A RESOLUTION: PRESENTED September 8, 1992 92-173 ADOPTED September 8~ 1992 RECEIVINGANDENDORSINGTHEAIRPORTCOMMISSION'SRF~OLUTION SUPPORTING LEESBURGMUNICIPALAIRPORT WHEREAS, Town Council requested the Airport Commission to e~smlne the status of Leesburg Municipal Airport; and WHEREAS, the Airport Commission met on September 3, 1992, to consider Council's request; and WHEREAS, the Airport Commission adopted the attached resolution out 'hning the economic development benefits of Leesburg Municipal Airport; and WHEREAS, the Town Council desires to continue to support the airport as a town-owned facility which contributes considerable employment and economic benefits to the community: THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows: The attached Airport Commission resolution supporting Leesburg Municipal Airport adopted September 3, 1992, is hereby received. The Airport Commi~ion's policy recommendations will be considered at the appropriate time. PASSED this 8th day of September , 1992. James E. Clem, Mayor Town of Leesburg A~i'EST: Clerk of Counci~ o R:Airport The Town of Leesburg, .rg nta A RESOLUTION FROM THE LEESBURG AIRPORT COMMISSION TO THE LEESBURG TOWN COUNCIL ADOPTED SEPTEMBER 3, 1992 WHEREAS, the Town of Leesburg has invested over 30 years in developing Leesburg Municipal Airport (Godfrey Field) into a first class general aviation airport; and WHEREAS, the Commonwealth of Virginia recognizes Leesburg Municipal Airport as one of the finest such public use facilities, which generates $28 million per year to benefit the local economy; and WHEREAS, the Federal Aviation Administration has designated Leesburg Municipal Airport as a general aviation reliever facility for Washington Dulles and Washington National Airports; and WHEREAS, Leesburg Municipal Airport has attracted major corporate and federal tenants, which provide more than 230 jobs; and WHEREAS, Janelle Aviation has committed a significant capital investment at Leesburg Muncipal Airport and continues to provide outstanding, on-site management services for the benefit of the Town of Leesburg; and WHEREAS, the extension of public utility lines to serve Leesburg Municipal Airport has brought significant development along Sycolin Road; and WHEREAS, Leesburg Municipal Airport promotes progress and is a proud asset for the town, county, state and federal governments and all its citizens, not just pilots; and WHEREAS, the implementation of the adopted master plan and installation of the proposed Instrument Landing System will continue to have a positive impact on Leesburg's economic stability and growth in the future: A RESOLUTION FROM THE LEESBURG AIRPORT COMMISSION TO THE TOWN COUNCIL THEREFORE, RESOLVED by the Leesburg Airport Commission as follows: It is recommended that the Town Council reflect its strong support for Leesburg Municipal Airport by adopting the following measures: I. Authorize the temporary transfer of $50,000 from the unappropriated fund balance of the General Fund to the Airport Fund to provide for operating expenses at the airport; and II. Vote to continue to support the adopted airport master plan and the future development needs of the airport; and III. Vote to maintain the current tax rate on aircraft based at the airport; and IV. Retain Janelle Aviation as a fixed base operator and as the on-site management company for the airport; and V. Authorize Mayor Clem, and Finance Committee Chairman George Atwell, along with the Airport Commission and the Town Manager, to work with Janelle Aviation to reach an acceptable plan to bring current the amounts due to the town by Janelle Aviation. - S~nldy Caulki~haiman Leesburg Airport Commission
