Park Commission Chair Ann Thies presided. I. Call to Order Commissioners present: Ben Benson, Madeleine Linck, Bob Pastor, Ann Thies, Brian Kingsley, Gerry Dykhoff, and Galen Bruer Commissioners absent: None Also present: Jodi Wunsch, Carolyn Smith, and Steve Scherer II. Additions to the Agenda: Bruer requested discussing the name of Rainwater Park. Thies proposed adding it to the agenda under section 5A. A motion was made by Madeleine Linck and seconded by Ben Benson to approve the addition to the agenda. Motion passed unanimously. III. Approval of the Minutes from: 1. May 16, 2007 regular meeting ■ On page 2, section 5C, third paragraph should read, "A more general active study area was added to the map..." ■ On page 2, section 6A, third paragraph should read, "...a short jaunt from the County Road 19 Regional trail to view this passive park." ■ On page 3, section 6A, first sentence should read, "...Jon Barten with Three Rivers Park District..." ■ On page 3, section 7C, should read, "Ann Thies suggested planting native plantings that will work well for stabilization on wetlands and banks." A motion was made by Gerry Dykhoff and seconded by Galen Bruer to approve the minutes with the noted changes. Motion passed unanimously. 2. May 21, 2007 special meeting ■ On page 1, section 4B should read, "...Wolsfeld Woods and Baker Park Reserve..." ■ On page 2, section 4B, second paragraph should read, "These trails on the map may not be built..." ■ On page 2, last paragraph should read, "...to change the regularly scheduled meeting date from June 20th to June 13th at 7:00 p.m." A motion was made by Madeleine Linck and seconded by Bob Pastor to approve the minutes with the noted changes. Motion passed unanimously. IV. Public Comments (on items not on the agenda): None V. 2010-2030 Comprehensive Plan Medina Park Commission Meeting Minutes June 13, 2007 Medina City Hall Page 2 of 3 a) Review Text in 2000-2020 Comprehensive Plan Park Commissioners reviewed the text in detail and changes were made as discussed. Ann Thies recommended that staff review and reformat the chart on page 55. 1.) Discussion of the name of Rainwater Park Bruer noted that the name Rainwater Park indicates there should be normal Park features. This Park does not have any of those aspects. It more reflects a nature area. A motion was made by Galen Bruer and seconded by Ben Benson to recommend to the council the renaming of Rainwater Park to Rainwater Nature Area. Motion passed unanimously. There was further discussion on additional changes to the comprehensive plan text. A motion was made by Ben Benson, seconded by Madeleine Linck to recommend the updated text for the 2010-2030 Comprehensive Plan with the noted changes to the Comprehensive Plan Advisory Panel. Motion passed unanimously. b) Review and Approve Draft Trail Map The Park Commission reviewed the updated trail map. A few minor changes were noted that were discussed at the last meeting. It was recommended to differentiate between on road and off road trails. It was also noted to include the two corridors from the Met Council's System Statement on our trail map. Medina Resident, Michael Fine, 550 Navajo Road, requested that the Park Commission remove the proposed trail connection along the old Navajo Road from the trail map because there already are proposed trails to the north and south of Navajo Road on Medina Road and Hamel Road. There was discussion from all the Park Commissioners whether or not they wanted to keep the old Navajo Road trail connection on the map. Kingsley felt that the roads in Tuckborough Farms were wide enough and safe for travel so an off road trail was not necessary. Bruer commented that he did not want Tuckborough to become a destination. He said he did not support backyard trails. Benson commented that he has lived next to a trail for 21 years and felt that it was safe. He also noted the importance in having a good trail system. Dykhoff noted how important it was to be looking forward. He said people seem to like trails but have the fear of it being in their back yards. A motion was made by Galen Bruer and seconded by Brian Kingsley to delete Navajo Trail from the trail map. Two voted for it; Five against. Motion Failed. VI. County Road 19 Neighborhood Trail Connection Staff gave the Park Commission a brief update on the County Road 19 neighborhood trail connection, but the additional options from the County were not drafted. A motion was made by Bob Pastor and seconded by Gerry Dykhoff to table the discussion until staff and the county had more information to make an educated recommendation. Motion passed unanimously. VII. Hamel Legion Park Entrance Signs Hamel Legion Park has $7,500 budgeted for entrance signs in the 2007 CIP. The Park Commission felt it was very important to wait to have consistent signs with the rest of the City's future signs. It was also suggested to put a sign on Hamel Road to lead people back to the Park. VIII. Staff Report a) Three Rivers Park District — Jodi Wunsch reminded the Park Commission that Three Rivers Park District Representative Sara Wyatt would be present at the July 18th Park Commission meeting. b) CIP Planning — Jodi Wunsch mentioned that the Park Commission would have a longer meeting in July due to the extensive planning for the 2008 Capital Improvement Plan being on the agenda. A motion was made by Bob Pastor and seconded by Brian Kingsley to began the regularly scheduled July 18th Park Commission meeting at 6: 00 p.m. Motion passed unanimously. c) Update on Rainwater Park — Staff continues to work with Ryan Companies to determine a place to dump the excess dirt from Rainwater Park. IX. Adjournment A motion was made by Galen Bruer, seconded by Gerry Dykhoff and passed unanimously to adjourn the meeting. The meeting was adjourned at 9:10 p.m. Minutes prepared by Jodi Wunsch
