencing at the Northwest corner of the
Northwest Quarter (SW 1 /4) of Section 15, Township
14 North, Range 4 West; thence South along the
West line of said section to the Southerly right -
of -way line of the C.C.C. and St. Louis Railroad;
thence Southwesterly along said southerly right -
of -way line to the Southerly right -of -way line of
the Monon Railroad, the point of beginning; thence
Southwesterly along the Southerly right -of -way
line of the C.C.C. and St. Louis Railroad, to a
point 200 feet Easterly of the Easterly right -of-
way line of Indiana Rte. 43 (U.S. 231); thence
Southerly, 200 feet East of, and parallel to, the
right -of -way line of Indiana Rte. 43 (U.S. 231) to
the extension of the North line of Carp Street
(now Earp Street); thence East to the Northerly
right -of -way line, of the Monon Railroad; thence
Northeasterly, along said Northerly right -of -way
line, to the East line extended to College Avenue;
thence South, along the East line of College
Avenue extended, to the Southerly right -of -way -
line of the Monon Railroad; thence Northeasterly,
along the Southerly right -of -way line of the Monon
Railroad to the point of Beginning. .
2. That the territory sought to be annexed is contiguous
® to the municipality and is zoned for residential usage, R -1 --
Single Family Residence.

3. That the territory sought to be annexed is contiguous
® to the municipality as required by Section 1.5 of I.C. 36- 4 -3 -1.5
in that the proposed territory for annexation has boundaries that
are common with the existing corporation line amounting to 60% of
the proposed area, thereby exceeding the 25% required by law.
4. That the territory sought to be annexed is needed and
can be used by the City of Greencastle, Indiana, for its
development in the reasonably near future.
5. That upon annexation the territory shall be in the
First Ward.
6. That the Common Council of the City of Greencastle,
Indiana, has developed a written fiscal plan, by Resolution, as
of the date of the passage of the annexation ordinance.
7. That this Ordinance shall be in full force and effect
from and after its passage and approval by the Common Council of
the City of Greencastle, Indiana, legal publication and
notification pursuant to law and passage of the time allowed by
® law for the filing of remonstrances against this ordinance.
PASSED and ADOPTED by the Common Council of the City of
Greencastle, Indiana this 22nd day of August, 1989.
