IONA COMMUNITY CENTER
PRESENT: Council President Bruce Case, Council Member Rob Geray, Council Member Dan
Gubler, Council Member Robyn Keyes, Public Works Director Zech Prouse, Police Chief
Shannon Basaraba, Building Inspector Allen Eldridge, and City Clerk Julie Hammond.
ABSENT: Mayor Brad Andersen and Treasurer Amy Sullivan.
VISITORS: Hannah Horner, Hayden Chatterton, and Jessica Chatterton.
Council President Case conducted the meeting for Mayor Andersen who had been asked to
attend a Land & Water Conservation Fund Conference in Washington DC along with the Full
Time Mayor of Twin Falls. Council President Case also reminded everyone that the preliminary
budget would be coming up in July.
Planning & Zoning (P&Z) Discussion
It was proposed that P&Z Chairman be paid $100 a month and P&Z Members be paid $50 a
month. Council Member Keyes was in favor because P & Z Chairman Garren has put in extra
personal time to meet with Attorney Storer and attend Bonneville County P&Z Meetings. P&Z
Members also spend time reviewing code to make informed recommendations. Council
President Case agreed that the P&Z Chair does a lot. Council Member Geray stated that it would
be $3,600 added to the budget each year for a nine month commitment. Council Member Geray
was also concerned about paying people who don't do anything. Council Member Gubler stated
that it is an appointed position and it could look like a good old boy system. Council President
Case reminded everyone that they are a recommending board not a decision making board.
Building Inspector Eldridge remarked that everyone does like to feel appreciated and that P&Z
did the starting leg work for the City. The discussion was tabled and will be brought back next
month.
MYAC (Mayor's Youth Advisory Council) Report
Information Director Horner, Middle School Publicist Hayden Chatterton, and Historian Jessica
Chatterton introduced themselves and gave a report on the recently attended AIC Youth
Conference in Boise. Publicist Chatterton reported on the Event Planning and Fundraising
Workshop as well as the College Preparation — Advanced Opportunities Workshop. Information
Director Horner reported on the leadership skills and teamwork they learned through the Ropes
Course at Bodies in Motion as well as learning how to feel comfortable with people. Historian
Chatterton reported on Drug Free Teens and how it inspired them to try and get something
started through District #93/Iona MYAC. The youth thanked Council for supporting their
attendance at the conference. The youth also stated that they would be sharing the information
learned at the conference with the rest of MYAC.
Employee Reports
Public Works: Council President Case stated that we were still waiting for approval on the
Splash Pad Grant. Public Works Director Prouse indicated that the City would still put in the
parking lot at Pioneer Park. He stated that in the next two years the City would need to replace
the bridge near 55th on Rockwood eastbound and would look at a Road & Bridge Grant.
Director Prouse reported that Schiess & Associates were working on Quit Claim Deeds to
homeowners bordering an alley way easement on 50th East and a right of way reduction of
Denning Ave. He stated once done they could pass an ordinance. Director Prouse gave a price
of approximately $30,000 to seal coat one mile of roadway to include a portion of Rushton Road
and all of Main Street. Director Prouse reported they reserved the County mower for the second
week in July. He stated that Brent Johnson, Liberty Homes placed a street light in Mountain
Ridge, Division 4 and road construction would begin next week. He reported that the tennis
court light was repaired and that the majority of the fencing was done at Pioneer Park. They
were 24 slats short. Director Prouse stated that a water restriction would be coming out in the
July Newsletter and thought the City should consider meters.
Police: Chief Basaraba looked at firework permits. He stated that it could not be done unless
you have a Class B License. Code states you have to have wholesaler information. He
recommended not doing it. On another note, Chief Basaraba recommended a Letter of
Restrictions between Iona, Bonneville County and Idaho Falls Police.
Building: Inspector Eldridge reported that there were homes being built in all four new
subdivisions. He stated that there were 25-30 new homes year to date. Inspector Eldridge
indicated that inspections had doubled this month with an average at 10-15 per week to 25-30 per
week. He reported that he was attending the monthly Snake River Chapter Meetings. Inspector
Eldridge reported that Mechanical & Plumbing Inspector McBride was staying on top of
sprinkler permits. He also indicated that the owner of Country Haven, Mike Batt was going to
get control of the weeds in that subdivision.
Council Reports
Lions Club: Council Member Keyes reminded everyone of the Circus sponsored by the Lions
Club on July 2, 2013 at the Rigby Fairgrounds. T. kets would_be on sale in the office thru July
1, 2013.
