IONA COMMUNITY CENTER PRESENT: Mayor Brad Andersen, Council Member Rob Geray, Council Member Dan Gubler, Council Member Robyn Keyes, Public Works Director Zech Prouse, Police Chief Shannon Basaraba, Building Inspector Allen Eldridge, City Clerk Julie Hammond and Treasurer Amy Sullivan. ABSENT: Council President Bruce Case. VISITORS: None. Direct Deposit Treasurer Sullivan indicated the cost of direct deposit would run the City roughly $40 per month. Chief Basaraba stated he was a big proponent of direct deposit because there are times when you are out of town and can't deposit your check. Inspector Eldridge agreed. Mayor Andersen asked Treasurer Sullivan to see how much more it would cost to include the Council and himself. He then asked someone to make a motion to approve or disapprove direct deposit during the Council Meeting. Planning & Zoning (P&Z) Discussion The tabled discussion of last month, in regards to paying P&Z Chairman $100 a month and P&Z Members $50 a month was addressed. Mayor Andersen stated that you can pay P&Z if they are employees. According to Attorney Storer committee members are allowed a small stipend which includes mileage and per -diem. This would require an ordinance change. Mayor Andersen indicated that legally if you paid the P&Z Committee you would also need to pay the Historical Committee and the Tree Committee. He suggested a box of candy and a bonus. Council Member Gubler asked about an honorarium. Mayor Andersen asked Council Member Gubler to check into it. Mayor Andersen then asked if the number of members on the P&Z Committee should be cut due to lack of interest to serve on the committee. As he recalled there was not a designated number of members that had to be on the committee. However, he thought of asking Jolyn Louk since she is in attendance of the meetings. Director Prouse suggested putting it in the newsletter. Budget Mayor Andersen stated that one of the biggest increases will be in payroll. Treasurer Sullivan averages 25 hours per week, Clerk Hammond averages 30 hours per week, and Sports Director Dabell, who also covers in the office, has added a basketball league. This compiled with merit pay and summer help brings general payroll expense to $109,000. Mayor Andersen stated that we do not receive actual property tax numbers until after the budget has been approved so the property tax number is a projection. One new item added was engineering under general expense. The Mayorstated we were still waiting to hear about the Splash Pad Grant but could move ahead with the bathroom and parking lot at Pioneer Park. If we did not pay for it this year we would still have $100,000 in capital improvements. Mayor Andersen stated that Denning would probably not be extended this budget year. As far as building inspections and water hook- up fees, the projection was based on 25 new homes. There is approximately $140,000 for savings/rainy day fund. Recreation had a $7,000 profit this year for baseball which is put back in to maintain the program and purchase equipment. Director Prouse stated the baseball league can't grow with the space we currently have. He thought we might try and purchase the property on the north side of the shop belonging to Ralph Steele. Council Member Keyes reminded everyone that the Steele's had not wanted to sell the property in the past. Council Member Keyes mentioned upgrading the lift because the current system requires two people to get someone in the building. Mayor Andersen stated another increase would come from Attorney's Fees. He indicated Attorney Storer based his fee on 60 hours a year. His firm, Holden, Kidwell, Hahn & Crapo charges $240 per hour but Attorney Storer gives the City a 20% discount. The increase would be from $800 a month in fiscal years 2011-2013 to $1,000 a month in fiscal year 2014. Impact Area Mayor Andersen stated, in regards to making the Green Valley Subdivision contiguous to Iona, that Mr. Coombs said no to the City's offer to purchase his property. The Mayor indicated that the only way the City might become contiguous would be by a forced annexation. Chief Basaraba suggested sending notice to everyone that could make Iona contiguous so they would have an opportunity as well. Council Membe,r Gubler s ed that he would contact Mr. Taylor. Adjourned 6:59 p.m. PLANNING AND ZONING MEETING IONA COMMUNITY CENTER JULY 10, 2013 6:30 P.M. PRESENT: Chairman Dan Garren, Members - Roy Hobbs, Bette Lovinus, and Clerk Julie Hammond. ABSENT: Mike Taylor. VISITORS: Nolan Getsinger, Jolyn Louk, Eric Bodily, and Alice Olsen. The Pledge of Allegiance was led by Member Hobbs. Chairman Garren recognized citizens from the floor. Minutes Approved: Member Lovinus motioned to approve the minutes. Member Hobbs seconded the motion. All were in favor, motion carried. Recreational Vehicles for Human Habitation on City Lots Public Hearing: Chairman Garren explained the public hearing process. He stated that the proposed ordinance limits human habitation on residential lots within the City of Iona for a period of ten days in any calendar year. He further explained that the remainder of the ordinance defined recreational vehicle. Chairman Garren opened the hearing for public comment. Nolan Getsinger of 5434 Steele Ave was concerned about relatives that may come for a funeral or family event. Chairman Garren indicated that was still fine but there would be a ten day limit. Jolyn Louk of 5428 Rockwood was concerned about snowbirds that might bring a motorhome for two to three months. Chairman Garren indicated that they could apply for a conditional use permit. Chairman Garren closed the public portion of the hearing at 6:40 p.m. and opened discussion for Planning & Zoning Members. Member Lovinus recommended the period of time be extended to fourteen days and anything over that would require a permit. She proposed buying a thirty day permit. Member Hobbs wasn't sure why we needed so much paper work. He stated that it was just more taxation. Chairman Garren wondered where it would stop if thirty day permits were available. He stated short term stays were fine, long term stays would require a conditional use permit. Chairman Garren didn't forsee a problem and thought it could be addressed if and when there was a problem. Member Lovinus motioned to recommend to Council approval of the Recreation Vehicles for Human Habitation on City Lots Ordinance. Member Hobbs seconded the motion with the period of time extended to fourteen days. All in favor, motion carried. Impact Area Agreement: Member Hobbs asked where we sat on the Impact Area Agreement. Chairman Garren stated that it had been tabled for lack of progress and until we see a need. Member Hobbs asked if we were taking into consideration what the gas company was doing. Chairman Garren replied that the County stated we didn't have services out there. Member Hobbs stated he would research. Public Questions: Eric Bodily and Alice Olsen of 3180 Olsen asked about putting an apartment in the basement for her grandson. Chairman Garren stated that they would need to see Clerk Hammond during office hours and apply for a variance. Meeting Adjourned 7:15 p.m.
