THE CITY OF RICHMOND, INDIANA, OCTOBER 15, 2009
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M.,
Thursday, October 15, 2009, in the Community Room at the Municipal Building, 50 North 5th
Street, Richmond, Indiana. In attendance were Board Members Vicki Robinson, Dian Lawson
and Mary Jo Flood. Also attending were Assistant City Attorney Kim Vessels, Assistant Fire
Chief Oscar Abner and Captain Terry Hopkins.
The following business was conducted:
CALL TO ORDER
Robinson called the meeting to order and noted for the minutes that all board members and legal
counsel were present.
APPROVAL OF MINUTES
Robinson made a request to the board to approve the minutes for the October 8, 2009 meeting.
Lawson made a motion to approve with a second by Flood. The motion was unanimously
passed.
CLAIMS FOR PAYMENT
Robinson made a request to the board to approve the claims for payment for October 16, 2009 in
the amount of $191,949.75. She explained of that total $77,195.03 was paid to Richmond Power
& Light for electrical cost including street lights; $53,619.19 was paid to Pro Lawn Care for
curb& sidewalk rehab on North 6th, South `B" Streets, and the Elder Beerman Parking Lot;
$12,000.00 was paid to Star Development for Consultant Fees for housing rehab; and $20,820.00
was paid to Bonar & Associates for Engineering Services for Salisbury Road. Flood made a
motion to approve with a second by Lawson. The motion was unanimously passed.
BID AWARDS
A. Robinson brought to the board a request that was presented by Assistant Fire Chief
Oscar Abner to award the bid for the seamless gutters for the Public Safety Training
Facility to Joe's Guttering in the amount of $815.00. Lawson made a motion to
award with a second by Flood. The motion was unanimously passed.

CONTRACTS
A. Robinson brought to the board a request that was presented by Assistant City
Attorney Kim Vessels to re- execute and affirm the bid award with Hastings Air
Energy Control, Inc for Vehicle Exhaust Removal System without delay to protect
the substantial interests of the City. Vessels explained that the Law Department made
an insertion of a word on the first page of the original contract. Flood made a motion
to approve with a second by Lawson. The motion was unanimously passed. Flood
then made a motion to re- execute Contract No. 125 -2009 with Hastings Air Energy
Control, Inc, with the Law Department's insertion, in order to prevent further delay
and protect the substantial interests of the City in proceeding with the exhaust
removal project with a second by Lawson. The motion was unanimously passed.
TEMPORARY RESTRICTED PARKING AREA
A. Robinson brought to the board a request that was presented by Captain Terry Hopkins
for the approval of temporary restricted parking on the 1st block of South 10th Street
beside Richmond Civic Theatre from Main Street to the service alley on Friday,
November 6, 2009 and Friday, November 20, 2009 from 8:00 AM to 3:00 PM to load
and unload Richmond students who will be attending the "Stage One Youth Theatre"
performances at the Richmond Civic Theatre. Lawson made a motion to approve
with a second by Flood. The motion was unanimously passed.
NEW RESIDENTIAL HANDICAPPED PARKING SIGNS
A. Robinson brought to the board a request that was presented by Captain Terry Hopkins
for the approval of a new Residential Handicapped Parking Sign at 310 North 19th
Street for Delbert Dangerfield. Robinson explained that she would have to abstain
due to the fact that this request was being made in behalf of her church, Restoration
Outreach Centre by Mr. Dangerfield. Lawson made a motion to approve with a
second by Flood. The motion was unanimously passed.
RESIDENTIAL HANDICAPPED PARKING SIGN RENEWALS
A. Robinson brought to the board a request that was presented by Captain Terry Hopkins
for the approval of the renewal of a Handicapped Parking Sign at 336 South 10th
Street for Ms. Thelma J. Phillips. Lawson made a motion to approve with a second
by Flood. The motion was unanimously passed.
B. Robinson brought to the board a request that was presented by Captain Terry Hopkins
for the approval of the renewal of a Handicapped Parking Sign at 36 South 19th Street
for Mr. Derrick Douglas. Flood made a motion to approve with a second by Lawson.
The motion was unanimously passed.
C. Robinson brought to the board a request that was presented by Captain Terry Hopkins
for the approval of the renewal of a Handicapped Parking Sign at 100 North 10th

Street for the First Presbyterian Church. Lawson made a motion to approve with a
second by Flood. The motion was unanimously passed.
D. Robinson brought to the board a request that was presented by Captain Terry Hopkins
for the approval of the renewal of a Handicapped Parking Sign at 200 South 6th Street
for Bethel AME Church. Lawson made a motion to approve with a second by
Robinson with Flood abstaining. The motion was unanimously passed.
E. Robinson brought to the board a request that was presented by Captain Terry Hopkins
for the approval of the renewal of a Handicapped Parking Sign at 203 North 19th
Street for Mr. Edward Jackson. Flood made a motion to approve with a second by
Lawson. The motion was unanimously passed.
F. Robinson brought to the board a request that was presented by Captain Terry Hopkins
for the approval of the renewal of a Handicapped Parking Sign at 422 South 4th Street
for Ms Tamara Darr. Flood made a motion to approve with a second by Lawson.
The motion was unanimously passed.
G. Robinson brought to the board a request that was presented by Captain Terry Hopkins
for the approval of the renewal of a Handicapped Parking Sign at 428 South 15th
Street for Adept. Lawson made a motion to approve with a second by Flood. The
motion was unanimously passed.
H. Robinson brought to the board a request that was presented by Captain Terry Hopkins
for the approval of the renewal of a Handicapped Parking Sign at 429 SW 3rd Street
for Ms Pat Tucker. Flood made a motion to approve with a second by Lawson. The
motion was unanimously passed.
I. Robinson brought to the board a request that was presented by Captain Terry Hopkins
for the approval of the renewal of a Handicapped Parking Sign at 904 North 13th
Street for the Community Action Center. Lawson made a motion to approve with a
second by Flood. The motion was unanimously passed.
J. Robinson brought to the board a request that was presented by Captain Terry Hopkins
for the approval of the renewal of a Handicapped Parking Sign at 1208 Boyer Street
for Mr. John Byrd. Flood made a motion to approve with a second by Lawson. The
motion was unanimously passed.
K. Robinson brought to the board a request that was presented by Captain Terry Hopkins
for the approval of the renewal of a Handicapped Parking Sign at 1243 Crosshall
Street for Ms Audrey Collins. Lawson made a motion to approve with a second by
Flood. The motion was unanimously passed.
ADJOURNMENT
There being no further business, on a motion duly made, seconded and passed unanimously. The
meeting was adjourned.
