A RESOLUTION : APPROVING A SUPPLEMENTAL APPROPRIATION IN THE
AMOUNT OF $4,400 TO THE FISCAL YEAR 2021 GENERAL
FUND FROM THE TREE BANK MITIGATION FUND
WHEREAS, the Town has a Tree Bank Mitigation Fund from proffered monies
received from developers in lieu of planting ordinance-required trees on their sites; and
WHEREAS, the Tree Bank Mitigation Fund is intended to be used to enhance the
Town's tree canopy; and
WHEREAS, previous Town Resolution No. 2019-160 approved a supplemental
appropriation to reimburse Greenway Farm and Stratford Homeowners Associations (HOAs)
from the Tree Bank Mitigation Fund to install new trees on private property in Fiscal Year
2020; and
WHEREAS, the Stratford HOA was not able to complete their tree planting project in
Fiscal Year 2020, and Greenway Farm HOA decided not to participate in the program; and
WHEREAS, the Stratford HOA has completed its planting project and the landscape
establishment period of one year, as confirmed by Town Staff in Fiscal Year 2021, and now
the Stratford HOA can be reimbursed for installing new trees; and
WHEREAS, it is necessary to appropriate $4,400 from the Tree Bank Mitigation Fund
to the Fiscal Year 2021 General Fund in order to reimburse the Stratford HOA in accordance
with Town Resolution No. 2019-160.
THEREFORE, RESOLVED, by the Council of the Town of Leesburg in Virginia that
the Fiscal Year 2021 General Fund operating budget for the Depailntent of Public Works &
Capital Projects is hereby amended; an appropriation from the Tree Bank Mitigation Fund is

FROM THE TREE BANK MITIGATION FUND
made in the amount of $4,400 to the General Fund in order to reimburse the Stratford
Homeowners Association for tree plantings in accordance with Town Resolution No. 2019-
160; and any unused funding will be carried forward to the following fiscal years.
