500.1 SUBJECT: ORGANIZATION AND POLICY
:1 OBJECTIVE:
Provision of fire loss management by the prevention and/or extinguishment of fires and
performance of emergency medical rescue services and other related emergency
response to manmade or natural incidents, with a systematic approach.
:2 AUTHORITY:
This procedure amended by City Council March 22, 2004, Item A6.
:3 DIRECTION:
Fire Chief, as an appointed official, serves at the pleasure of, and receives direction
from the Mayor or the Mayor’s designee.
:4 FUNCTIONS:
A. Initiates programs and actions for the prevention of fires through fire inspections,
fire investigations, enforcement of Fire Codes, and public education programs.
B. Provides emergency medical services for both basic and advanced life support
measures to victims of accident/injury or sudden illness.
C. Coordinates all emergency management functions and planning for the City of
Orlando; and assists in City homeland security.
D. Provides for emergency mitigation planning and crisis management of natural and
man-made disasters.
E. Provides service delivery for suppression and maintenance of city’s ISO rating.
F. Operates and maintains a Fire Department emergency communications network
(911).
G. Operates and maintains fire fighting vehicles, apparatus, tools and accessories.
H. Provides well-trained specialized response teams and services, i.e., hazmat, water
rescue, high angle, below grade rescue, technical rescue and arson/bomb
investigation and USAR Florida Regional team response.
I. Provides overall responsibility of fixed facilities, motorized equipment, and
equipment and tools. Recommends to the Fleet Management Bureau replacement
of vehicles and emergency apparatus.

Chapter 24. This procedure adopted February 17, 1969, Item 45; amended by City
