LYNWOOD REDEVELOPMENT AGENCY
SPECIAL MEETING
MAY 8, 2002
The Lynwood Redevelopment Agency of the City of Lynwood met in a Special Meeting
in the Council Chambers, 11330 Bullis Road on the above date at 7:20 p.m.
Chairman Reyes presiding.
Members Byrd, Pedroza, Richards, Rodriguez and Reyes answered the joint roll call for
~, all agencies.
Also present were Executive Director Gonzales, Interim Deputy City Attorney Sylva, City
Clerk Hooper, and Treasurer Pygatt.
City Clerk Hooper announced that the agenda had been posted in accordance with the
Brown Act.
Chairman Reyes rearrange the Agenda to Lynwood Redevelopment Agency Closed
Session. It was moved by Vice Chairman Pedroza, seconded by Member Byrd and
carried.

Interim Deputy City Attorney Sylva stated with respect to every item of business to be
discussed in Closed Session Pursuant Section 54956.8:
CONFERENCE WITH REAL PROPERTY NEGOTIATORS
Property: 3645 E. Martin Luther King, Jr. Boulevard
It was moved by Vice Chairman Pedroza, seconded by Member Byrd and carried to
recess to Closed Session at 7:25 p.m.
Council reconvened at 7:40 p.m.
Interim Deputy City Attorney Sylva stated that Council met on the aforementioned
matters and stated on:

Chairman Reyes stated the Agency Members would discuss Council Item #5 and
Lynwood Redevelopment Agency Item #1, since both items are the same.

Item #7 REVIEW OF THE DRAFT UPDATED LYNWOOD GENERAL PLAN
Interim Director of Community Development Louis Morales stated tonight's workshop
would be to initiate the process of the General Plan and it hasn't been updated since
1990. In 1990 the General Plan was not follow through with the zoning conditions.
The final stage is to have a Public Hearing in November for final adoption. The General
Plan must be updated every five (5) years. State Law requires cities to adopt a
comprehensive General Plan and to include seven mandatory elements; land use,
circulation, housing, conservation, open space, noise and safety. Optional elements are
Infrastructure/Public Services, Community Design, and Economic Development.
Mr. Morales provided City Council with acolor-coded Map indicating land use,
circulation, housing., open space, transportation, schools, and City Hall. The map
includes Zoning designations, which are C81 (Light Commercial), C2A, and C3,
Lynwood Redevelopment Agency areas. State Laws allow Cities to modified the
General Plan.
Chairman Reyes stated he would like to incorporate areas of Los Angeles
County such as the South portion of Rancho Dominguez and South of Atlantic.
Member Richards stated that Council should consider visualizing cost and concurring
problems.
Staff was asked to bring back a report on economic profile in the area and a study on
South of Lynwood and West around Mona, and possible vacation of alleys, and
annexation with other cities.
Executive Director Gonzales explained the Amnesty Program and Deputy City Attorney
Sylva briefly explained the Protocol Reformat regulating Realty owned by elected
officials.
Deputy Director of Economics Development Grant Taylor stated that Council was
provided with a draft of the General Plan. The main focus of the General Plan is to bring
consistency with zoning areas such plan amendments and development standards.
Staff proposes to organize the Lynwood General Plan in four categories: Community
Development Element, Environmental Resources Element, Public Health and Safety
Elements, plus three (3) optional elements such as Infrastructure/Public Services,
Community Design and Economic Development. State Law states that these critical
elements must be included but it doesn't say how they should be organized. Another
main focus is updating the goals and policies. Each element has three (3) basic
components; overview of the element, goals and policies, and implementation. The City
would also have to do an environmental impact and make it a public notice.
Chairman Reyes asked about having moratorium on churches. Stated that the City
doesn't know how many churches exist in Lynwood.
Mr. Taylor continued to explain the General Plan to agency members.
Chairman Reyes would like to have another General Plan Meeting in the first week of
July.
