McCarty Street Large Conference Room ATTENDEES. Committee members present: Jim Branch, Mark Schreiber, Glen Costales, Rick Mihalevich, Erin Wiseman Staff present: Drew Hilpert, Jayme Abbott, Matt Morasch, Eric Seaman Others present: Mayor Carrie Tergin, Madeleine Leroux (News Tribune), Councilman Carlos Graham Meeting came to order at 8:00 a.m. Councilman Costales made a motion to approve the minutes which was seconded by Councilman Schreiber. The motion passed 4-0. Honoring Citizen Board Members. Councilman Graham discussed his desire to see that Citizen Board and Commission members who have served their full all otted term receive recognition at a City Council meeting. The Committee also discussed that the Committee/Board/Commission from which the individual served would be invited to their meeting and thanked for their work as well. In addition the Committee discussed their desire to similarly honor long time employees who are retiring from the City. City Counselor Drew Hilpert advised he would draft a resolution for this plan and bring it back to the Administration Committee next month Reorganizing the Environmental Quality Commission. Presented by Jayme Abbott. Mrs. Abbott explained a proposed ordinance to reorganize the EQC as their current purpose has been completed and they have been seeking new direction. This bill would redefine them toward a community wellness purpose. After discussion and questions, Councilman Mihalevich made a motion to move the bill onto the Council with one amendment: to change “to be determined” to “Environmental Quality Commission” which was seconded by Councilman Schreiber. The motion passed 5-0. Councilwoman Wisemen left the meeting after the vote. Cemetery Board Membership. Presented by Jayme Abbott. Mrs. Abbott explained a proposal to change the membership of the Cemetery Board to 7 members, rather than 5. After discussion and questions, Councilman Schreiber made a motion to move the bill onto the Council which was seconded by Councilman Costales. The motion passed 4-0. Reorganization within Wastewater Presented by Matt Morasch. Mr. Morasch explained that Wastewater has two current vacancies and they explored ways to improve the operation of the Wastewater Plant. Staff proposed replacing the vacant administrative assistant with a Lab Pretreatment Supervisor. This change would allow Wastewater to focus on water quality issues which is a strong push by DNR. Staff also requests renaming another position to Environmental Specialist to better reflect that position’s current job duties. Because of vacancy savings within the Wastewater personnel budget, there would be no need for any budget transfers. After discussion and questions, Councilman Schreiber made a motion to move the bill onto the Council which was seconded by Councilman Costales. The motion passed 4-0. Appointments Review. Presented by Drew Hilpert. The committee reviewed the recommendations by Mayor Tergin. After discussion and questions, Councilman Costales made a motion to move the bill onto the Council which was seconded by Councilman Schreiber. The motion passed 4-0. Drew Hilpert brought up that several councilpersons from the previous council had asked about streamlining the process of resolution approval for grant applications. Staff will discuss it internally and Committee members will discuss it with Steve Crowell and the issue will be discussed at the next Admin meeting. There being no further business, after discussion and questions, Councilman Costales made a motion to adjourn which was seconded by Councilman Schreiber. The motion passed 4-0.
