The applicant will provide an overview of the revised plans for Onyx at Red Fox Farm, a
proposed townhome-style rental apartment community presented as an R4-Planned Unit
Development of up to 210 townhomes on approximately 29 acres near the southwest
corner of Illinois Route 126 and Drauden Road.

and the Board of Trustees
Held on November 8, 2021
In the Boardroom
Mayor Argoudelis called the meeting to order at 7:00 p.m. Board Present: Mayor Argoudelis,
Trustee Benton, Trustee Kalkanis, Trustee Larson, Trustee Ruane, and Trustee Wojowski. Board
absent: Trustee Calkins. Others Present: Traci Pleckham, Interim Village Administrator; Michelle
Gibas, Village Clerk; Jon Proulx, Planning Director; Allen Persons, Public Works Director; Randy
Jessen, Public Improvements Superintendent; Scott Threewitt, Lead Engineer; and, Ken Ruggles,
Police Commander. There were 11 persons in the audience.
Trustee Ruane moved to approve the Minutes of the Committee of the Whole Workshop held on
October 25, 2021. Second by Trustee Larson. Voice Vote. All in favor, 0 opposed. Motion carried.

Mary Snidersmith expressed concern regarding the Old Town Project.
Chance Eiker expressed concern regarding parking on Eastern related to the Old Town Project.
Michelle Kelly expressed concern regarding the Old Town Project.
WORKSHOP
1)OLD TOWN PROJECT UPDDATE
Mr. Randy Jessen and Mr. Scott Threewitt gave an update on the Old Town Project. Staff reviewed
the project area, sanitary sewer rehabilitation progress, Lockport Street Alternatives, Eastern Avenue
Alternatives, traffic calming measures, tree survey, and crash/accident data. Village staff noted that
the project has been refined based on resident feedback. Staff pointed out the project will take
approximately 3 years to complete.
Trustee Wojowski stated that he did not support the 8’ wide paths and would like to minimize the
impact on the residents. Trustee Benton stated that based on resident feedback, the 8’ wide paths
should be eliminated. Trustee Larson stated that she would like as little encroachment as possible
and expressed concern on disruption to the residents and parking on Eastern. Trustee Ruane stated
that he did not like the 8’ wide paths, supported 5’ wide sidewalks, and supported parking on Eastern.
Mayor Argoudelis asked the staff to get feedback from the residents regarding parking on Eastern.
2)YEAR 2021 TAX LEVY
Mrs. Traci Pleckham reviewed the proposed 2021 tax levy calculations. Mrs. Pleckham stated that
staff is proposing to maintain the 2020 tax levy rate of .4669. Mrs. Pleckham pointed out that the
levy rate has remained unchanged for the past 8 years. The 2021 levy represents a total request of
$7,751,000.00; however, the actual dollar amount the Village will receive is anticipated to be less.
The Village’s portion of the 2020 tax levy was 5.58%. Mrs. Pleckham reviewed the tax levy timeline
and noted that a public hearing will be held at the December 6, 2021 Village Board Meeting.

Trustee Wojowski and Trustee Benton stated they would like to see the rate lowered.
Mayor Argoudelis thanked staff and read the reminders.
Trustee Larson moved to adjourn. Second by Trustee Ruane. Voice Vote. All in favor, 0 opposed.

RE: Onyx on Drauden Revised Concept Summary
Based on feedback from officials and staff, Wingspan Development Group LLC has revised our
application to annex approximately 28.9 acres near the southwest corner of Route 126 and Drauden
Road, immediately abutting the Gas and Wash station. The development remains a rental apartment
community with townhome-style apartments, offering residents a highly desirable new style of rental
living that's growing in popularity. Consistent with other multi-family apartment communities in the
Village, we are submitting as an R4-PUD.
We worked very hard to maintain key features of the design, including the centrally located fully
appointed clubhouse with its adjoining pool and neighborhood park, the boulevard style entrance off
Drauden Road, the water feature along Drauden, the various pocket parks and passive areas throughout
the community and the perimeter walking trail.
In response to comments, we reduced the density by 28 units to 210 units. This reduction creates a
density of 7.3 units per acre, less than half the allowed density in the R4 district. We also moved the
buildings fronting the central loop road further back off the street. We also increased the spacing
between the buildings. We also introduced curvature to the street as it heads north to connect to Route
126 and shifted where it intersects the loop, to create a more visually interesting terminal vista. We also
added another unique pocket park, planted with native grasses. We also added berms along Route 126
to provide more privacy.
The concept still offers three housing types; a first-floor master bedroom design (36 units), a rear load
detached garage design (66 units) and a rear load attached garage design (108 units). These three
different design types allow us to cater to different needs and desires within the population of existing
Plainfield residents as well as those looking to call Plainfield home. The plans will range in approximate
size from 1,400 square feet to 2,000 square feet. The units will feature 1.5 - 2.5 baths depending on the
type and all will have a two-car garage. High end interior finishes will include quartz counter tops,
designer vinyl plank flooring in the kitchen and main living area and stainless-steel kitchen appliances.
The streets, sidewalks, parks and landscaped areas within the community will be privately owned and
maintained, including snow removal.
Under an R4-PUD, we need no variances.
