AUTHORIZING THE TOWN OF LEESBURG'S PURCHASE OF 7.91584 ACRES
OF LAND FROM TI-IE OURS FAMILY AND 2.086 ACRES OF LAND FROM
THE TOLL ROAD CORPORATION OF VIRGINIA FOR LEESBURG
MUNICIPAL AIRPORT
WHEREAS, on June 13, 1990, Town Council authorized the town manager to seek state and
federal funding for the acquisition of property from the John Ours family; and
WHEREAS, the state funding allocation for the acquisition of this property was made on July 8,
1992; and
WHEREAS, the federal funding allocation is anticipated within six months of the beginning of the
new federal fiscal year which begins on October 1, 1992; and
WHEREAS, the parcel, identified as tax map number 48-72B, must be acquired prior to installation
of the instrument landing system; and
WHEREAS, the instrument landing system has been incorporated into the town's adopted airport
~n~-~ter plan to improve the safety and msrketability of Leesburg Municipal Airport; and
WHEREAS, a portion of this parcel, owned by the Ours family, has been or will be purchased by
the Toll Road Corporation of Virginia as part of the Dulles Toll Road Extension; and
WHEREAS, the Toll Road Corporation of Virginia desires to purchase upon sale of their portion
of the property, a permsnent transportation easement for the Dulles Toll Road extension and public access
easement from the town:
THEREFORE, KESOLVED by the Council of the Town of Leesburg in Virginia as follows:
SECTION I. The town msnager is hereby authorized to execute an agreement for the purchase
of 7.91584 acres of land from the Ours family for Leesburg Municipal Airport for a purchase price of
$1,465,459.46. Settlement of the same is subject to the receipt of 90% of the purchase price from the
Federal Aviation Administration, 5% from the Virginia Department of Aviation, and 5% from the Town of

Leesburg and settlement shall be simultaneous with settlement of 2.086 acres of land from TRCV as set
forth in Section [[. Such agreement for purclmse shall be in a form approved by the town attorney.
SECTION II. The town manager is hereby authorized to execute an agreement for the purchase
of 2.086 acres of land from the Toll Road Corporation of Virginia for Leesburg Municipal Airport for a
purchase price of $385,840.54. Settlement of the same is subject to the receipt of 90% of the purchase
price of 7.91584 acres of land from Ours as set forth in Section I from the Federal Aviation Administration,
5% from the Virginia Department of Aviation, and 5% from the Town of Leesburg and settlement shall
be simultaneous with settlement of 7.91584 acres of land from Ours as set forth in Section I. Such
agreement for purchase shall be in a form approved by the town attorney.
SECTION III. The above settlements are contingent upon simultaneous settlement between the
Town of Leesburg and the Toll Road Corporation of Virginia for the purchase from the town of a
permzuent transportation easement Dulies Toll Road extension and a public access easement for
$92,565.00.
