MONDAY, SEPTEMBER 28, 2009
The Common Council of the City of Richmond, Indiana met in special session Monday, September 28,
2009 in the Council Chambers in said City.
President Wissel presided and the following business was conducted:
ROLL CALL
Councilors present were Howard "Jack" Elstro, Kelley Cruse - Nicholson, Bruce Wissel, Clay Miller, Bing
Welch, Larry Parker, Robert Goodwin, Diana Pappin and Phil Quinn.
ORDINANCE ON THIRD READING
ORDINANCE NO. 40 -2009 (as amended) — AN APPROPRIATION ORDINANCE TO BE KNOWN AS
THE 2010 BUDGET
Mr. Elstro moved to rescind the engrossment of Ordinance No. 40 -2009 as amended and move it back to
second reading, supported by Ms. Cruse - Nicholson. The motion failed with a vote viva voce.
President Wissel recognized there were citizens in attendance who wanted to share their thoughts on this
Ordinance relative to the defunding of the Human Rights Department. Mr. Wissel invited those people to
speak and allotted two minutes each. Speakers included Ron Church, Director of Human Rights; Mike
Nottingham; Josh Williams; Melita Burden; Ron Chappell; Nicole Mann; Beth Herrick; Sharon Brandley;
Theresa Henderson; Daryl Greene; Etta Lundy and Nathaniel Smith.
The Clerk read Ordinance No. 40 -2009 as amended on third reading by title only.
Ordinance No. 40 -2009 as amended was adopted with a 7 -2 roll call vote. Dissenting was Ms. Cruse -
Nicholson and Mr. Quinn.
There being no further business, on a motion duly made, seconded and passed, the meeting was
adjourned.
