The Common Council of the City of Richmond, Indiana met in regular session Monday, October 5, 2009
in the Council Chambers in said City.

President Wissel presided and the following business was conducted:
ROLL CALL
Councilors present were Howard "Jack" Elstro, Kelley Cruse - Nicholson, Bruce Wissel, Clay Miller, Bing
Welch, Larry Parker, Robert Goodwin, Diana Pappin and Phil Quinn.
Also present were: Tony Foster, Department of Metropolitan Development; Ronda Pope, Retired Senior
Volunteer Program; Edna Mikesell, Widowed Persons Services; Bill Smith, Street Department; Lt. Chris
Taylor, Richmond Police Department; Walt Chidester, City Attorney; Karen Chasteen, City Clerk.
APPROVAL OF MINUTES
Mr. Wissel moved to amend the minutes by deleting Mr. Parker moved for engrossment of Ordinance No.
58 -2009, supported by Mr. Welch. Upon a vote viva voce, the motion passed from the last paragraph on
page 4, Ordinance No. 59 -2009, supported by Mr. Parker. Upon a vote viva voce, the motion passed.
Mr. Miller moved to approve the minutes of the regular meeting of September 21, 2009 as amended and
the special meeting for the adoption of the 2010 budget on September 28, 2009, supported by Mr. Welch.
Upon a vote viva voce, the motion passed.

Mr. Elstro moved to suspend the rules and read Ordinance Nos. 48, 60, 61. 62 & 63 -2009 on first reading
by title only, supported by Mr. Miller. Upon a vote viva voce, the motion passed.
ORDINANCE NO. 48 -2009 — AN ORDINANCE CREATING A PASSPORT ACCEPTANCE AGENCY
(Clerk)
The Clerk read Ordinance No. 48 -2009 on first reading by title only.
Presented by City Clerk Karen Chasteen, this Ordinance would amend the Richmond City Code to
include a new Chapter, to be numbered Chapter 37, which shall be called a Municipal Passport
Application Acceptance Agency.
Mr. Chidester requested this Ordinance be held on second reading to allow additional time for review by
the Law Department.
ORDINANCE NO. 60 -2009 - AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL,
ACCEPTANCE, AND APPROPRIATION OF A GRANT FROM THE UNITED WAY OF WHITEWATER
VALLEY (Parks)
The Clerk read Ordinance No. 60 -2009 on first reading by title only
Presented by Edna Mikesell, this Ordinance would authorize the Richmond Parks & Recreation
Department to submit a grant request to the United Way of Whitewater Valley and to accept grant funding
in an amount up to Five Thousand Five Hundred Dollars and Zero Cents ($5,500.00). If awarded, these
funds shall be appropriated toward operating expenses related to the Widowed Persons Service.
Mr. Welch moved to advance Ordinance No. 60 -2009 to second reading and to suspend the rules and
read by title only, supported by Mr. Miller.

President Wissel declared Ordinance No. 60 -2009 on second reading and public hearing. There being no
comments for or against the Ordinance, Mr. Parker moved for engrossment of Ordinance No. 60 -2009,
supported by Ms. Pappin. Upon a vote viva voce, the motion passed.
Mr. Parker moved to advance Ordinance No. 60 -2009 to third and final reading and to suspend the rules
and read by title only, supported by Mr. Welch. Upon a vote viva voce, the motion passed.

Ordinance No. 60 -2009 was adopted with a 9 -0 roll call vote.
ORDINANCE NO. 61 -2009 - AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL,
ACCEPTANCE, AND APPROPRIATION OF A GRANT FROM THE UNITED STATES CORPORATION
FOR NATIONAL AND COMMUNITY SERVICE (Parks)
The Clerk read Ordinance No. 61 -2009 on first reading by title only.
Presented by Ronda Pope, this Ordinance would authorize the Richmond Parks & Recreation
Department to submit a grant request to the United States Corporation for National and Community
Service and to accept grant funding in an amount up to Sixteen Thousand Four Hundred Fifty Dollars and
Zero Cents ($16,450.00). If awarded, these funds shall be appropriated toward operating expenses
related to the Retired and Senior Volunteer Program.

Mr. Parker moved to amend Ordinance No. 62 -2009 to read:
Motor Vehicle Highway
1. Delete $70, 000.00 from Other Contractual Services
Account number 218.18.180.180.000.3990
2. Add $50, 000.00 to Hot and Cold Mix
Account number 218.18.180.180.000.2363
3. Add $20, 000.00 to Concrete
Account number 218.18.180.180.000.2330
The motion was supported by Mr. Miller. Upon a vote viva voce, the motion passed.
Presented by Mr. Smith, this Ordinance would transfer $70,000 from Other Contractual Services to Hot
and Cold Mix and Concrete with the 2009 Street Department Budget.

rules and read by title only, supported by Mr. Parker.

ORDINANCE NO. 63 -2009 - AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL,
ACCEPTANCE, AND APPROPRIATION OF A GRANT FROM THE INTERNET CRIMES AGAINST
CHILDREN TASK FORCE (RPD)
The Clerk read Ordinance No. 63 -2009 on first reading by title only.
Presented by Lt. Chris Taylor, this Ordinance would authorize the Richmond Police Department to submit
a grant request to the Internet Crimes Against Children Task Force and to accept grant funding in an
amount up to Ten Thousand Dollars and Zero Cents ($10,000.00). If awarded, these funds shall be
appropriated toward the purchase of equipment and training relating to the investigation of internet crimes
against children and to assist RPD's participation with the Indiana Internet Crimes Against Children Task
Force.
