HomeMy Public PortalAbout1992_12_21_R255The Town of Leesburg, Tirginia RESOLUTION NO. 92-255 A RESOLUTION: PRESENTED December 21, 1992 ADOPTED December 21, 1992 REJECTING HAYNES AVIATION PROPOSAL TO MANAGE LEESBURG AIRPORT AND AUTHORIZING THE TOWN MANAGER TO ENTER INTO AN AGREEMENT WITH AMERICAN BEECHCRAFT CORPOP~TION TO EXPAND THEIR FIXED OPERATOR ROLE AND TO EXPAND THE TOWN'S AIRPORT MANAGEMENT ROLE WHEREAS, on November 17, 1992, the Town Council terminated the lease and management agreement with Janelle Aviation; and WHEREAS, on December 3, 1992, Mr. Jim Haynes submitted a confidential, unsolicited proposal for fixed base operation and airport management services by Haynes Aviation, Inc. at the Leesburg Municipal Airport; and WHEREAS, discussions have been on-going with American Beechcraft Company, fixed base operator at Leesburg Municipal Airport, to assist with the operation and management of the Leesburg Municipal Airport; and WHEREAS, on December 21, 1992, the Town Council met to discuss various options available to manage the airport including consideration of the Haynes Aviation, Inc. proposal and other options available to the town. THEREFORE, RESOLVED by the Town Council of the Town of Leesburg in Virginia as follows: SECTION I. The confidential, unsolicited Haynes Aviation Inc. proposal of December 3, 1992, is hereby rejected. SECTION II. The town manager is hereby authorized to provide the necessary 30-day notice effective December 21, 1992, to terminate the current lease with Janelle Aviation Inc. executed on November 18, 1992, as provided by Section 2 in said lease. -2- RESOLUTION - REJECTING HAYNES AVIATION PROPOSAL SECTION III. The town manager is hereby authorized to negotiate an agreement for a term not less than two years but not to exceed four years eleven months with American Beechcraft Company to expand its fixed based operator role to provide services to customers of Leesburg Municipal Airport. It is the Council's intent to publicly bid the fixed base operator services prior to the end of the five-year period. SECTION IV. The town manager is hereby authorized to designate the Assistant Town Manager for Economic Development and Administration as the temporary airport manager until the position can be established and filled. SECTION V. The Council's intent is to temporarily expand the town's role in managing and operating the airport to include collecting tie-down rents, maintenance hangar rents, fuel flowage fees, terminal building rents and other revenue sources. SECTION VI. In the event that Janelle Aviation fails during the notice period to provide fuel to Leesburg Municipal Airport customers, American Beechcraft Company is authorized to provide fuel as required to airport customers.
