Dr. Leonard read•to the`councii a letter from Mr. Smith of.the
Town of Surfside enclosing a copy of a petition to the County Commis§ion the
' snrfside council had endorsed requesting that playgrounds be built for the
,children in the Haulover County Park. It was suggested that the 1121age Mana-
ger acknowledge this letter.
Dr. David Pmley who was present asked if he might. ask someApestions
about the council's action regarding the bank parking,, He said that be hadn't
heard anything but 'criticism against it.

Dr. Leonard said he would like to know why everyone was adverse
Dr. Exley replied that he believed it was mostly because people didn't,
understand the matter and believed it to be a park.
Dr. Leonard said that he believed the least people could do when they
didn't understand things was to cane to the village hall and find out about them
before criticizing and that he would be glad to talk to anyone aeany time, He
said that De would like to explain to.Dr. Exley and show him the maw-

There being no further business before the meeting on motion duly
made, seconded and carried .the .meeting was adjourned.

The Council of Bal Harbour Village met at the Village Hall,
Mondays February 15, 1954, at $:00 o'clock P. M.
There were present: Dr..Leonard and Messrs. Beatty, Brown
and Stokely.
Absent; Mr. Collins.
Also present were W.H..Webb, Village Manager; Mary Wetterer,
Village Clerk; and Thomas Anderson, Village Attorney.
The minutes of the meeting of. January 117 1954 were read and
accepted as cprrected with relation to deleting any reference to the
election regardbg parking.
FEBRDARY 15. 1954
Mr, Don Barger of the Connecticut General Life Insurance Company
explained to the council a retirement plan they had worked out for Bal Harbour
Village. After discussion it was suggested by Mr. Brown that a committee of
two be appointed to study this plan with Mr. Barger and report at a later
meeting. The Mayor then asked Mt. Beatty and Mr. Stbkfly to serve on. this
committee,
Dr, Leonard suggested that. inasmuch as Mr. John L. Morris of
National Airlines was present that he be heard at this time. Mr. Morris
explained to the council that he appreciated the temporary permission granted
them to establish a heliport on the Bal Harbour Community Plaza and that:
when complaints were referred to him that he had made arrangements to land
here only when'they had. assengers and that arrangemehts are being made to
land at a new location next to Baker's Haulover. He said he was certain that
at the new landing location no complaints would be received. After discussion
it was moved by Mr. Brown that permission be granted to National Airlines to ..
establish a heliport on Lots 78 and.19 of the Ocean Front Section of.Bey Harbor
andan acreage tract north of same as shown on the recorded plat of the Resid-
ential Section of Bal Harbour. Subject to a thirty (30) day cancellation
notice if there are any ccmplaints, and that Mr. Webb,. as Village Manager,
be authorized.te transmit thid approval to the Dade County Port Authprity.
The motion was seconded by Mr. Beatty and unanimously passed. Mr. Andrew P.
Carroll who was also present'at the meeting was asked if he wished to say
anything and he replied,"No:

the audit was approved.

Mr. Webb said that if the council agreed he would like to open an
account at the new bank. After discussion it was decided that the entire
account could be moved to theComgunity National Bank of Bal Harbour. .There-
upon on motion of Mr. Beatty, seconded by Mr. Brown, it was unanimously voted
to designate the Community National Bank of Bel Harbour as the depository for
the Bat Barbour Village Funds. Checks to be signed by either.Mr. Webb, as.
Village Manager, or Dr. Leonard, as Mayor.
There being no further business before the meeting on motion duly
made, seconded and .carried the meeting was adjourned.
