A RESOLUTION : IMPLEMENTATION OF A TENT AND HEATER BUSINESS
GRANT PROGRAM USING CARES ACT OF 2020 FUNDING
TO SUPPORT LEESBURG BUSINESS WITH OUTDOOR
DINING
WHEREAS, on May 12, 2020, the State Secretary of Finance announced allocations of
the $1.3 billion received by the Commonwealth of Virginia from the Federal Government's
Coronavirus, Aid, Relief, and Economic Security (CARES)Act of 2020 funding; and
WHEREAS, the CARES Act funding is limited in permissible uses, and generally
restricted for costs that:
• Are necessary expenditures incurred due to the public health emergency with respect to
the Coronavirus Disease 2019 (COVID-19);
• Were not accounted for in the budget most recently approved as of March 27, 2020 (the
date of enactment of the CARES Act) for the State and/or local government; and
• Were incurred between March 1, 2020, and December 30, 2020 ; and
WHEREAS, dining and drinking establishments have been particularly impacted by the
Governor's order for social distancing; and
WHEREAS, as colder weather approaches, it will be more challenging for eating and
drinking establishments to accommodate patrons with limited indoor capacity; and
WHEREAS, many eating and drinking establishments in Leesburg have expanded
dining to outdoor areas to allow for required social distancing; and
WHEREAS, temporary tents and portable heaters can assist businesses in creating
temporary outdoor dining spaces during colder weather.

A RESOLUTION: IMPLEMENTATION OF A TENT AND HEATER BUSINESS
GRANT PROGRAM USING CARES ACT OF 2020 FUNDING TO
SUPPORT LEESBURG BUSINESS WITH OUTDOOR DINING
THEREFORE, RESOLVED, by the Council of the Town of Leesburg in Virginia as
follows:
1. CARES Act funds received by the Town of Leesburg will be used in part to support
a temporary tent and heater reimbursement grant program to support dining and
drinking establishments within the Town by providing grants up to $5,000 for
temporary tents and up to $2,500 for portable heaters to assist these establishments
in creating outdoor spaces for their patrons.
2. Funding for this program will be allocated from unallocated funds from the Town's
CARES Act Business Grant Program.
