LYNWOOD REDEVELOPMENT AGENCY
SPECIAL MEETING
FEBRUARY 5, 2001
The Redevelopment Agency of the City of Lynwood met in a Special Meeting at 11330
Bullis Road on the above date at 9:15 a.m.
Chairman Richards presiding.
~ Members Byrd, Rea, Reyes, Sanchez and Richards answered the roll call.

Also present were Executive Director Davis, Agency Counsel Thever, Secretary Hooper
and Treasurer Pygatt.
Secretary Hooper announced that the agenda had been posted in accordance with the
Brown Act.

PUBLIC SAFETY:
• Los Angeles County Fire -Jesus Burciaga, Assistant Fire Chief
Distributed and discussed with Members Lynwood's Quarterly Incident Reports.
Discussed County policy and the fact that each Lynwood business will be inspected at
least once per year. Stated hazardous sites are inspected up to three times per year.
Asst. Chief Burciaga also discussed the increase in medical services and the fact that
there have been three structure fires this year.
Members asked for a possible inspection schedule for businesses and Chairman
Richards discussed the recent fire at Hamm House. Asked if could be used as a pilot
for the city's housing rehabilitation program, using Hamm House as an example.
Member Rea also discussed the renovation of the Hamm House.
• Los Angeles County Sheriffs Department -Capt. Kenneth Brazile, Lt. Mike Herek
Presented Members with the present crime statistics and discussed the new quarterly
crime report that will be provided to Members. The report included:

Captain Brazile introduced the following divisions: ` O ~ Q
Traffic: Deputy Mike Metcalf
Stated that there are fourteen units operating in the City of Lynwood. Presented
Members with year end statistics.
Chairman Richards discussed possibly using some of the excess Cal Trans properties
for a truck scale station.
Quality of Life: Deputies Phil Marquez & Randy Barber
~', Discussed the quality of life issues they deal with including gangs, graffiti, OSS,
narcotics, code enforcement, illegal businesses, loitering, tenant evictions and public
relations.
Narcotics: Nick Sinoca
Discussed monies that come back to cities after seizures and the serving of search
warrants. Suggested the city code enforcement division go out with them when they do
search warrants, which will allow them to do inspections with the Sheriffs present.
Captain Brazile briefed Directors on recent gang related murders and discussed the
upcoming Gang Summit.
OSS Statistics: Deputy DeTangilo
Discussed gang activity in Lynwood and provided statistics including:
• 323 gang related cases
• 307 gang members in custody
• 62 cases currently filed with the District Attorney
j ~ • 22 cases involve juveniles
• 77 known gangs in Lynwood with approximately 8-10,000 members
Member Rea discussed his concern with crime in Lynwood and his concern with the
City of Compton getting more services than Lynwood.
Item #2: Legislative Advocacy Agreement
Discussion was held regarding the Wilson Group being hired as Legislative Advocates
to pursue excess Cal Trans property .
It was moved by Mr. Reyes, seconded by Mr. Byrd to adopt:
RESOLUTION NO. 2001.003 ENTITLED:
"A RESOLUTION OF THE LYNWOOD REDEVELOPMENT AGENCY OF THE CITY
OF LYNWOOD TO SIGN THE ATTACHED "LEGISLATIVE ADVOCACY
AGREEMENT" BETWEEN THE AGENCY AND THE WILSON GROUP"

Having no further discussion, it was moved by Member Byrd, seconded by Member
Reyes and carried to adjourn the meeting at 10:35 a.m.
