Check our website for updates at: www.moabcity.org ORDINANCE NO.2015-01 AN ORDINANCE AMENDING THE CITY OF MOAB CLASSIFIED HOURLY PAY RATE SCHEDULE AND EXEMPT AND ELECTED OFFICIALS' SALARIES WHEREAS, the Moab City Personnel Policies and Procedures Manual allows that pay ranges may be adjusted periodically to accommodate increases in the cost of living; and WHEREAS, the Moab City Personnel, Policies and Procedures Manual calls for using standard state and national measures to determine cost of living adjustments; and WHEREAS, the Utah Bureau of Labor Statistics showed that the Cost of Living Increase for the State of Utah from 2012-2013 was greater than 2%; and WHEREAS, the 2014/2015 Fiscal Year Budget Shows a 2% Cost of Living Increase for all employees covered by the Pay Rate Schedule; and WHEREAS, the proposed "City of Moab Classified Hourly Pay Rate Schedule" is attached to this resolution as Attachment A, respectively; and WHEREAS, Moab Municipal Code Section 2.44.010 states that all salaries of the elective and appointive officers of the City and the other employees of the City shall be fixed by motion or resolution of the City Council as in accordance with existing law. NOW, THEREFORE, WE, THE GOVERNING BODY OF THE CITY OF MOAB RESOLVE TO ADOPT The City of Moab Classified Hourly Pay Rate Schedule (Attachment A) and Exempt and Elected Official Salaries (Attachment B) as referred herein effective July 1, 2014. The Health Department has taken over this event from the Youth Garden Project. In previous years the weekly market has been conducted with no major issues. This event does not require law enforcement or other logistical support. The Special Events Committee has reviewed the application and supporting material and recommends approval of the event and use of the park with conditions. Options: The Council may approve, approve with conditions, deny or postpone the item. Staff Recommendation: Staff recommends Approval of the Special Business Events License and Special Use of Swanny City Park with the following conditions: 1) Applicant will provide an updated vendors list each week one day prior to the event; 2) Applicant will keep the event confined to the park area indicated on the submitted application; 3) Applicant will actively inform participants and vendors of the Park Policy regarding no dogs or other animals in Swanny City Park. 4) There will be no vehicles parked on the lawn. I proposed that SEUDHD take over sponsorship of the Market because it is an asset to the community and promotes the idea that healthy eating is key to a healthy community. Through the market I hope to create an environment that promotes educational experiences, healthy living and a welcoming environment to all demographics. The Market will be open to the public. SEUDHD will only collect minimal fees from vendors in an effort to break even at the end of the season. I would like to ask the Council to consider waiving all fees associated with special events and use of Swanny Park for the 2015 season. This waiver will greatly help the market. There are very few items that need to be included in the budget opening, affecting only the General Fund, the Recreation Fund and the Community Devleopment Fund. In the General Fund, we received several state grants for the Police Department in the amount of $24,498, so both revenues and expenditures should be adjusted by this amount. We also received two other donations —one for the Spyhop youth video/film program in the amount of $750, and one from the Beehive Community Grant in the amount of $1,000. Accordingly, the Film Commission budget shows and increase of $750 for the program, and there is a new line line item called Mayor's Grants to be used for disbursal of the Beehive Grant. Most other changes in the General Fund have to do with the increased cost associated with switching our health care insurance provider. Luckily, these additional costs may be covered by interdepartmental transfers and increased revenue. For the Recreation Department, the changes reflect the addition of the Dodgeball program in the amount of $400. The Community Development fund shows a decrease, due to having spent several items in last year's budget year that had been carried over to the current year budget. Options: Council can approve, table, or deny the proposed resolution. Staff Recommendation: Staff recommends approval of the proposed resolution, after the public hearing is held.
