HomeMy Public PortalAbout2020_10_27_R110 CARES Act Second Round Non Profit Grant Awards The Town of Leesburg, Virginia PRESENTED: October 27, 2020 RESOLUTION NO. 2020-110 ADOPTED: October 27, 2020 A RESOLUTION : CARES ACT OF 2020 SECOND ROUND NON-PROFIT GRANT AWARDS WHEREAS, on May 12, 2020, the State Secretary of Finance announced allocations of the $1.3 billion received by the Commonwealth of Virginia from the Federal Government's Coronavirus, Aid, Relief, and Economic Security (CARES)Act of 2020 funding; and WHEREAS, the CARES Act funding is limited in permissible uses, and generally restricted for costs that: • Are necessary expenditures incurred due to the public health emergency with respect to the Coronavirus Disease 2019 (COVID-19); and • Were not accounted for in the budget most recently approved as of March 27, 2020 (the date of enactment of the CARES Act) for the State and/or local government; and • Were incurred between March 1, 2020, and December 30, 2020; and WHEREAS, Leesburg has been allocated a second round of $4,797,036 in CARES Act funding, and has accepted and appropriated that funding in Resolution 2020-094 adopted September 8, 2020; and WHEREAS,by Resolution 2020-094 the Town Council has dedicated$1,000,000 of its funding allocation to be used to support non-profits who are working to assist Leesburg residents who have been impacted, either financially or medically, by COVID-19; and WHEREAS, Virginia Code § 15.2-953 authorizes Town grants to nonprofit organizations that are exempt from taxation under § 501(c)(3) of the Internal Revenue Code and are engaged in providing emergency relief to residents; and -2- A RESOLUTION: CARES ACT OF 2020 SECOND ROUND NON-PROFIT GRANT AWARDS WHEREAS, the Governor of Virginia has declared a statewide state of emergency, and this Council has declared a local state of emergency based on the public health threat posed by COVID-19, and the provision of assistance to residents impacted by COVID-19 in accordance with the CARES Act spending requirements will constitute emergency relief to those residents; and WHEREAS, a total of 14 applications were received, with a combined grant request of $476,230; and WHEREAS, staff reviewed the applications for compliance with State Code and CARES Act requirements, resulting in the elimination of four applications; and WHEREAS, 11 non-profits are recommended to be funded with a cumulative grant request of$373,030. THEREFORE, RESOLVED, by the Council of the Town of Leesburg in Virginia as follows: 1. CARES Grant awards will be made to the following non-profit organizations that are supporting and providing emergency services to Leesburg residents who have been impacted by the COVID-19 Pandemic: -3- A RESOLUTION: CARES ACT OF 2020 SECOND ROUND NON-PROFIT GRANT AWARDS Organization: Grant Amount: Catholic Charities $50,000 Destiny Micro-Ministry LLC (a wholly-owned subsidiary of $18,500 Destiny Church Inc.) dba Destiny School for the Arts Every Citizen Has Opportunities $50,000 Help for Others, Inc. $5,775 INMED Partnerships for Children $49,600 Legal Services of Northern Virginia $20,000 Loudoun Hunger Relief $25,000 Loudoun Wildlife Conservancy $4,155 Mobile Hope Association $50,000 Saint Gabriel's Episcopal Church $50,000 Virginia Diversity Foundation (dba Ampersand Project) $50,000 Total $373,030 2. The grant awards are made subject to expenditure of the funds in accordance with Virginia law and the CARES Act spending requirements. 3. Staff is directed to coordinate grant fund distributions to the awarded organizations and work with the organizations to collect all necessary documentaion needed for verification of spending in accordance with Virginia law and as required by the Federal grant program.
