A RESOLUTION OF THE CITY OF MOAB SUPPORTING THE STATE OF
UTAH'S DRINKING WATER CLASSIFICATION OF THE MOAB-SPANISH
VALLEY GROUND WATER AQUIFER GRAND AND SAN JUAN COUNTIES,
UTAH TO CLASS lA (13%) AND CLASS II (87%);
AND
THE CITY OF MOAB FURTHER RESOLVES TO SUPPORT THE STATE OF
UTAH'S DRINKING WATER CLASSIFICATION OF A PORTION OF THE
GLEN CANYON GROUND WATER AQUIFER, MORE SPECIFICALLY
DEFINED AS THE AREA EAST OF THE VALLEY AQUIFER AND WEST OF
MILL CREEK, TO CLASS 1B IN GRAND AND SAN JUAN COUNTIES, UTAH.
WHEREAS, the City Council was elected to protect the health, safety and welfare of the
citizens of Moab; and,
WHEREAS, drinking water is an essential and necessary component of a sustainable
community; and,
WHEREAS, residents of Moab -Spanish Valley, to include residents in the City of Moab,
Grand County and San Juan County, are dependent on the Valley and Gen Canyon
Aquifers for all their drinking water needs; and,
WHEREAS, the Environmental Protection Agency (EPA) has designated the Glen
Canyon Aquifer as a "sole source aquifer"; and,
WHEREAS, the Glen Canyon Aquifer has not been scientifically quantified and thereby
remains uncertain as to how much of this drinking water source remains uncommitted,
and,
WHEREAS, the projected build -out for Moab -Spanish Valley, based on zoning, could
be three (3) or more times its current development level; and,
WHEREAS, the Valley Aquifer contains an estimated 200,000 acre feet of quality
drinking water that could be available as a future drinking water resource for residents of
the City of Moab, and Grand and San Juan Counties; and,
WHEREAS, the residents of the San Juan portion of the Moab -Spanish Valley are now
and are likely to be in the future solely dependent on the Valley Aquifer; and,
WHEREAS, the City of Moab and the Grand County Water & Sewer Agency have
expended millions of dollars to construct a countywide sanitary waste water system to
protect these aquifers from pollution.

NOW THEREFORE BE IT RESOLVED THAT THE CITY OF MOAB supports the
classification of the Moab -Spanish Valley Aquifer to the State of Utah's drinking water
Class IA (13%) and Class II (87%) in Grand and San Juan Counties, Utah; and;
BE IT FURTHER RESOLVED THAT THE CITY OF MOAB supports the
classification of a portion of the Glen Canyon Aquifer, defined as the area east of the
Valley Aquifer and west of Mill Creek, to the State of Utah's drinking water Class 1 B in
Grand and San Juan Counties, Utah.
PASSED AND APPROVED in open Council by a majority vote of the Governing Body
of Moab City Council this 14th day of June, 2005

A RESOLUTION OF GRAND COUNTY SUPPORTING THE STATE OF
UTAH'S DRINKING WATER CLASSIFICATION OF THE MOAB-SPANISH
VALLEY GROUND WATER AQUIFER IN GRAND AND SAN JUAN
COUNTIES TO CLASS 1A (13%) AND CLASS II (87%) IN GRAND AND SAN
JUAN COUNTIES, UTAH;
AND
GRAND COUNTY FURTHER RESOLVES TO SUPPORT THE STATE OF
UTAH'S DRINKING WATER CLASSIFICATION OF A PORTION OF GLEN
CANYON GROUND WATER AQUIFER, DEFINED AS AN AREA EAST OF

WHEREAS, the Grand County Council was elected to protect the health, safety and
welfare of the citizens of Grand County; and,
WHEREAS, drinking water is a necessary component of a sustainable and healthy
community; and,
WHEREAS, residents of Moab -Spanish Valley, to include residents in Grand County,
the City of Moab and San Juan County, are dependent on the Valley and Glen Canyon
Aquifers for their drinking water needs; and,
WHEREAS, the Environmental Protection Agency (EPA) has designated the Glen
Canyon Aquifer as a "sole source aquifer" and,
WHEREAS, the Glen Canyon Aquifer has not been scientifically quantified and
therefore it remains uncertain as to how much of this drinking water resource remains
uncommitted; and,
WHEREAS, the projected build -out for Moab -Spanish Valley, based on zoning, could
be three (3) or more times its current developed level; and,
WHEREAS, the Valley Aquifer contains an estimated 200,000 acre feet of quality
drinking water that could be available as a future drinking water resource for residents of
the Grand County, the City of Moab and San Juan Counties; and,
WHEREAS, the residents of the San Juan portion of the Moab -Spanish Valley are now
and may be in the future solely dependent on the Valley Aquifer; and,
WHEREAS, the San Juan County portions of Spanish Valley are dependent on septic
systems for wastewater disposal which may be introducing pollutants into the Valley and
Glen Canyon Aquifers; and,
WHEREAS, the San Juan County portions of Spanish Valley are experiencing and will
likely continue to experience rapid residential growth; and,
WHEREAS, Spanish Valley Water and Sewer Improvement District and the City of
Moab have expended millions of dollars to construct a county -wide sanitary waste water
system to protect these aquifers from pollution.
NOW THEREFORE BE IT RESOLVED THAT GRAND COUNTY supports the
classification of the Moab -Spanish Valley Aquifer to the State of Utah's drinking water
Class IA (13%) and Class II (87%) in Grand and San Juan Counties, Utah; and;
BE IT FURTHER RESOLVED THAT GRAND COUNTY supports the classification
of a portion of the Glen Canyon Aquifer, defined as the area east of the Valley Aquifer
and west of Mill Creek, to the State of Utah's drinking water Class 1B in Grand and San
Juan Counties, Utah.
